China seems to see the overall effect of Arctic climate change as more of a beckoning economic opportunity than a looming environmental crisis. Even though it is not an Arctic country, China wants to be among the first states to exploit the region’s natural resource wealth and to ply ships through its sea routes, especially the Northwest Passage.

This article presents three reasons for states to use cyber warfare and
shows that cyberspace is—and will continue to be—a decisive element in
China's strategy to ascend in the international system. The three reasons
are: deterrence through infiltration of critical infrastructure; militarytechnological
espionage to gain military knowledge; and industrial espionage
to gain economic advantage. China has a greater interest in using
cyberspace offensively than other actors, such as the United States, since
it has more to gain from spying on and deterring the United States than

Social constructions of HIV/AIDS have previously been explored in specific countries and cultures; however, comparative studies have rarely been conducted, especially by applying rhetorical cultural analysis focusing on online discourses. The U.S. asylum law presents a distorted view of China's policy to the world and unfairly taints China's image in the international arena. It also undermines the effectiveness of the policy by encouraging Chinese citizens to break the law. The assessment is based on the history of past PLAN out of area deployments and an analysis of out of area operations of other military forces. Both short- and long-term lenses are employed to understand the scope and direction of China’s defense planning and strategic decisions.

This paper explores labor resistance amongst rural migrant karaoke bar hostesses, many of whom are sex workers, in the northeastern Chinese city of Dalian. I argue that hostesses are subject to exploitation and violence because of hostile public policy and the organization of the sex industry, both of which limit the possibilities for labor organizing based upon localistic networks. While hostesses do form alliances based upon their native place, which supplies them with financial and emotional support, these localistic networks are transient and temporary because hostesses aspire to deflect from their group as a “criminal” group and they also face …

An Emerging South-South Coalition Strategy: China, Africa And Latin America, Tricia Gray

Peace and Conflict Studies

Concomitant with the astronomical rise of China in international politics, there has been an increased frequency and intensity of foreign relations between Global South states. This research attempts to, first, illuminate these largely overlooked foreign policy activities, and, second, to evaluate the implications of the trends. A South-South strategy is based on improving the position of developing countries in multilateral organizations, struggling against international marginalization, enhancing economic and technical cooperation, and challenging hegemonism and imperialism. This study concludes that a South-South coalition framework is a useful model for understanding Global South states’ foreign policy behavior and for addressing future conflicts.

This article discusses the adverse effect upon sex workers of China’s abolitionist policy that focuses on forced prostitution and launches anti-trafficking campaigns. The argument developed in this paper is based on over twenty months of fieldwork between 1999 and 2002 in Dalian. I will first discuss karaoke bar industry and China’s policy of anti-trafficking campaigns. I will then demonstrate the impact of this policy on hostesses in karaoke bars. I will follow it with an account of how, unlike the government’s perception of forced prostitution, hostesses voluntarily choose their profession and actively seek sex work in countries such as Japan …

For some years, Japan has pursued its own missile defense system in cooperation with the United States. The Japanese government claims that the missile defense (JMD) program is purely defensive and will not pose a threat to other countries. JMD may seem justified by North Korea's development of ballistic missiles and nuclear weapons. However, neighboring states regarded it as a sign of military ambition and revival of Japan's prewar militarism.
