Given the beauty of Utah’s mountains and deserts, its strong economy, thriving arts community, and range of urban and rural living environments, the state has much to offer Utahns. In terms of overall quality of life, WalletHub’s most recent rankings place Utah eighth among the states—second in education and health, and sixth in affordability.1 The state’s WalletHub ranking peaked at 4th in 2024,2 but Utah hovers among the top 10 best states to live.

When Disaster Strikes Y’All Street: A Study On Cross-Sector Collaboration In Protecting U.S. Financial Critical Infrastructure, Rachael A. Zerr, John Friedlander

This exploratory research examines public-private collaboration between corporate security leaders and local emergency responders in the North Texas financial corridor known as “Y’all Street.” Using perception-based survey data from senior representatives in the private and public sectors, the paper evaluates partnership strength, preparedness activities, information sharing, and operational coordination. Findings indicate that collaborative practices such as facility tours, joint exercises, and emergency planning are present, but that partnership maturity remains uneven and is not yet fully standardized across the corridor. The research concludes that more formalized and institutionalized coordination will be necessary to strengthen resilience as the region’s financial significance …

Access to effective behavioral treatment is critical for the imprisoned population and newly released individuals to reduce reentry into the penitentiary system. Social workers within correctional facilities can determine the need for treatment, how often treatment is required, what specific treatment is necessary, and what resources will be needed to provide those treatments. A qualitative exploratory design was used in this study. I explored the quality of behavioral health treatment provided to the incarcerated population. Police officers across the United States frequently respond to individuals experiencing mental health crises, yet many lack specialized training to manage these encounters effectively. The Crisis Intervention Team (CIT) model was developed to improve law enforcement responses through collaboration with mental health professionals and an emphasis on de-escalation. Although prior research has examined measurable outcomes associated with CIT programs, limited qualitative research has explored CIT-trained officers’ lived experiences and perceptions of effectiveness. Incarcerated individuals exist in a space where security and privacy constantly clash. This study examines how surveillance technologies—biometric monitoring, video surveillance, and electronic tracking—in correctional settings impact the privacy rights of those incarcerated. Through a review of peer-reviewed literature, and insights from informal conversations with incarcerated individuals at Broome County Jail, this research examines the ethical, legal, and social implications of surveillance in carceral facilities, focusing on how constant monitoring impacts privacy, relationships, and mental well-being. Many parolees struggle with successful reintegration into society. Further research was needed to assess the benefits of parole for both parolees and former parolees in Guyana, the only English-speaking country in South America. The insights of ex-parolees may make the country’s parole process more meaningful to offenders’ rehabilitative experience and overall social reintegration. The purpose of this qualitative study was to understand the effectiveness of rehabilitative activities in the social reintegration of ex-parolees into Guyanese society. A significant issue in human services practice in Macon, Georgia, is law enforcement officers’ responding to individuals experiencing a mental health crisis in public. Many police officers are not equipped to handle situations involving individuals experiencing mental health events, leading to possible adverse outcomes such as injury, incarceration, or even fatalities. Collaborative Nullification: Bending Or Ignoring The Law To Free The Over-Punished, David A. Singleton

Arkansas Law Review

The United States accounts for about 25% of the world’s prisoners but only about 5% of its population. It has the fifth- highest imprisonment rate—higher than China and Russia—with people of color disproportionately impacted. This racialized mass incarceration, and the lack of political will to meaningfully address it, demands bold remedies. Certainly, sentencing reform for low-level, non-violent offenders is needed, but contrary to popular belief, these offenders are not driving mass incarceration. Instead, the problem largely results from increasingly long sentences for violent offenders.

This thesis argues for the recognition of mind integrity as a distinct human right. It contends that existing protections, such as bodily integrity, privacy, and freedom of thought, are no longer sufficient to shield an individual’s mental domain from new forms of external interference enabled by neurotechnology, artificial intelligence, and pervasive data-driven systems. Mind integrity is defined as the right to govern one’s own mental life—to form, revise, and hold thoughts, beliefs, and desires based on reasons one endorses—free from significant, non-consensual interference or manipulation, regardless of the method used. Artificial intelligence (AI) is increasingly adopted in public-sector contexts, yet successful implementation depends on organizational readiness, particularly in developing countries. This study assesses the readiness of Egypt’s public sector for AI adoption using a qualitative expert opinion methodology. Semi-structured interviews were conducted with senior professionals from global technology firms with extensive experience working with public-sector entities in Egypt.

Guided by by an integrated framework combining organizational readiness theory, the Technology–Organization–Environment (TOE) framework, and public value and governance perspectives, the study examines strategic, organizational, human, technological, societal, and governance dimensions of AI readiness. Problem: Overdose deaths and rising rates of infectious disease in the state of Maine warrant a strong public health response, overdose prevention education, and interventions. Initiatives for community drug checking are an innovative approach to understanding the composition of the current drug supply. Drug-checking initiatives can inform people who use drugs (PWUD) what adulterants might be present in their drug supply. In partnership with 3 community organizations in Maine, Project DHARMA supports PWUD and community partners with infectious disease screening, community drug checking, and infection and overdose prevention.
