Tax Expenditures And Horizontal Equity: A Present-Day Reassessment, Nir Fishbien
Tax Expenditures And Horizontal Equity: A Present-Day Reassessment, Nir Fishbien
Chapman Law Review
Tax expenditures are “revenue losses attributable to provisions of the Federal tax laws which allow a special exclusion, exemption, or deduction from gross income or which provide a special credit, a preferential rate of tax, or a deferral of tax liability.” The concept of tax expenditures was coined by the first Assistant Secretary for Tax Policy, Stanley S. Surrey, in the late 1960s, and was codified by the Congressional Budget Act of 1974, which requires that a list of tax expenditures be included in the U.S. budget. The concept relies on the Haig-Simons definition of income (with certain adjustments) as …

“Senator . . . I’M Singaporean!”: Privacy Regulation And Data Transfers In Cross-Border Corporations, Michelle Norris
Chapman Law Review
A recent congressional hearing involving social media companies, including TikTok and Facebook, made headlines when Senator Tom Cotton of Arkansas grilled the TikTok CEO, Shou Zi Chew, repeatedly asking him if he had ties to China or its Communist Party. The Singaporean CEO, who has served as TikTok’s CEO since 2021, repeatedly replied, “Senator . . . I’m Singaporean!” While Senator Cotton, evoking McCarthy-era sentiments, was severely criticized for his racism and what appears to be a lack of understanding about corporate governance, another problem emerged.
TikTok, which is a subsidiary of the Chinese-owned ByteDance, operates in countries around the …

Spanish is the second-most spoken language among Latter-day Saints, but relatively little is known about Mormon literature in this language, either its current status or its history. This absence is evident in the key surveys on Mormon literature that have been carried out. For example, when Eugene England considered the prospects of Mormon literature in his landmark essay on its history and future, he looked ahead at a mostly US-centric and fully English-language literary horizon.1 This makes sense in the context in which he was writing. In the English language, and in the United States in particular, Mormon literature …

Background: Variables such as dietary intake are measured with error yet frequently used in observational epidemiology. Although this limitation is sometimes noted, these variables are still often modeled as covariates without formal correction or sincere dialogue about measurement unreliability potentially weakening the validity of statistical conclusions. Further, larger sample sizes increase power (bias) to detect spurious correlations. Counterintuitively, recent work suggested a non-monotonic relationship between confounder unreliability and how much controlling for the confounder reduces (or induces) bias when testing for an exposure-outcome association. If true, such non-monotonicity would be especially concerning for applications such as nutrition, where measurement reliability …

Background: Shared plate eating (SPE), defined as two or more individuals eating directly from the same plate or bowl, is a common household food consumption practice in many Low- and Middle-Income Countries (LMICs). Examination of household engagement in SPE remains largely unexplored, highlighting a gap in research when interpreting dietary information obtained from these settings. The dearth of research into SPE can be attributed to the inherent limitations of traditional dietary assessment methods which constrain their usability in settings where SPE is common.
Objective: In this expository narrative, we describe what SPE is when it is practiced in an LMIC …

Flat epithelium (FE) is a condition characterized by the loss of both hair cells (HCs) and supporting cells and the transformation of the organ of Corti into a simple flat or cuboidal epithelium, which can occur after severe cochlear insults. The transcription factors Gfi1, Atoh1, Pou4f3, and Six1 (GAPS) play key roles in HC differentiation and survival in normal ears. Previous work using a single transcription factor, Atoh1, to induce HC regeneration in mature ears in vivo usually produced very few cells and failed to produce HCs in severely damaged organs of Corti, especially those with FE. Studies in vitro …

Construction industries are rapidly growing, sacking high amounts of concrete which has a highly dense microstructure with excellent mechanical properties, more durable, and highly eco-friendly materials. Hence, many of the researchers are interested in solving this problem with replacing concrete by natural pozzolana (NP) which is a supplementary cementitious material mostly from volcanic sources having much active silica content that can improve the durability and mechanical properties of concrete. However, it is not well-known which common optimum replacement range can give the most desirable concrete properties. So, the present study sought to review the effects of replacing NP from volcanic …

Nonsyndromic hearing loss (NSHL) is a genetically diverse, highly heterogeneous condition characterised by deafness, and Gasdermin E (GSDME) variants have been identified as directly inducing autosomal dominant NSHL. While many NSHL cases associated with GSDME involve the skipping of exon 8, there is another, less understood pathogenic insertion variant specifically found in Chinese pedigrees that causes deafness, known as autosomal dominant 5 (DFNA5) hearing loss. In this study, we recruited a large Chinese pedigree, conducted whole‐exome and Sanger sequencing to serve as a comprehensive clinical examination, and extracted genomic DNA samples for co‐segregation analysis of the members. Chimeric antigen receptor (CAR) T-cell therapy has revolutionized the treatment of hematologic malignancies, offering remarkable remission rates in otherwise refractory conditions. However, its expansion into broader oncological applications faces significant hurdles, including limited efficacy in solid tumors, safety concerns related to toxicity, and logistical challenges in manufacturing and scalability. This review critically examines the latest advancements aimed at overcoming these obstacles, highlighting innovations in CAR T-cell engineering, novel antigen targeting strategies, and improvements in delivery and persistence within the tumor microenvironment. We also discuss the development of allogeneic CAR T cells as off-the-shelf therapies, strategies to mitigate adverse effects, and …

In Duchenne muscular dystrophy (DMD), diaphragm muscle dysfunction results in respiratory insufficiency which is a leading cause of death in patients. Mutations to the dystrophin gene result in myocyte membrane instability, contributing to the structural deterioration of the diaphragm muscle tissues. With previous works suggesting the importance of lipin1 for maintaining skeletal muscle membrane integrity, we explored the roles of lipin1 in the dystrophic diaphragm. We found that the protein expression levels of lipin1 were reduced by 60% in the dystrophic diaphragm. While further knockdown of lipin1 in the dystrophic diaphragm leads to increased necroptosis, restoration of lipin1 in the …

INTRODUCTION: Hip fractures may result from and contribute to accelerated biological aging. We aimed to evaluate the impact of hip fracture and its surgery on the senescence-associated secretory phenotype (SASP) index, a composite of peripheral protein markers where higher scores are thought to indicate greater levels of cellular senescence and accelerated aging.
METHODS: We examined the SASP index in plasma over 12 weeks post-surgery and its prediction of long-term post-surgical functional outcomes. We included 60 older adults: 20 recruited immediately after hip fracture surgery, and 40 comparison individuals who were either healthy or suffering chronic psychosocial stress (caregiving). We assessed …

Pulmonary arterial hypertension (PAH) is characterized by pulmonary vascular remodeling with high pulmonary pressure, which ultimately leads to right heart failure and premature death. Emerging evidence suggests that both hypoxia and epigenetics play a pivotal role in the pathogenesis of PAH development. In this review article, we summarize the current developments in regulation of hypoxia inducible factor (HIF) isoforms in PAH vascular remodeling and the development of suitable animal models for discovery and testing of HIF pathway-targeting PAH therapeutics. In addition, we also discuss the epigenetic regulation of HIF-dependent isoforms in PAH and its therapeutic potential from a new perspective …

The Voronoi conjecture on parallelohedra claims that for every convex polytope P that tiles Euclidean d-dimensional space with translations there exists a d-dimensional lattice such that P and the Voronoi polytope of this lattice are affinely equivalent. The Voronoi conjecture is still open for the general case but it is known that some combinatorial restrictions for the face structure of P ensure that the Voronoi conjecture holds for P. In this article, we prove that if P is the Voronoi polytope of one of the dual root lattices Dd*, E6*, E7* or E8*=E8 or their small perturbations, then every parallelohedron …
