The Revitalization Of Older Industrial Cities: A Review Essay Of Retooling For Growth, Timothy J. Bartik

This review essay debates the policy issues raised by the book Retooling for Growth: Building a 21st Century Economy in America's Older Industrial Areas, edited by Richard M. McGahey and Jennifer S. Vey (Brookings Institution Press, 2008). I argue that the main rationale for adopting policies to revitalize older industrial cities is to improve the per capita earnings of urban residents. Therefore, urban economic development policy should be seen as urban labor market policy. Increasing city residents' earnings requires progress on two fronts: increasing metropolitan labor demand; increasing the quantity and quality of the effective labor supply of city residents …

This article aims to probe the role of education in the empowerment of women in the district of Malda, West Bengal, India. In an exhaustive survey comprising forty two villages, the article tries to unearth the status of women, attitude towards girls’ education in society, problems hindering the education of women, the importance of marriage in women’s life affecting education as well as the empowerment of women. This study was conducted to determine the effectiveness of a combination regular classroom reading and reading reteaching approach to teaching reading to pre-literate 3rd-grade students who were determined to be below proficient readers (n = 14) compared to the effectiveness of regular classroom reading instruction alone provided to 3rd-grade readers ( n = 14) determined to have barely proficient pre-literate skills. Barely proficient and below proficient reading level designations were determined by psychometrically derived cutscores developed in order to minimize classification error. Using an emergent design, this study developed a program approach for young people in the child headed households of Zambia. Phase I dealt with prior ethnography, Phase II focused on independent living services, and Phase III concerned translation to Zambia. A total of 36 participants from Richmond, consisting of 20 Richmond Department of Social Services workers and youth and 16 Africans, were recruited. Three major themes emerged: feasibility, content, and quality. Lessons learned about translational research highlight the need for uniformity in a cultural screen’s composition. The Effect Of Classmate Characteristics On Individual Outcomes: Evidence From The Add Health, Robert Bifulco, Jason Fletcher, Stephen L. Ross

We use data from the National Longitudinal Study of Adolescent Health (Add Health) to examine the effects of classmate characteristics on economic and social outcomes of students. The unique structure of the Add Health allows us to estimate these effects using comparisons across cohorts within schools, and to examine a wider range of outcomes than other studies that have used this identification strategy. This strategy yields variation in cohort composition that is uncorrelated with student observables suggesting that our estimates are not biased by the selection of students into schools or grades based on classmate characteristics. Anthropogenic greenhouse gas (GHG) emissions have caused atmospheric concentrations with no precedents in the last half a million years, inducing serious uncertainties about future climates and their effects on human welfare. Recent climate science supports the view that the climate stabilization will require very low GHG emissions in the future. We ask: Is a path of low emissions compatible with sustainable levels of human welfare? With steady growth in human quality of life? Climate science indicates that climate stabilization requires low GHG emissions. Is this consistent with nondecreasing human welfare? Our welfare index, called quality of life (QuoL), emphasizes education, knowledge, and the environment. We construct and calibrate a multigenerational model with intertemporal links provided by education, physical capital, knowledge and the environment. We reject discounted utilitarianism and adopt, first, the Intergenerational Maximin criterion, and, second, Human Development Optimization, that maximizes the QuoL of the first generation subject to a given future rate of growth. We apply these criteria to our calibrated model via a novel algorithm inspired by the turnpike property. The …

In this study girls (n = 30) reported a statistically significantly greater capacity for caring compared to boys ( n = 30) on the caring domain of the International Baccalaureate Primary Years Program Student Self Assessment Learner Profile. However, the null hypothesis was not rejected for boys' and girls' reported levels of risk-taking behavior running counter to literature suggesting that boys are ipso facto bigger risk-takers than girls. However, in this study a greater advantaged classroom performance was not consistent with the research literature positing a stronger classroom performance in language arts (reading and writing) for girls compared to boys …

Institutions are creating the type of learning environments that are conducive to encouraging and supporting student enterprise and graduate entrepreneurship. Going beyond notions of employability, entrepreneurship capacities enable graduates to create their own futures, exploit the opportunities that emerge in their complex and unpredictable worlds, and better contribute to economic development and well-being. Most medical schools have established a medical education unit (MEU) or similar bodies in response to various reforms in medical education. Such units have a variety of titles and operate either independently or under the office of the dean. Their activities include conducting educational research, teaching and providing service and career development of academic staff. The scope of their activities ranges from serving medical faculty only to all other health professionals at either the undergraduate or postgraduate levels. Several factors contribute to the success of MEUs and their establishment is seen to have a positive effect on their medical school.

A growing body of evidence suggests parental assets have positive effects on children’s well-being. Using 2004 data from the Survey of Income and Program Participation, this study tests the effect of parental asset holding on child educational outcomes, and explores whether this relationship is mediated by parental involvement and expectations. Results indicate that assets are a significant predictor of all child academic outcomes of our study, however income is not a significant predictor for school outcomes when controlling for assets. For this study, a web-based survey method was used as a means of collecting data to test a predictive model of education, supervised clinical experience (SCE), age, human services experience (HSE) and cognitive complexity. The theoretical framework for the study was Perry's (1970; 1999) scheme of intellectual development. The sample consisted of 332 counseling and social work students in graduate training programs in four different regions of the United States. The instruments used in the study were a researcher-developed demographic questionnaire and the Learning Environment Preferences (LEP) instrument (Moore, 1987).
