What Determines Public Education Expenditures In A Transition Economy?, Inna Verbina, Abdur Chowdhury
Economics Faculty Research and Publications
Recent studies suggest that the allocation of expenditures in education matters for growth. Public education spending in many transition economies, however, is often inefficient and inequitable with education outlays misallocated across sectors. This highlights the need for an assessment of the nature of education expenditures in these countries. This paper attempts to fill the gap in the literature by estimating the determinants of education expenditures in the Russian Federation. Results from panel data analysis show that revenue and the student-population ratio have a positive impact on education expenditures while the effect of population density is negative. The purpose of this study was to examine the relationship between teachers' perceptions of the principal's leadership behavior, either initiating structure or consideration and work motivation of elementary school teachers. The three subscales of motivation are: (1) Intrinsic, (2) Extrinsic, and (3) General Satisfaction. This study also examined the relationship between work motivation and job satisfaction of elementary school teachers based on the teachers' age, years of work experience, and the student enrollment of the school they work in. The purpose of this research was to examine Mexican-American 8th grade students' attributions of success and failure in school-related contexts. The relationship between and among these attributions, socio-cultural variables and academic achievement was also explored and analyzed. Attribution theory formed the theoretical foundation for the study.
The study utilized three instruments as the primary sources of self-reported data: the Texas Assessment of Academic Skills (TAAS ), Student Achievement Responsibility Survey ( SARS ) (Ryckman, 1985), and the Short Acculturation Scale for Hispanic Youth ( SASH-Y ) (Barona & Miller, 1994). Energy Express is a six-week summer program to promote the school success of elementary school children living in rural and low-income communities of West Virginia. Throughout the course of the program, college student AmeriCorps members provide literacy, art, and recreation activities for multiage groups of 5 to 8 children under the direction of a site coordinator, most often a local education professional. The purpose of this study was to describe the beliefs of Energy Express participants about educational risks faced by West Virginia schoolchildren, and to examine the effects of those beliefs on daily program decisions and interactions with children. …

How To Construct An Underclass, Or How The War On Drugs Became A War On Education, Eric D. Blumenson, Eva Nilsen

The war on drugs has spawned a second front-a war on education. The casualties of this war are all poor or lower-income people who cannot afford to buy a private education. This article details the consequences of this other war, and explores some legislative and litigation strategies for reclaiming educational opportunity for all Americans. First, however, we must set out in more detail the laws and policies that now deploy educational privation as punishment in public schools, colleges, and prisons.

The literature base regarding student-to-student sexual harassment is an area that has been evolving within the last decade. Early studies sought to document the occurrence of this phenomenon in schools, and describe the nature of sexual harassment among students (Fineran, 1996; Lee, Croninger, Linn, & Chin; and Roscoe, Strouse, & Goodwin, 1994). This study examined the relationship between the level of collective efficacy in the supervision dyad and the performance of the trainee. Eighty-three dyads participated from masters and doctoral level programs in clinical, counseling, counselingPsychology, or marriage and family therapy. Participants completed the Supervisee Levels Questionnaire-Revised (SLQ-R), a collective efficacy measure and a trainee performance rating scale. Results suggest that when trainees and supervisors feel they work well together and can accomplish their goals (collective efficacy), the trainee is likely to perform better with clients. Developmental level and demographic characteristics such as age, gender, ethnicity, or years of experience did not …

This study examined whether perceived self-efficacy and health value predict: (a) metabolic control and (b) diabetes specific quality of life in individuals with Type 2 diabetes. Sixty-six adults with Type 2 diabetes between the ages of 35–65 were recruited from a diabetes treatment center in Southwestern Indiana. Participants were administered a demographic questionnaire, the Diabetes Self-Efficacy Scale, the Health Value Survey, and the Diabetes Quality of Life Measure. A measure of metabolic control was also obtained. Two standard multiple regression analyses were performed. Perceived self-efficacy and health value did not statistically significantly predict metabolic control. Perceived self-efficacy and health value …

Foster parents in nontraditional foster care programs receive more extensive, ongoing training and support than foster parents in traditional foster care programs. This study examined whether differences exist in the levels of perceived parenting stress, satisfaction, and efficacy among traditional and nontraditional foster parents. Twenty-four foster parents completed the Parenting Stress Index (PSI) and the Parenting Sense of Competence scale (PSOC). Nontraditional foster parents reported higher levels of overall parenting stress and lower levels of foster parent role satisfaction than did traditional foster parents. However, response profiles indicated that nontraditional foster parents had children with more emotional and behavioral problems …

The purpose of this study was to explore the relationship between perspectives of spiritual care held by students and faculty in Seventh-day Adventist baccalaureate nursing programs and their perception of the school climate and compare these between faculty and students, Seventh-day Adventists and non-Seventh-day Adventists, and males and females.
Methodology
The University Version of the Kettering School Climate scale and the Role of Spiritual Care in Nursing Subscale answered by 49 faculty and 159 students of nine Seventh-day Adventist baccalaureate nursing programs provided the data. The process of balancing and interpreting chemical equations involves the consideration of an abstract, non-observable phenomenon coupled with multi-level representation. Students find it conceptually demanding to visualise the particulate level of matter and hence experience difficulty in balancing chemical equations with understanding. Interactive multimedia with dynamic computer graphics can provide students with accurate, concrete representations of the particulate nature of matter. Such tools, when coupled with appropriate implementation strategies, have the potential to improve learning about chemical reactions. In addition to licensure and certification, there are particular qualities and personal characteristics superintendents look for when hiring a principal. With fewer principal applicants and increased projected needs for principals, it was important to explore the superintendent's reasoning when hiring a principal.
A qualitative research method employing elite interviews was used to explore the criteria that superintendents employ in their process of selecting a principal. When talking about the hiring of principals, superintendents invariably began with the selection process. Teachers, community members, parents, former employers, and college professors gave input in formal or informal ways. Superintendents looked for experience both …

The purpose of this study was to determine (a) the current training practices for paraprofessionals as perceived by building administrators, special education teachers, and paraprofessionals in special education programs in the state of Nebraska, (b) the perceived training needs of paraprofessionals, as viewed by building administrators, special education teachers, and paraprofessionals, (c) the differences that exist between current training practices and perceived training needs of paraprofessionals and the differences that exist in perceptions of building administrators, special education teachers, and paraprofessionals, and (d) the changes that have occurred in training practices since 1982.

Language, the heart of the educational process, is the vehicle through which students are primarily being educated and prepared throughout their schooling (Lam, 1996). Language acquisition is described as having four processes: socio-cultural, linguistic, and academic and cognitive. Teaching, learning, and curriculum content must; therefore, be culturally meaningful, interactive, and collaborative. Since a student's learning style is a major contributing factor in teaching and not all students learn in the same manner, educators must know and understand the bilingual and bicultural child's identities and emphasize interdisciplinary, cooperative, and multi-sensory lessons in their classrooms (Chamot,1994).
