This Survey is intended to serve as a resource which Washington lawyers, judges, law enforcement officers, and others can turn to as an authoritative starting point for researching Washington search and seizure law. In order to be useful as a research tool, this Survey requires periodic updates to address new cases interpreting the Washington constitution and the U.S. Constitution and to reflect the current state of the law. As the U.S. Supreme Court has continued to examine Fourth Amendment search and seizure jurisprudence, its decisions and reflections on Washington law are discussed.

Getting Money Out Of Politics By Putting Money Into Politics: A Few Modest Proposals To Reform Seattle’S Democracy Voucher Program, Decker O’Donnell

Seattle University Law Review

Seattle’s Democracy Voucher Program offers an unconventional response to the growing influence of money in American elections: rather than restricting political spending, it seeks to amplify the participation of ordinary voters by providing publicly funded vouchers that residents may assign to participating candidates. This Article examines the program’s development, operation, and constitutional foundation within the modern campaign-finance framework established by Buckley v. Valeo and subsequent Supreme Court decisions. It argues that democracy vouchers provide a constitutionally viable means of broadening participation in campaign financing while mitigating the influence of wealthy donors. Hospital Charity Care And Medical Debt Among Low-Wage Workers In The United States, Mathieu Despard, Stephen Roll, Eva Stahl, Camila Salvagno, Ruth Lande

With one in five low-wage workers reporting medical or dental debt they cannot afford to pay, financial assistance programs (also known as charity care) are an important resource. Federal law requires nonprofit hospitals to offer such programs, but evidence suggests that workers experience administrative burdens in learning about and applying for the assistance. Drawing upon data from the Workforce Economic Inclusion and Mobility (WEIM) survey, this brief presents findings on associations between the characteristics of low-wage workers and their experiences with financial assistance programs. Do Nonprofit Ratings Help Donors Make Better Decisions?, Ashraf Haque

Nonprofit organizations depend on donations to fulfill their missions, but donors choosing among 1.8 million U.S. public charities often lack the time or capacity to evaluate which organizations are actually performing well. This brief summarizes findings from a study that used a five-year panel dataset of over one million nonprofit-year records from GuideStar (2014–2018) to examine how transparency seal ratings affect donation behavior. The author finds that having any GuideStar seal increases donations by about 7% compared to having no seal, and that platinum-rated nonprofits receive 34% more in donations than unrated organizations, regardless of actual organizational quality. Nearly 700 million people worldwide live in extreme poverty, and almost half of the world’s population lives below the poverty line. Cash transfer programs are increasingly used to address poverty’s effects on family well-being, yet less is known about how families experience programs that combine cash transfers with peer-driven mutual aid. Children International’s (CI) Community Independence Initiative (CII) provides conditional cash transfers and promotes family-led goal setting, mutual support, and shared learning. Background: Heart failure (HF) carries a high symptom burden and mortality (Fernandes Pedro & Reis-Pina, 2022). Despite guideline support for early palliative care (PC), referral remains low. The Chang et al., 2022 criteria were developed to enable rapid (Chang et al., 2022), nurse-led screening of patients with advanced HF, but their clinical performance is unclear. This study examined PC referral patterns among hospitalized HF patients and evaluated the diagnostic accuracy and agreement of these criteria.

Background: The rapid integration of artificial intelligence (AI) and data-driven decision-making in healthcare requires nurses to develop strong AI/data literacy.[1,2] Literature and industry reviews identified inconsistent data literacy definitions and few nursing-focused tools,[3] underscoring the need for validated instruments for nursing.

Purpose: To (1) review existing AI/data literacy instruments, (2) conduct item-level mapping to four frameworks representing data processes and competencies, and (3) guide nursing-specific instrument development.

Background: Virtual care is increasingly used to improve access to primary care (1,2). However, the roles of primary care nurses (i.e., nurse practitioners [NPs], registered nurses [RNs], licensed practical nurses [LPNs]) in virtual care delivery are not clearly defined. A better understanding of these roles can improve their integration and optimization in virtual primary care delivery and the availability and quality of virtual primary care (3,4).

Background: As the number of Americans living with dementia rises, healthcare delivery systems face increasing pressure to provide dementia-specific services to improve patient and family outcomes. The growing primary care Nurse Practitioner (NP) workforce plays a pivotal role in dementia care; however, many NPs practice in poor environments that lack needed organizational attributes and support to maximize their contributions. We examined the associations between the NP practice environment and key indicators of workforce sustainability—burnout, job satisfaction, and intent to leave.

Promoting resilience and mental health among autistic children remains a global health priority, consistent with the United Nations Sustainable Development Goal 3 and the World Health Organisation’s vision for inclusive, community based care. While existing interventions focus on functional outcomes, resilience among autistic children remains understudied. To address this gap, a nurse led community based sailing program was developed and implemented in partnership with Sailability Hong Kong.

On January 31, 2020, Santa Clara County reported California’s (CA) first COVID-19 case. As the pandemic unfolded, health systems were severely strained, and health care workers faced dual exposure risks from their communities and households alongside heightened occupational risk from direct patient care.1,2 For Black and Latinx nurses, COVID-19’s disproportionate impact on their communities intensified stress, fear, and uncertainty, and when combined with the demands of frontline work, greatly increased their risk of psychological distress and burnout. Nurses encounter ethical dilemmas daily in clinical, community, and cross-cultural care settings. Relational ethics provides a guiding foundation for ethical nursing practice by emphasizing human connection, mutual respect, and shared meaning rather than rules, duties, or procedural norms alone. This workshop examines how relational ethics operates across borders, highlighting how nurses adapt their communication strategies, clinical judgment, and ethical reasoning to support individuals whose cultural values, histories, and expectations of care differ from their own. By framing ethics as relational rather than universal, the session positions relational safety as an essential precursor to ethical decision-making and professional accountability.

Achieving and maintaining meaningful change in patient safety outcomes remains an ongoing challenge.(1) Clinical Effectiveness Education (CEE) is a promising method to help address the challenge of creating sustainable change in healthcare. CEE is a comprehensive approach to improving patient safety by educating healthcare team members in methods to use best-evidence to inform care decisions.(2) Two foundational CEE strategies are Evidence-Based Practice (EBP) and Quality Improvement (QI). BACKGROUND: Device embolization (DE) is a rare but potentially life-threatening complication of left atrial appendage occlusion (LAAO). As landmark trials broaden the eligible population for LAAO, operator preparedness for DE management becomes increasingly critical.

Long-Term Trends And Drivers Of Commercial Shrimp Fisheries Across The Southeastern U.S. Atlantic Coast, Trinity Assels

Long-term dynamics of southeastern U.S. Atlantic commercial shrimp fisheries reflect interacting environmental and socioeconomic processes rather than uniform regional decline. However, integrated, multi-state assessments linking these drivers to fishery-dependent indicators remain limited for the region. This study analyzed over four decades (1980–2023) of confidential fishery-dependent data from coastal South Carolina, Georgia, and northeastern Florida, focusing on the region where white and brown shrimp dominate commercial landings. Segmented regression analysis was used to identify structural shifts in long-term trends of landings, participation, and catch-per-unit-effort (CPUE), while multiple linear regression models identified seasonal temperature variables associated with interannual variation in shrimp CPUE. …

Estuaries are among the world’s most productive ecosystems in the world and are characterized by the convergence of two distinct habitats, creating a mosaic of environmental conditions from inland rivers to the nearshore ocean. Many fishes occupy estuaries during various life stages for growth, reproduction, or foraging, and may reside in them seasonally. The co-occurrence of species, particularly upper-trophic level carnivores, can result in competitive interactions for prey resources within a shared environment. The Edge of Sentience offers an ambitious and timely institutional framework for proportionate precaution under uncertainty about sentience. Its systematic treatment of empirical and theoretical uncertainty across diverse cases is a major contribution. Focusing on the problem of identifying and weighing different risks when designing proportionate precautions, this commentary suggests three areas in which Birch’s framework could be developed further: a more domain-sensitive justification of the priority given to avoiding under-attribution; a clearer distinction among competing forms of risk aversion and their divergent policy implications; and a fuller explanation of how the framework generates different recommendations across cases.

As dam removals increase in frequency across Europe and North America, most research has focused on the impact of larger dam removals, despite the removal of small dams being much more common. There are hundreds of small dams in Montana, USA, and this research investigates impacts on stream ecology and morphology using citizen science data collected over eight years spanning before and after a 2020 small dam removal in Rattlesnake Creek. Justice-involved youth face considerable mental health challenges, yet psychotic symptoms are frequently overlooked or misclassified as behavioral problems. This capstone critically reviews peer-reviewed literature on the prevalence, risk factors, assessment strategies, clinical needs, and systemic responses related to psychosis in justice-involved adolescents. Literature was sourced from Concordia University, St. Paul Library, Google Scholar, and PubMed. Research indicates that these youth often experience complex, overlapping issues such as trauma, substance use, mood disorders, neurodevelopmental difficulties, and barriers to accessing appropriate mental health care. According to the World Health Organization (2025), mental health conditions affect approximately one in seven adolescents aged 10–19 years; however, many of these young people do not get the help they need.
