Hans Christian Andersen's "The Ugly Duckling" is best remembered for its moral, "To be born in a duck's nest, in a farmyard, is of no consequence to a bird, if it is hatched from a swan's egg." Having read and thought about this story many times, we should like to suggest another, less heart-warming, interpretation. The story of the Ugly Duckling, that most resilient of cygnets, masks the tragedy of children who suffer abuse. Since it was first identified in 1977, Munchausen Syndrome by Proxy has uniquely affected the way in which the medical and legal communities deal with the issue of child abuse. Inherent in the medical response to the disease are issues of suspicion, investigation, identification, confrontation, and, of course, the health of an innocent child. Given the deceptive dynamics of the disease, however, denial and disbelief naturally overshadow every action taken by medical professionals in pursuing these issues. When Dreams Wither And Resources Fail: The Social-Support Systems Of Poor Single Mothers, Susan Weinger

Recent political decisions to redesign the welfare system compels single mothers to work. With concern for the women and children so effected, this qualitative study explores the views of 42 poor single mothers regarding (1) their aspirations and dreams in relation to work and (2) the helpfulness of their social support networks in enabling them to make transitions to work or to study. Analysis was performed on both the sample as a whole and on subgroups of respondents who were divided by work category, e.g. employed fulltime, employed part-time, women who were students and full-time mothers. The need for comprehensive reform of child welfare policies and systems has long been evident. This Article reports observations from the WK Kellogg Foundation-sponsored Families for Kids Initiative that seeks to expand services and support to families and reduce the time children spend in temporary care. The authors first provide an overview of the need for reforms such as those proposed by this initiative, suggesting that many child welfare studies, critiques, and proposed reforms have had similar objectives. The problems associated with long-term foster care of children have escalated over the past decade as more abused and neglected children enter the already overworked and underfunded state child protective system& The recent Personal Responsibility and Work Opportunity Reconciliation Act of 1996 mandates giving preference to placement within the extended family for children who cannot be returned to their parents. Compliance with this law requires substantial changes in the policies and procedures of human services agencies in most states. Clinical legal education has become an accepted and integral complement to traditional law school curricula. Professor Duquette argues that clinical education is uniquely able to integrate the teaching of practical skills and legal doctrine, elevating students' understanding of both. Since the 1970 the responsibilities of the tribal children's courts have increased dramatically. In child welfare case tribal courts no longer simply determine whether a child has been abused or neglected. They now also oversee the placement of the child in a shelter, foster care, or a permanent home, as well as determine the parent's treatment or visitation rights The complexity of the cases causes unacceptable delays in placing Indian children in need of care and hinders the placement of Indian children within the tribal community.

The study investigates the influence of access to information of a history of physical maltreatment on the evaluative responding of social service and clinical psychology professionals. Written vignettes were used in a 2 × 2 × 2 factorial design to manipulate the: (a) presence/absence of abuse history; (b) presence/absence of behavior problems; and (c) gender of the child. Professionals rated children presented in 12 case vignettes along five treatment-related dimensions: (a) overall adjustment; (b) predicted 6 month temporal stability of behavior; (c) likelihood of treatment referral; (d) expected home intervention success; and (e) expected school intervention success. Given the myriad of professionals involved in protecting children from abuse and neglect, legal practice in the field of child protection requires an understanding of the various disciplines these professionals represent. Professor Scarnecchia argues that such an understanding is necessary in order for the attorney to serve as a zealous advocate for her client. To assess the effects of asthma on the social development and behavior of asthmatic children, 60 mothers of 6- to 13-year-old children (30 mothers of asthmatics, 30 mothers of non-asthmatics) completed the Child Behavior Checklist (CBCL: Achenbach & Edelbrock, 1986) and were administered the Vineland Adaptive Behavior Scale (Vineland: Sparrow, Balla, & Cicchetti, 1984). It was hypothesized that asthmatic children would lag behind non-asthmatic peers in social development, defined as the development of age-appropriate behaviors (i.e., communication, daily living skills, and socialization). In addition, it was hypothesized that asthmatic children would exhibit more internalizing behaviors than non-asthmatic children. There were …

The purpose of the present study is to describe what services children with severe emotional disturbance (SED) have received before acute care hospitalization. According to the Minnesota children's Mental Health Act of 1989, children should be receiving a comprehensive set of services. This means that the children's mental health system is to be integrated and coordinated with all child-serving systems at the state, local and individual levels . The Fifth and Fourteenth Amendments to the U.S. Constitution protect a parent's custodial rights. However, such rights are not absolute and may be terminated. There is no substantive due-process right to live together as a family. Doe v Oettle, 97 Mich App 183, 293 NW2d 760 (1980). The Jefferson Family Court's custody mediation service was developed as part of a larger program creating the first family court system in Kentucky. The mediation service's connection with the Family Court has influenced both practical and policy aspects of its development. Any description of the mediation project necessarily entails some description of the court system that created it.

The trend of foster parent adoption is increasing as more children are placed in foster care requiring a permanent family. This is an exploratory study focusing on foster children who are being adopted by their foster parents and their need for adequate preparation. In this study, a group of four children were prepared for adoption through the utilization of Life Books. Upon completion of the group, all of the subjects improved with respect to: knowledge of genealogical background, understanding reason for placement in foster care and comprehension of adoption.
