In January, a consortium of Gamesa and Iberdrola began construction on Central America's largest wind farm, the 102 megawatt Cerro de Hula project in Honduras. Also, the Honduran government said it would invest $2.1 billion between 2010 and 2016 for 52 hydroelectric projects, while Costa Rican President Laura Chinchilla has also said she wants to make her country the first to run 100 percent on renewable energy. This project is designed to provide a comprehensive support to the implementation of the Government of Jamaica s energy policy and strategy covering the 2010-2030 period. The goals are to build capacity, to provide international best practices to the government and support its energy cost reduction and diversification efforts through investments in liquefied natural gas, energy efficiency measures, renewable energy investments, and to reduce greenhouse gas emissions from the energy sector. Dictating Justice: Human Rights And Military Courts In Latin America, Brett J. Kyle, Andrew G. Reiter

Political Science Faculty Publications

Militaries throughout the world operate their own courts to prosecute military crimes, such as insubordination, that are not part of civilian legal codes. Latin American militaries traditionally have extended this hermetic justice system to cover all crimes committed by their personnel, allowing the institution to sit in judgment of its own actions and escape punishment for human rights violations. This parallel legal system erodes the principle of equality before the law, threatens civilian control of the military, and nurtures a culture of impunity. In 2010, Chinese oil companies spent more than $15 billion on upstream deals in Latin America, including Sinopec's December acquisition of Occidental Petroleum's Argentine operations for $2.45 billion, and analysts expect that the trend will continue. What would be the effects of China's continued prominence in Latin America's oil and gas sectors? Which countries and companies in the region are Chinese investors most significantly interested in and how do they differ from other foreign companies' investment strategies?
