The Summer 1995 issue of the Alaska Justice Forum presents the first of two articles of a 1994 statewide public opinion survey on community and public safety problems (and proposed solutions) in Alaska. The Bureau of Justice Statistics reports results from a study of tort cases in state courts, finding that during a one-year period ending in 1992, state courts of general jurisdiction in the nation's 75 largest counties disposed of an estimated 378,000 tort cases involving 1.4 million plaintiffs and defendants. In this research, I examined the similarities and differences between black and white female delinquents. A secondary analysis of the Survey of Youth in Custody, 1987 data was utilized to answer the following research questions: (1) What factors contribute to each group's delinquency the most? (2) Are the factors that contribute to black girls' delinquency significantly different from those factors that contribute to white girls' delinquency? The study was guided by previous research on race and female delinquency, girls' victimization, the role of the family and school performance. The Summer 1994 issue of the Alaska Justice Forum describes a pilot victim-offender mediation program in Anchorage which involves juveniles accused of certain offenses and the victims of those crimes. The number of prisoners under the jurisdiction of federal or state correctional authorities at the end of 1993 reached a record high of 948,881, according to the Bureau of Justice Statistics (BJS), with Alaska’s system increased by 7.1 per cent in 1993, less than the percentage increase for the nation as a whole. This article focuses on the economic aspects of crime in the United States, specifically analyzing crimes which are committed by persons upon other persons and against property. The author notes that NAFTA may result in an increased influx of crime due to increased activity between the United States, Canada and Mexico. The article proceeds to analyze the economic aspects of criminal behavior by examining the probability of success via "Risk-Factors." The Spring 1994 issue of the Alaska Justice Forum summarizes a report prepared for the Alaska Judicial Council which describes existing state criminal justice computer information systems in Alaska and makes recommendations for improved connectivity and coordination between them. According to the Bureau of Justice Statistics, the number of women in state prisons grew 75 percent from 1986 to 1991, with women comprising 5.2 percent of all prisoners (up from 4.7 percent in 1986). This Article attempts to explain some of the disparity in criminality between males and females by analyzing the results of the “Biosocial Study,” one of this country's largest longitudinal studies of biological, psychological, and sociological predictors of crime. Section II analyzes the literature and research on gender differences in crime. Section III describes the Biosocial Study and its results, noting the gender differences in the prevalence and prediction of crime and the inability of any one factor to be a strong predictor of crime. Play Fair With Punishment, Richard Dagger

If we want to provide a justification for legal punishment, then, we must answer two distinct questions: (1) What justifies punishment as a social practice? and (2) What justifies punishing particular persons? The principle of fair play is an especially attractive theory of punishment, I shall agree, because it offers plausible and compelling answers to both these questions. I shall also suggest that there is a third question - How should we punish those who commit crimes? - that fair play cannot answer without help from other sources.

The Spring 1993 issue of the Alaska Justice Forum compares data on criminal justice processing of Alaska rape cases in1986–1991 with similar data for the violent crimes of homicide, rape, robbery, and assault, finding that the percentage of persons arrested, prosecuted, and brought to trial on the original arrest charge is lowest for rape among the four violent crimes. Other differences between dispositions for persons arrested for rape and those arrested within the other three crime categories are also evident. Many commentators believe that low-density, car-dependent cities are safer than older, higher-density cities. According to a 1990 Gallup Poll, most Americans share this view. The poll showed that low-density Sunbelt cities are generally perceived as safer than they really are, and that high-density Frostbelt cities are often perceived as more dangerous than they really are. The purpose of this article is to answer the following questions: 1. How closely do public perceptions of major cities' safety correlate with actual crime rates? 2. Under our federated system of government, each state and the federal government have their own criminal justice processes. The federal system must comply with the constitutional prerequisites set forth in the Bill of Rights, and the state systems must comply with those Bill of Rights' provisions made applicable to the states by the Fourteenth Amendment,1 but those constitutional prerequisites allow considerable room for variation from one jurisdiction to another. In many respects, the fifty states and the federal government have used that leeway to produce considerable diversity in their respective criminal justice processes. The federal government has recently enacted money laundering laws to track and discourage the use of money generated by crime. Because some of that money is used to pay legal fees, the laws have a direct impact on lawyers. The laws increase the risk of prosecution for lawyers, inhibit some methods of fee payment, and make some cases less attractive financially. Generally, the laws make law practice more complicated and risky.
The laws have been criticized for their impact on criminal defense lawyers. Critics have raised three broad objections. The first objection is constitutional. Critics have also objected to the …
