Transforming Police Officers To Community Peace Officers: A Scholarly Personal Narrative Addressing The Mental And Moral Conflicts In Community Engagement & Law Enforcement, London S. R. Mcbride

Doctor of Education

This dissertation explores the transformation of police officers into community peace officers by examining the mental and moral conflicts inherent in community engagement and law enforcement. Using scholarly personal narrative (SPN) as my methodology, the study integrates my lived experience as a Black law enforcement officer with broader discussions on race, power, leadership, and institutional culture. Grounded in critical race theory, social justice leadership, and trauma theory, the research investigates how systemic inequities, organizational resistance, and historical trauma influence policing practices and officer identity. The literature review highlights the legacy of racialized policing, the psychological toll of law enforcement work, …

Looking Forward, Reflecting Back: The Promise Of Dispute Resolution To Reform The Criminal Legal System, Cynthia Alkon Jan 2026

Looking Forward, Reflecting Back: The Promise Of Dispute Resolution To Reform The Criminal Legal System, Cynthia Alkon

Faculty Scholarship

The criminal legal system in the United States is plagued by serious and systemic problems. There have been countless efforts at reform over the last many decades that have included changes in what is a crime, how crimes are punished, how prosecutors do their job, and changes in policing. Yet, despite these efforts, problems such as mass incarceration remain deeply embedded. It is easy to be swept up in pessimism when discussing the criminal legal system. Change is hard, at best incremental, and we seem to be in the beginning of an era of backlash against recent reforms. This is …

Information Law Pluralism, Hannah Bloch-Wehba Jan 2026

Information Law Pluralism, Hannah Bloch-Wehba

Faculty Scholarship

Information-intensive activities are reshaping political, social, and economic institutions. As they respond to these shifts, legislators and regulators are embracing information as a regulatory device for tech. Far from limiting themselves to public disclosure, consumer notice, and other traditional mechanisms of fostering transparency and information flows, however, legislators are using other, more nuanced tools to incentivize regulated entities to obtain, generate, and share information.

This Article maps the landscape of the emerging information-based regimes for regulating tech and assesses their conceptual and practical implications. It canvasses an extensive set of recently enacted laws regulating the information economy and shows that, …

Exploit Machina, Andrea Matwyshyn Jan 2026

Exploit Machina, Andrea Matwyshyn

Faculty Scholarship

Over half a century ago, Hannah Arendt cautioned us to “think what we are doing” when we build new technologies. Engaging with her counsel and a set of historical case studies, this Article frames what it calls exploit machina problems. Exploit machina refers to situations where broken technologies and broken governance combine to irreparably harm the public. In other words, exploit machina involves organizational choices to knowingly leverage technology as part of legally problematic conduct, including various forms of fraud. In the language of data science, exploit machina situations implicate strategic decisions in building and managing artificial intelligence (AI); they …

Desperately Seeking Non-Judgmental Supports: Young People’S Perceptions Of Adult Responses To Technology-Facilitated Harms, Alexa Dodge, Kaitlynn Mendes, Christopher Dietzel, Suzie Dunn Jan 2026

Desperately Seeking Non-Judgmental Supports: Young People’S Perceptions Of Adult Responses To Technology-Facilitated Harms, Alexa Dodge, Kaitlynn Mendes, Christopher Dietzel, Suzie Dunn

Articles, Book Chapters, & Popular Press

Young people around the world are increasingly impacted by technologyfacilitated harms, yet research shows that teens often do not seek help from adults in their lives to deal with these harms. This article draws data from 25 focus groups with 146 young Canadians (aged 13–18) as they explain why they are reluctant to seek adult help when experiencing technologyfacilitated harms. Young Canadians consistently said that adults speak to them in ways that are judgmental, emotionally reactive, and disempowering. To make them more likely to seek help from adults, young people want adults to avoid scare tactic approaches, listen to their …

Statutory Immunity Of The Attorney General From Law Society Discipline In Alberta: A Comment In Justice Statutes Amendment Act, 2025, Andrew Flavelle Martin Jan 2026

Statutory Immunity Of The Attorney General From Law Society Discipline In Alberta: A Comment In Justice Statutes Amendment Act, 2025, Andrew Flavelle Martin

Articles, Book Chapters, & Popular Press

In December 2025, Alberta became the second Canadian province to grant its Attorney General statutory immunity from law society discipline. This comment analyzes this amendment to the Legal Profession Act and the rationales and critiques that emerged during the legislative process. It argues that, while some of the critiques were misplaced, the rationales given by the government are problematic in themselves and insufficient to justify the tension between the immunity of the Attorney General to law society discipline and the constitutional principle of the rule of law. In the absence of a more clearly articulated and justified rationale for adopting …

True Threats, Public Safety, And Free Speech: An Empirical Analysis Of Counterman's Consequences, Jordan Birnholtz, Matthew B. Kugler Jan 2026

True Threats, Public Safety, And Free Speech: An Empirical Analysis Of Counterman's Consequences, Jordan Birnholtz, Matthew B. Kugler

Journal of Criminal Law and Criminology

Many scholars expected the Supreme Court’s Counterman decision to significantly reshape true threat law, undermining public safety while expanding protections for caustic political speech. Counterman required that a speaker consciously disregard a substantial risk that their communications would be viewed as threatening violence to give rise to liability. This created a concern that it would be difficult to convict harassers and stalkers who were, or claimed to be, delusional, and thus unaware of their speech’s likely impact. Scholars also feared the invalidation of some stalking and harassment statutes and increased difficulty in obtaining protective orders, which play a major role …

Implementing Multi-Tiered Systems Of Support For School-Based Mental Health Services: An Explanatory Case Study Of An Elementary School, Laura Acker Jan 2026

Implementing Multi-Tiered Systems Of Support For School-Based Mental Health Services: An Explanatory Case Study Of An Elementary School, Laura Acker

UNF Graduate Theses and Dissertations

This qualitative explanatory case study examined how school-based mental health services (SBMHS) are implemented within an elementary school’s Multi-Tiered System of Supports (MTSS). Guided by the Consolidated Framework for Implementation Research (CFIR) and sensemaking theory, the study examined how educators and school-based professionals interpret and enact their roles in supporting student mental health within educational contexts. Data were collected through interviews with five MTSS team members and analyzed using a combination of deductive and inductive coding. Results showed that mental health implementation is not a fully integrated system of supports but rather a process shaped by roles and relationships influenced …

Eagle Eyes: How The Chicago Police Department’S Video Surveillance Network Is Used To Fight Crime And Its Fourth Amendment Implications, Joseph Mcinerney Jan 2026

Eagle Eyes: How The Chicago Police Department’S Video Surveillance Network Is Used To Fight Crime And Its Fourth Amendment Implications, Joseph Mcinerney

Journal of Criminal Law and Criminology

Chicago, Illinois, is home to over 2.7 million individuals living under the supervision of a vast network of over forty thousand cameras integrated into a network of advanced technology run by the Chicago Office of Emergency Management. With little transparency, the City of Chicago has spent hundreds of millions of dollars in the past two decades rapidly expanding the network throughout the city while incorporating new technologies each year, posing substantial privacy risks for the millions of residents unaware of the ever-present eyes on them. To determine whether the network violates the Fourth Amendment, particularly in the wake of Carpenter …

Adaptive Synchronization In Digital Twin–Enabled Iot Systems: A Unified Framework For Energy, Fidelity, And Latency Trade-Offs, Uzma Zehra Jan 2026

Adaptive Synchronization In Digital Twin–Enabled Iot Systems: A Unified Framework For Energy, Fidelity, And Latency Trade-Offs, Uzma Zehra

Computer Science and Engineering Theses

Digital twin technology has emerged as a foundational paradigm for enabling real-time monitoring, analysis, and control in Internet of Things (IoT) systems by maintaining virtual representations of physical processes. Its effectiveness, however, critically depends on timely and accurate synchronization between distributed sensing devices and their corresponding digital counterparts. Frequent synchronization improves reconstruction fidelity and system responsiveness but incurs significant communication energy consumption and network latency. In contrast, infrequent synchronization conserves communication resources but can lead to stale or inaccurate digital twin states, particularly in environments with rapidly changing dynamics. These opposing effects give rise to a fundamental trade-off among energy …

Techno-Optimism In Innovation Law And Policy, Peter Lee Jan 2026

Techno-Optimism In Innovation Law And Policy, Peter Lee

Emory Law Journal

This Article examines an underappreciated bias that has long pervaded U.S. legal culture: an exceedingly enthusiastic view of technology and technological progress. It adopts the term “techno-optimism” to describe an asymmetrically positive view of innovation that extols its benefits, minimizes its harms, and elides much of its complexity. The recent rise of more skeptical attitudes toward technology only casts into sharper relief the techno-optimism that has subtly dominated policy debates for decades. As a case study of techno-optimism, this Article scrutinizes patent law, particularly its constitutionally defined objective of promoting technological progress. In so doing, it offers the first extended …

287(G) Or Not 287(G)? That Is The Question: Nevada’S Role In Regulating Local-Federal Cooperation On Immigration Enforcement, Zachary Sweetin, Elizabeth Swenson

Nevada Law Journal Forum

This White Paper aims to examine the authority of local agencies and institutions in Nevada to enter into cooperative 287(g) agreements with ICE without state approval. Part I provides an overview of the history and structure of 287(g) agreements, including the recent adoption of this cooperative model by four Nevada jurisdictions. This Paper will also explore sections of Nevada Re- vised Statutes that may affect the legality of 287(g) agreements, focusing in Part II on Nevada’s modified Dillon’s Rule and in Part III on Nevada Revised Statutes (NRS) 228.206. Using pending American Civil Liberties Union of Nevada (ACLU) litigation against …

Legislative Support Of Religious Policy In Ukraine Under Martial Law, Volodymyr Karpunets, Andrii Shevchuk, Oleksandr Bilchuk

Occasional Papers on Religion in Eastern Europe

The article examines the legislative framework of Ukraine's religious policy under the conditions of martial law caused by the full-scale armed aggression of the Russian Federation. The constitutional foundations of state-confessional relations are analyzed, particularly the provisions of Article 35 of the Constitution of Ukraine on freedom of conscience and religion, as well as Article 64, which provides for the possibility of temporary restrictions on religious rights under martial law. Key legislative acts are reviewed: the Laws of Ukraine "On Freedom of Conscience and Religious Organizations" (1991, with amendments in 2018 and 2019), "On the Legal Regime of Martial Law" …

The Effects Of Childhood Maltreatment On Executive Functioning: The Difference Between Cumulative Trauma, Abuse Severity, And Neglect, Kelly Krehbiel Jan 2026

The Effects Of Childhood Maltreatment On Executive Functioning: The Difference Between Cumulative Trauma, Abuse Severity, And Neglect, Kelly Krehbiel

Master's Theses or Doctor of Nursing Practice

Childhood maltreatment is prevalent in the United States with around 558,899 children being victims of abuse in 2022 (U.S Department of Health & Human Services, 2024). Neglect is the most common form of abuse with around 74 percent of abused children being neglected; however, neglect tends to be the least researched form of abuse. Childhood maltreatment has long-term effects on a person’s mental, physical, and cognitive health. Previous research suggests that childhood maltreatment leads to severe deficits in executive functioning skills such as working memory and cognitive flexibility. Executive functioning skills are important for almost every aspect of life including …

Identifying Socio-Economic Areas Of Concern Towards Inclusion In Gis Hazard Management In Detroit, Michigan., Ernestina Osei Jan 2026

Identifying Socio-Economic Areas Of Concern Towards Inclusion In Gis Hazard Management In Detroit, Michigan., Ernestina Osei

Master's Theses or Doctor of Nursing Practice

This study examined the spatial distribution of socio-economic vulnerability and accessibility to essential services in Detroit, Michigan, using a Geographic Information Systems (GIS)-based approach. The research aimed to identify areas of greatest concern by integrating socio-economic indicators, including poverty, housing vacancy, income, unemployment, and crime, with spatial measures of access to critical infrastructure such as hospitals, fire stations, police stations, and grocery stores. Both feature-based and raster-based analyses were employed, including buffer and overlay analysis, service area evaluation, Euclidean distance modeling, and multi-criteria suitability analysis.

A mixed-methods framework was adopted to combine quantitative spatial analysis with contextual understanding of urban …

An Exploration Of Geomagnetically Induced Currents And The Accessibility Of Geomagnetic Data Collection, Richard Le Jan 2026

An Exploration Of Geomagnetically Induced Currents And The Accessibility Of Geomagnetic Data Collection, Richard Le

Physics Theses

Geomagnetically Induced Currents (GICs) are electrical currents induced in long grounded conductors during geomagnetic disturbances. They represent one of the primary space weather hazards to critical infrastructure, particularly high-voltage power transmission systems and other grounded conductor networks such as pipelines. As modern society becomes more dependent on these systems, understanding and mitigating the impacts of space weather has become increasingly important. This thesis examines the physical mechanisms that generate GICs, from the interaction of the solar wind with Earth’s Magnetosphere to Magnetosphere-Ionosphere-Thermosphere (MIT) coupling and the current systems that drive geomagnetic disturbances (GMDs). Case studies from Zimbabwe and Finland illustrate …

Race, Sexual Danger, And The Moral Logic Of Punishment In The Registry Era, Edith Meade Jan 2026

Race, Sexual Danger, And The Moral Logic Of Punishment In The Registry Era, Edith Meade

Graduate Student Theses, Dissertations, & Professional Papers

Sex offender registries represent one of the most expansive and punitive criminal justice interventions in modern American history, yet public support for these policies remainsunderi nvestigated. Scholarly debate has questioned whether punitive attitudes toward sexual offenders reflect principled moral judgments, racial threat perceptions, or both. This study addresses that question by examining how offender race, offender age, offense severity, victim age, and offender-victim relationship shape public attitudes toward sexual offenders in the contemporary registry era. Drawing on theories of racialized sexual threat, group position, and retributive impulses, the study uses a nationally representative conjoint survey experiment administered through YouGov (N …

From Community College To Degree: Examining The Success Of Undocumented Community College Transfer Students, Carmen Celina Macias Limon Jan 2026

From Community College To Degree: Examining The Success Of Undocumented Community College Transfer Students, Carmen Celina Macias Limon

CGU Theses & Dissertations

This qualitative dissertation explored the academic trajectories of 31 undocumented Latinx students in California who began their postsecondary education at community colleges and graduated from 4-year institutions. Guided by the undocumented community of trust model, which integrates Yosso’s (2005) community cultural wealth framework, Coleman’s (1994) theory of trust, and the newly introduced concept of alliance capital, this study examined how students leveraged seven forms of capital (i.e., aspirational, familial, navigational, social, resistance, linguistic, and alliance) to overcome educational barriers. It also examined the factors that shaped undocumented community college students’ willingness to trust and disclose their immigration status. Using a …

Bail Reform, Large Language Model Risk And Reasoning, William Wyatt Jan 2026

Bail Reform, Large Language Model Risk And Reasoning, William Wyatt

CGU Theses & Dissertations

This dissertation contains three studies. Each asks how rules or language change the choices people and machines make when outcomes are uncertain. The first study, written with Kiran John, evaluates California’s 2020 cashless bail reform. We use propensity score matching on arrestee records from the windows before and after implementation, and we test whether the shift away from cash bail produced any effect on subsequent offending. It did not. Matched comparisons yield small, statistically insignificant differences across every window we examined. That null result cuts against both sides of the public argument. The reform did not drive a spike in …

Formal Vs. Informal Disclosure Of Campus Sexual Assault: Social Reactions, Institutional Responses, And Associated Posttraumatic Stress, Karyna Fowler Jan 2026

Formal Vs. Informal Disclosure Of Campus Sexual Assault: Social Reactions, Institutional Responses, And Associated Posttraumatic Stress, Karyna Fowler

Honors Theses

With research demonstrating increasing rates of sexual victimization on college campuses (Koss et al., 1987; Koss et al., 2022), sexual assault disclosure has become a critical construct with implications for victim-survivors’ posttraumatic stress (PTS) and healing. In the present mixed-methods study, college students (N = 558) at Bucknell University completed a survey assessing sexual victimization, disclosure, peer responses, institutional betrayal and support, and PTS; a subset (n = 9) participated in qualitative interviews examining social reactions, barriers to disclosure, and present functioning. Consistent with hypotheses, women reported significantly higher rates of sexual victimization than men; disclosure was relatively infrequent (26.5%) …
