How does this broader sense of Barnette’s proscription of government from imposing “what shall be orthodox” implicate governmental restrictions on reproductive autonomy? Battles over reproductive freedom centrally implicate objections that government is unconstitutionally imposing a gender orthodoxy. Arguments for a right of personal autonomy embodying an antitotalitarian principle of liberty are arguments for a right to resist governmental imposition of an orthodoxy— for example, an idea about the natural or traditional role of women as mothers together with a view about how best to respect the sanctity of life. This thesis provides an aggregate assessment of arson and explosives incidents reported by the Bureau of Alcohol, Firearms, and Tobacco, from 2014 to 2024. This thesis is written to highlight trends, investigative outcomes, and evolving patterns of criminal activity. Analysis of the data reveals notable shifts in incident frequencies, data distributions, and case resolution rates. This suggests both emerging technologies and changing operational dynamics that have affected long-term trends in arson and explosive incidents. Variations in incident types and investigative outcomes underscore the interplay between law enforcement priorities, resource allocation, and reporting practices over the ten-year period. Race and Racism in Canada's Immigration Detention System is the first comprehensive, independent study to examine race and racism in Canada's immigration detention system. Grounded in rigorous legal analysis and qualitative research, the study draws on interviews with 50 participants, including people with lived experience of immigration detention, as well as lawyers, paralegals, and service providers who work in immigration detention. The research was guided by an advisory board of people with lived-experience in immigration detention and co-led by a collaborative research team.

This dissertation revisits the rise and fall of Standard Oil between 1859 and 1911 through the lens of petroleum’s materiality and the fire hazards it posed. Moving beyond traditional narratives that focus on the company’s corporate strategy, this study argues that the volatility of petroleum and the global consumer experience of its environmental risks were central to shaping the company’s trajectory. The research highlights how Standard Oil struggled to control the flammable nature of kerosene—the primary petroleum product used for illumination at the time—before aligning with Great Britain’s advanced inspection technologies and regulatory frameworks. Consent searches—police searches conducted with an individual’s permission—constitute the majority of warrantless searches in the United States. Although these encounters are legally described as voluntary, scholars have long questioned whether civilians truly feel free to refuse an officer’s request to conduct a search. The present study examined how race and ethnicity and citizenship status influence civilians’ consent decisions and perceived freedom to deny consent in a hypothetical police encounter. A community sample of 191 adults from New York State read a vignette in which a police officer requested to search their backpack. Then, participants reported their ideal and anticipated consent …

As many jurisdictions across the United States seek to reduce their prison populations, a pressing question is whether the public will support the reforms necessary to do so. Public openness to reform likely varies across policy areas, with the path of least public resistance occurring where attitudes are the most malleable and loosely held. A major challenge, however, is that traditional methods for measuring public opinion are poorly suited to identifying which policy areas are characterized by such weakly held views.

Occupation-based career and technical education (CTE) teachers bring industry expertise to secondary classrooms but often begin teaching without traditional pedagogical preparation or familiarity with public school systems. In Kentucky’s New Teacher Institute (NTI), academic program consultants (APCs) provide program-area support to strengthen induction. Using the framework of self-efficacy and guided by Ivankova’s mixed methods action research (MMAR) framework, this study examined how occupation-based CTE teachers perceived APC engagement during induction and how APC-created asynchronous supports were experienced.

The Ideological Work Of Penal Reform: How Reformers Justify Penal-Welfare Hybridization, John Halushka, Brandon Miller

This article uses the Santa Clara County Reentry Resource Center (RRC) as a case study to explore the cultural content of penal reform. Specifically, we explore the discourses that officials use to publicly justify projects of penal-welfare hybridization, or the linking of state systems of punishment and welfare to manage criminalized populations. Our qualitative analysis draws on a dataset consisting of county planning documents, budgets, videos, press releases, and newsletters published online between 2011 and 2023. By examining these materials over time, we are able to chart patterns of consistency and variation in how officials justify hybridization. We find that …

Numerics is a free and open-source numerical computing library for .NET, developed by the U.S. Army Corps of Engineers Risk Management Center (USACE-RMC). The library provides 43 univariate probability distributions with L-moment and maximum likelihood parameter estimation, eight Markov Chain Monte Carlo (MCMC) samplers for Bayesian inference, bootstrap uncertainty quantification, bivariate copulas, optimization algorithms, and numerical methods for integration, differentiation, root finding, and linear algebra. Numerics targets engineers, scientists, and analysts working in infrastructure risk assessment, flood frequency analysis, and Monte Carlo simulation within .NET-based enterprise systems. Association Of Alcohol Use With Helmet Use In Cyclists: Analysis Of The National Trauma Data Bank, Daniel C Brock, Gaibo Yan, Chad T Wilson, Emanuel Narcis Husu

Background: Helmet use significantly reduces the risk of traumatic brain injury among cyclists; however, the influence of alcohol use on helmet-wearing adherence remains understudied in large national data sets. The goal of this study was to investigate the relationship between alcohol use and helmet use in injured cyclists.

Methods: This study is a retrospective cross-sectional analysis of 155 766 cyclists with traumatic injuries from the National Trauma Data Bank spanning 8 years (2017-2023). Cyclists were categorized by blood alcohol concentration (BAC) as follows: not screened, sober (BAC < 0.02), impaired (BAC 0.02-0.08), intoxicated (BAC ≥0.08), and multidrug intoxicated (BAC ≥0.08 plus ≥1 positive drug screen). The primary outcome was helmet usage. Secondary outcomes included mortality, hospital and intensive care unit length of stay, Injury Severity Score, and adverse events. Comorbid substance use disorders were considered as covariates.

Results: Alcohol use was associated with a dose-response decrease in helmet use. Helmet …

This Article reconceptualizes preventive justice—the public safety paradigm that seeks to prevent harm before it occurs. Scholars have long documented how cities have advanced this paradigm through largely punitive measures, notably variants of broken windows policing, which posit that aggressive misdemeanor enforcement deters more serious crime. Yet in the aftermath of the 2020 George Floyd protests, and as underscored recently in City of Grants Pass v. Johnson, these measures have faced a legitimacy crisis—prompting calls for nonpunitive responses to nonviolent incidents.

Why does the Fourth Amendment belong in the Constitution? This question is not whether society should impose some legal restraints on government searches and seizures. Rather, why should such protections reside in our national charter, superior to other forms of law and insulated from change via ordinary majoritarian political processes? This thesis examines the way the American capitalist state transformed during Donald Trump’s first presidential term (2017-2021), especially focusing on neoliberal policy and the framework of the crimes of the powerful. This thesis aims to answer the question of how neoliberalism transformed the state under Donald Trump. Drawing on Nicos Poulantzas’ theory of authoritarian statism and Frank Pearce’s conception of crimes of the powerful, this thesis examines how the state becomes more authoritarian to protect capital accumulation and the capitalist class. Consecutive years of devastating home losses to wildfire indicate the need for home fuel reduction and construction improvements. Existing research correlates house survival with modifications to the home ignition zone (HIZ) and is required in high fire hazard areas of California (CA). Mitigations, designed to disrupt continuous fuel patterns, (e.g., separating surface and canopy fuels), can also introduce ecological changes that can alter overall code compliance. Previous compliance studies used respondent and agency-generated data, which may lack accuracy. Career and Technical Education (CTE) has become an increasingly important component of Kentucky’s educational accountability system and workforce development initiatives. Despite expanded emphasis on career readiness and technical skill attainment, limited research has examined long-term trends in CTE readiness across Kentucky public high schools. The purpose of this quantitative, non-experimental, longitudinal study was to examine trends in CTE readiness indicators from 2011 through 2025.
