All bilateral relationships are embedded within a wider context, but nowhere is this context more important than in the North Korea China relationship. For North Korea (the DPRK), China has been a bulwark against the United States, and in earlier periods, a counterbalance to the Soviet Union. However, North Korea has always been wary of becoming too dependent on China and one reason, though obviously not the major one, for its desire to establish normal and even friendly, relations with the United States, and Japan, is to offset Chinese influence. To understand the motivations and decisions of China’s leadership and to behave in a manner so that we can influence them, we must try to understand the world as China does. This research is an attempt to do so by examining the writings and opinions of China’s scholars, journalists and leaders--its “influential elite.” China has a comprehensive concept of national security that includes not only defending its sovereignty and territorial integrity, but continuing its economic and social development and maintaining its international stature. This volume represents the fruits of a conference held at the U.S. Army War College in September 2005 on the theme of "Chinese Crisis Management." One of the major debates that emerged among participants was whether all the case studies under examination constituted crises in the eyes of China's leaders. The consensus was that not all of those incidents were perceived as crises. As a result the rubric of "decision making under stress" was adopted as presenters revised their papers for publication.

Ultimately, this monograph argues that increasing Chinese engagement with Latin America will make the nation both a powerful competitor and a potential partner for the United States in the Western Hemisphere. On one hand, China with major investments in Latin America and dependence on its material flows is likely to be a nation interested in reducing political instability, armed groups, and criminal activity in the region—rather than fueling radical populism and insurgency. On the other hand, the United States needs to consider to what degree it is willing to accept a China that has increasing leverage in its strategic neighborhood …

The Action Research project studies the role of information management and knowledge generation in establishing overseas political and trade activity to assist regional development in Australia. It is the work of a researcher whose background in information management ranges across more than 30 years working in the newspaper and regional economic development industries. To help with the process of identifying those new and untested strategic concepts that merit further examination, the Strategic Studies Institute is publishing a special series called "Advancing Strategic Thought." This provides a venue--a safe haven--for creative, innovative, and experimental thinking about national security policy and military strategy. In this monograph, the author uses the ancient game of Go as a metaphor for the Chinese approach to strategy. He shows that this is very different than the linear method that underlies American strategy. By better understanding Go, he argues, American strategies could better understand Chinese strategy.

In the 1920s, John Dewey’s followers in China, led by his student HuShih, attempted to put his pragmatism into practice in their quest for democracy.This essay compares Hu Shih’s thought, especially his emphasis on pragmatism asmethod, with Dewey’s philosophical positions and evaluates Hu’s achievement asa pragmatist in the context of the tumultuous times he lived in. It assesses Hu’sclaim that the means to democracy lies in education rather than politics, sincedemocracy as a way of life requires a cultural renewal beyond institutionalchanges. It argues that a problem-centered approach to social change does notpreclude radical action, even revolution. But pragmatism is …
