When Disaster Strikes Y’All Street: A Study On Cross-Sector Collaboration In Protecting U.S. Financial Critical Infrastructure, Rachael A. Zerr, John Friedlander
Publications and Research
This exploratory research examines public-private collaboration between corporate security leaders and local emergency responders in the North Texas financial corridor known as “Y’all Street.” Using perception-based survey data from senior representatives in the private and public sectors, the paper evaluates partnership strength, preparedness activities, information sharing, and operational coordination. Findings indicate that collaborative practices such as facility tours, joint exercises, and emergency planning are present, but that partnership maturity remains uneven and is not yet fully standardized across the corridor. The research concludes that more formalized and institutionalized coordination will be necessary to strengthen resilience as the region’s financial significance …

Perceptions Of Former Inmates’ Mental Health And Substance Abuse Treatment Received During Incarceration, Garla Kathleen Snapp-Hart
Perceptions Of Former Inmates’ Mental Health And Substance Abuse Treatment Received During Incarceration, Garla Kathleen Snapp-Hart
Walden Dissertations and Doctoral Studies
Access to effective behavioral treatment is critical for the imprisoned population and newly released individuals to reduce reentry into the penitentiary system. Social workers within correctional facilities can determine the need for treatment, how often treatment is required, what specific treatment is necessary, and what resources will be needed to provide those treatments. A qualitative exploratory design was used in this study. I explored the quality of behavioral health treatment provided to the incarcerated population. Systems theory was used as the theoretical framework this study. There were 17 participants in this study who had been incarcerated in a Kentucky prison …
Exploring The Experiences Of Cit Officers And Their Perceptions Of The Programs Effectiveness, Arkeshia Dominique Ware
Exploring The Experiences Of Cit Officers And Their Perceptions Of The Programs Effectiveness, Arkeshia Dominique Ware
Walden Dissertations and Doctoral Studies
Police officers across the United States frequently respond to individuals experiencing mental health crises, yet many lack specialized training to manage these encounters effectively. The Crisis Intervention Team (CIT) model was developed to improve law enforcement responses through collaboration with mental health professionals and an emphasis on de-escalation. Although prior research has examined measurable outcomes associated with CIT programs, limited qualitative research has explored CIT-trained officers’ lived experiences and perceptions of effectiveness. The purpose of this qualitative exploratory case study was to examine how CIT-trained officers use their skills to reduce arrest, officer and citizen injury, and use of force …

Watching The Watchers: Redefining Privacy And Human Rights In Correctional Surveillance, Ianna H. Choi
Binghamton University Undergraduate Journal
Incarcerated individuals exist in a space where security and privacy constantly clash. This study examines how surveillance technologies—biometric monitoring, video surveillance, and electronic tracking—in correctional settings impact the privacy rights of those incarcerated. Through a review of peer-reviewed literature, and insights from informal conversations with incarcerated individuals at Broome County Jail, this research examines the ethical, legal, and social implications of surveillance in carceral facilities, focusing on how constant monitoring impacts privacy, relationships, and mental well-being. Expanding beyond jails, the study considers surveillance in state and federal prisons, evaluating its implications under the United Nations International Covenant on Civil and …

Are children, who commit adult crimes, deserving of adult punishments? According to the United Nations, not if it harms their well-being. Article 3 of the Convention on the Rights of the Child (CRC) adopted by the United Nations in November 1989, states that 1) the best interests of the child should be the primary consideration of all state actions involving children, 2) governments must allot children the protection and care necessary for their well-being, and 3) governmental institutions, services, and facilities that deal with children must uphold adequate standards for the safety, health, and supervision of children. The CRC is …

The Effectiveness Of Rehabilitative Activities In Social Reintegration Of Ex-Parolees Into Guyanese Society, La-Toya Lucrisha Arthur-Tucker
Walden Dissertations and Doctoral Studies
Many parolees struggle with successful reintegration into society. Further research was needed to assess the benefits of parole for both parolees and former parolees in Guyana, the only English-speaking country in South America. The insights of ex-parolees may make the country’s parole process more meaningful to offenders’ rehabilitative experience and overall social reintegration. The purpose of this qualitative study was to understand the effectiveness of rehabilitative activities in the social reintegration of ex-parolees into Guyanese society. The risk–need–responsivity model, general strain theory, and social support theories provided a framework for the investigation. The focus was on ex-parolees who had been …

Enhancing Training For Law Enforcement In Mental Health Responses In The Community, Tiffany Raines
Enhancing Training For Law Enforcement In Mental Health Responses In The Community, Tiffany Raines
Walden Dissertations and Doctoral Studies
A significant issue in human services practice in Macon, Georgia, is law enforcement officers’ responding to individuals experiencing a mental health crisis in public. Many police officers are not equipped to handle situations involving individuals experiencing mental health events, leading to possible adverse outcomes such as injury, incarceration, or even fatalities. There are increasing rates of mental illness disorders, and therefore, the need for compassionate, informed approaches for human service professionals to respond to those in crisis. More training to improve responses can lead to better outcomes for individuals in crisis, foster community trust in law enforcement, and enhance overall …
Collaborative Nullification: Bending Or Ignoring The Law To Free The Over-Punished, David A. Singleton
Collaborative Nullification: Bending Or Ignoring The Law To Free The Over-Punished, David A. Singleton
Arkansas Law Review
The United States accounts for about 25% of the world’s prisoners but only about 5% of its population. It has the fifth- highest imprisonment rate—higher than China and Russia—with people of color disproportionately impacted. This racialized mass incarceration, and the lack of political will to meaningfully address it, demands bold remedies. Certainly, sentencing reform for low-level, non-violent offenders is needed, but contrary to popular belief, these offenders are not driving mass incarceration. Instead, the problem largely results from increasingly long sentences for violent offenders.
This article proposes that the option, which I call “collaborative nullification,” can provide the over-punished needed …

The Mind Has A Firewall: An Attempt To Preserve Human Mind Integrity., Sayed G. Batran
The Mind Has A Firewall: An Attempt To Preserve Human Mind Integrity., Sayed G. Batran
Theses and Dissertations
This thesis argues for the recognition of mind integrity as a distinct human right. It contends that existing protections, such as bodily integrity, privacy, and freedom of thought, are no longer sufficient to shield an individual’s mental domain from new forms of external interference enabled by neurotechnology, artificial intelligence, and pervasive data-driven systems. Mind integrity is defined as the right to govern one’s own mental life—to form, revise, and hold thoughts, beliefs, and desires based on reasons one endorses—free from significant, non-consensual interference or manipulation, regardless of the method used. The thesis first identifies concrete risks and regulatory vacuums by …
Assessing Public-Sector Readiness For Artificial Intelligence In Egypt, Renad Ahmed Anwar
Assessing Public-Sector Readiness For Artificial Intelligence In Egypt, Renad Ahmed Anwar
Theses and Dissertations
Artificial intelligence (AI) is increasingly adopted in public-sector contexts, yet successful implementation depends on organizational readiness, particularly in developing countries. This study assesses the readiness of Egypt’s public sector for AI adoption using a qualitative expert opinion methodology. Semi-structured interviews were conducted with senior professionals from global technology firms with extensive experience working with public-sector entities in Egypt.
Guided by by an integrated framework combining organizational readiness theory, the Technology–Organization–Environment (TOE) framework, and public value and governance perspectives, the study examines strategic, organizational, human, technological, societal, and governance dimensions of AI readiness. The findings indicate that while Egypt demonstrates strong …
Optimised Data Integration Using Transformer Model And Resource Description Framework, Jerome Aondongu Achir, Muhammad Abdulkarim, Mohammed Abdullahi
Optimised Data Integration Using Transformer Model And Resource Description Framework, Jerome Aondongu Achir, Muhammad Abdulkarim, Mohammed Abdullahi
Journal of Informatics and Web Engineering
Organizations have become highly reliant on a range of data sources that span structured, semi-structured, and unstructured data types. These repositories allow large-scale storage for faster ingestion and analytics but pose tremendous challenges of integration owing to schema and contextual differences. Traditional data integration methods, such as the ontology-based Resource Description Framework (RDF), are often inadequate when dealing with these challenges. They specifically struggle with the dynamic evolution of the schema of data sources, context-aware interpretation, and achieving interoperability across heterogeneous data sources. This paper presents an integrated system that augments resource description knowledge with token embeddings using the attention …

Journal of Maine Medical Center
Problem: Overdose deaths and rising rates of infectious disease in the state of Maine warrant a strong public health response, overdose prevention education, and interventions. Initiatives for community drug checking are an innovative approach to understanding the composition of the current drug supply. Drug-checking initiatives can inform people who use drugs (PWUD) what adulterants might be present in their drug supply. In partnership with 3 community organizations in Maine, Project DHARMA supports PWUD and community partners with infectious disease screening, community drug checking, and infection and overdose prevention.
Approach: Project DHARMA supports the delivery of evidence-based infection and overdose prevention …
