The problem of this study was to determine if collective negotiations had restricted the perceived managerial authority of Tennessee's public school principals within selected demographic variables. Fourteen demographic variables (the independent variables) were selected for the study. Pauline's Principals On-Job Discretion Scale (the dependent variable) developed and validated by Robert A. Pauline was selected as the appropriate instrument for use in this study. The instrument listed ten responsibilities of public school principals which might or might not be registered by the terms and conditions of teachers' negotiated agreements with school boards. An Educational History Of The Gullahs Of Coastal South Carolina From 1700 To 1900 (Black Education), Elizabeth Hoit-Thetford

The educational efforts of the first fifty years of the 1700s for the Gullahs, black slaves brought to South Carolina's low country, were a by-product of the Church of England's concern for the souls of heathens. Through the Church's offspring, the Society for the Propagation of the Gospel in Foreign Parts, missionaries were sent to South Carolina beginning in 1702. By 1704, Samuel Thomas, the Society's first missionary there, reported that he had taught about twenty blacks to read, and by 1743 the Society opened a school for blacks in Charleston despite a 1740 law prohibiting slave education. An Alternative View Of Education For Deaf Children: Part Ii, Lil Brannon, Sue Livingston

How might deaf children acquire one of the primary goals of education literacy in English? This article suggests that literacy in English as well as knowledge of the English language can be acquired concomitantly through developmental reading and writing activities that reflect principles of first language acquisition if students bring to these activities relatable experiences which they have already linguistically represented. Such activities engage students in reading and writing where content and context support them in their attempts to actively understand and convey meaning in English. In his book Megatrends: Ten New Directions Transforming Our Lives, John Naisbitt (1982) described a world of the 80s that was embracing a new technology in which 75 percent of the jobs were computer dependent. This new technology has "invaded" every aspect of life from grocery store checkout systems, bank transactions, ordering in catalog centers, confirmations of charge card purchases, toll booth tickets, movie animation, office automation, and medicine to the computer system tied into a database providing access to almost any imaginable piece of information in mere seconds.

Poverty Amid Renewed Affluence: The Poor Of New England At Mid-Decade, Andrew M. Sum, Paul E. Harrington, William B. Goedicke, Robert Vinson

New England Journal of Public Policy

This article examines the problem of poverty in New England during the current period of economic prosperity. Major trends in the size and composition of the poor population within the region are analyzed. Striking changes in the relative incidence of poverty have occurred among families in New England. As the economy has moved toward full employment, poverty rates among husband-wife families in the region have fallen sharply. In contrast, female-headed families in New England have not benefited substantially from recent rapid increases in employment opportunities. The result has been a persistent trend toward the feminization of poverty in New England. …

A survey of Alaska corrections personnel reveals that employees in all clasiffications tend to have more than the minimum education or experience required for their positions. More than 74 percent of college-educated corrections personnel earned degrees and more than 40 percent acquired their experience outside Alaska. The advantages and disadvantages of hiring large numbers of employees whose education and experience were gained elsewhere are discussed in the context of the unique problems of correctional service delivery in so large and diverse a state.

O.C.G.A. 20-2-1160 provides that local school boards may sit as tribunals for decisions involving school law. The Act amends O.C.G.A. 20-2-1160 to provide that a local school board decision shall be binding only if the parties involved are notified in writing of the decision and of the parties' right to appeal to the State Board of Education, together with a clear description of the procedure and requirements for doing so. Attitudes of 69 experienced special education paraprofessionals toward disabled persons were assessed using the Attitude Toward Disabled Persons Scale - Form A. A two-tailed t test showed significantly more positive attitudes by subjects compared to the norms.

The purpose of this study was to determine the knowledge of United States Supreme Court decisions affecting education possessed by public school teachers, principals, superintendents, and board members; to determine if significant differences existed among these groups in their knowledge of Supreme Court decisions affecting education; and to determine if significant differences existed within each group depending on years of experience in education and level of education. The problem of this study was to determine if a difference existed between selected classroom teachers' attitudes toward mainstreaming. The Attitudes Toward Mainstreaming Scale (ATMS) was the instrument selected as appropriate for the study. Permission was obtained from Joan Berryman at the University of Georgia, Athens, to reproduce and administer the ATMS. A stratified random sample was conducted as representative of the total population of classroom teachers in North Carolina. In reviewing the literature and searching manuals of survey instruments, a questionnaire was not found which would answer the specific questions necessary for the study. With the criticisms about education that have appeared in recent reports by the National Commission on Education (1983) and Goodlad (1984) there is evidence to indicate clearly that the schools and the things that we do in schools are in need of change. However, almost every major effort to reform American education has met with limited and, at best, only temporary success. The problem of this study was to determine whether principals' perceptions of their superintendents' leadership ability were affected by selected demographic variables. This study followed the ex-post facto design. Twelve dimensions of the Leader Behavior Description Questionnaire, Form 12 (LBDQ-XII) were selected to assess the perceptions of principals of the leadership behavior of superintendents in Tennessee. Four hundred principals were randomly selected to participate in this study. One hundred sixty-one principals responded and the findings reflect their responses. The purpose of this study was to determine relationships between several educational variables and adolescents' sexual attitudes and behavior. The sample consisted of high school students who were enrolled in health, family living, and home economics classes in Salt Lake City, Utah, and Albuquerque, New Mexico. Pretest and posttest surveys were given to these students to evaluate the effectiveness of a prevention program which addressed teen attitudes and behaviors in the areas of peers, families, and morality. Organizations that offer Outdoor Education programs for adults are concerned with how to best attract people to their programs. Effective program design begins with a clear understanding of the people to be served. A marketing orientation--meeting the needs of participants--has begun to pervade non-profit management; specific information on the adult market for Outdoor Education remains limited. The purpose of this study was to identify and characterize segments based upon the benefits people seek from such an experience.
