Ticket Punch: The Consequences Of Fare Evasion Enforcement In New York City Subways, Sheyla A. Delgado, Gina Moreno, Fidel L. Osorio, Jeffrey A. Butts

Publications and Research

Researchers at the John Jay College Research and Evaluation Center studied transit fare evasion in New York City subway stations from 2018 to 2023 as part of the NYPD's Police Reform and Reinvention Collaborative. Analyzing fare evasion alongside arrest data and neighborhood characteristics, the study found no significant link between fare enforcement and overall arrest rates. However, fare evasion enforcement was concentrated in socioeconomically disadvantaged areas, highlighting the influence of social factors on public safety practices.

Justice Theater In The Criminal Law Curriculum, Gregory Brazeal Aug 2024

Justice Theater In The Criminal Law Curriculum, Gregory Brazeal

Cardozo Law Review

For the last half-century, law students have been required to take a criminal law course that ostensibly trains them to think critically about the justifications for criminal punishment. The same students have then gone on to serve as central actors in a system of mass incarceration that millions of Americans today view as profoundly unjust.

How did this happen?

A number of legal scholars, notably including Alice Ristroph in her 2020 Article “The Curriculum of the Carceral State,” have argued that the traditional criminal law curriculum has played a role in creating and reproducing the practices of mass incarceration. This …

Reducing Mega-Event Syndrome: A Case Study Of Expo 2020, Zehra Abdulla, Christopher S. Dutt

Journal of Global Hospitality and Tourism

The study was designed to explore how Expo 2020, as one of the first mega-events to be hosted in the Middle East, was undertaking steps to avoid many of the negatives of such events, termed mega-event syndrome (MES). A qualitative approach was adopted, where 5 elite face-to-face interviews were conducted with senior officials within Expo 2020 who could offer detailed insights into the planning of the event. Participants were purposefully selected based on their knowledge and experience within Expo 2020. Participants felt that Expo 2020 was not exposed to many of the symptoms of MES largely because of Dubai’s pre-existing …

An Analysis Of Funding For Emergency Medical Services In New York State, Conner Griffin Aug 2024

An Analysis Of Funding For Emergency Medical Services In New York State, Conner Griffin

Theses

Emergency Medical Services (EMS) has been a misfit member of public safety and healthcare within the United States since the 1970s. As EMS has progressed into its modern form, policies haven’t caught up, particularly concerning funding. Medicare and Medicaid reimbursement no longer reflect the reality of modern EMS systems. The need to transport a patient to an emergency department to recoup service costs perpetuates an already costly healthcare system (Munjal & Carr, 2013). To offset the loss encumbered by EMS agencies across New York State (NYS), local governments can provide much needed funding. Funding of this nature has also been …

The Impact Of Bruen And Its Expansion Of The “Right To Carry” On Terry As A Law Enforcement Tool, Kshitij Mehta Aug 2024

The Impact Of Bruen And Its Expansion Of The “Right To Carry” On Terry As A Law Enforcement Tool, Kshitij Mehta

UC Law Journal

In New York State Rifle & Pistol Association, Inc. v. Bruen, the Supreme Court expanded the right to carry firearms, specifically handguns, outside the home. Due to the Court’s conservative rulings, combined with lax and open firearm regulatory regimes in several jurisdictions, gun violence continues to create catastrophic consequences in communities across the country. At the same time, law enforcement agencies already struggle to maintain public safety and public trust under current policing systems. With the rise of firearms in the streets, law enforcement will likely resort to, and double down on, their current use of stop and frisk under …

An Ethnography Of Frostbite Among Unsheltered People In Portland: Safety, Governance, And The Manufacture Of Vulnerability, Muireall Brown Aug 2024

An Ethnography Of Frostbite Among Unsheltered People In Portland: Safety, Governance, And The Manufacture Of Vulnerability, Muireall Brown

University Honors Theses

This thesis provides an applied anthropological ethnography of frostbite among unsheltered people in Portland, Oregon. I conducted the research over the course of three months between May and August 2024 in collaboration with Hygiene4All, a local nonprofit. The research consisted of participant-observation, six semi-structured interviews, and a review of unpublished data from Hygiene4All. I argue that the conceptualization of safety operating within some parts of Portland's governance structures actually makes unsheltered Portlanders more vulnerable to frostbite: governance bodies actively participate in constructing this vulnerability along the lines of disability, isolation, and displacement. I discuss uneven governance and the biopolitical conflicts …

Exploring Psychology Graduate Students’ Desire And Ability To Discuss Their Personal Trauma History With Clinical Supervisors, Madeleine Lane Aug 2024

Exploring Psychology Graduate Students’ Desire And Ability To Discuss Their Personal Trauma History With Clinical Supervisors, Madeleine Lane

Dissertations

Inspired by the archetype of the “wounded healer,” described by Carl Jung as a psychologist who enters the field with psychological wounds of their own, and the prevalence of such wounded healers in the mental health field today, this study aimed to explore clinical psychology doctoral students’ experiences of self-disclosure of their personal trauma history, a specific type of psychological wound, in clinical supervision. The goal was to explore whether and how students’ trauma history is discussed in clinical supervision; the importance of such discussions for students’ professional and personal development; and the impact of having or not having …

Threat And Hazard Identification And Risk Assessment (Thira) Guidance For Railroads, Frances L. Edwards, Daniel C. Goodrich

Mineta Transportation Institute

Climate change creates new challenges for all critical transportation infrastructure, especially for railroads with an open system that is continuously exposed to the elements. A Threat and Hazard Identification and Risk Assessment (THIRA) is a necessary first step for an organization to understand the challenges and develop strategies for adaptation to them. In many cases, the railroad sector is uniquely positioned to mitigate greenhouse gas emissions through mitigation steps. This guide will assist railroad risk managers and emergency managers to evaluate the risks and determine how best to respond to them through preparation, mitigation, or adaptation. The THIRA is the …

Best Practice Democratic Policing In Papua: Activating Development And Security Through Community Participation, Hery Herjawan, Bambang Shergi Laksmono, Robertus Robet, Muhammmad Luthfi, Vici Sofianna Putera

Masyarakat: Jurnal Sosiologi

The implementation of Democratic Policing across various parts of the world demonstrates the interconnectedness of changes in approaches to addressing security issues. This transformation is a result of a systemic shift from operational and managerial police systems. This research seeks to affirm this argument in the policing practices in Mimika, Papua, highlighting changes in the level of community participation in maintaining public safety and order driven by democratic policing practices in the region. This research employs a qualitative method for both data analysis and data collection. Data collection was conducted through interview techniques, meanwhile data analysis is conducted using case …

The Need For Trauma Informed. Culturally Conscious Restorative Discipline, Sara C. Potapa Jul 2024

The Need For Trauma Informed. Culturally Conscious Restorative Discipline, Sara C. Potapa

Masters Projects

This project examines the prevalent issue of childhood trauma, how it affects a child’s development, and the ways in which school environments and educators can either cause further harm to students with trauma symptoms and how they can help facilitate healing. The importance of restorative discipline that is both culturally conscious and trauma sensitive is highlighted as well as the racial disparities that are present among Black and brown students when it comes to punitive and exclusionary discipline. Research shows that children thrive in trauma sensitive environments and that positive, caring teacher-student relationships are critical for the success of both …

Editor’S Note: The Coastal Business Journal’S Commitment To Coastal Communities, Mark Mitchell Jul 2024

Editor’S Note: The Coastal Business Journal’S Commitment To Coastal Communities, Mark Mitchell

The Coastal Business Journal

Approximately a third of the world’s population lives in a coastal region. While coastal communities comprise about 10% of the land mass of the contiguous United States (e.g., excluding Alaska and Hawaii), they are home to 40% of the U.S. population. From its inception, the Coastal Business Journal (CBJ) has sought to highlight research on issues pertaining to business administration and business development within coastal geographic regions. Looking forward, it is our desire to expand the availability of research pertaining to coastal communities in the pages of the CBJ. In the future, we hope researchers who conduct studies on coastal-related …

Unequal Neighbors In Diverse Neighborhoods: Accounting For Variation In The Impact Of Relative Inequality On Neighborhood Crime, Samuel A. Torres Jul 2024

Unequal Neighbors In Diverse Neighborhoods: Accounting For Variation In The Impact Of Relative Inequality On Neighborhood Crime, Samuel A. Torres

Sociology ETDs

Research demonstrates that crime rate differences across racially segregated urban communities are primarily attributable to uneven distributions of resources between neighborhoods. Less is known about the role economic inequality within neighborhoods, what I call relative inequality, plays in maintaining ethno-racial criminal disparities. In this dissertation I explore sources of variation in the impact of relative inequality on neighborhood crime by drawing on data from the 2010-2013 National Neighborhood Crime Study Panel (NNCS2-P). I find that relative inequality effects are attenuated in higher disadvantage neighborhoods and this interaction accounts for differences in effect size by neighborhood ethno-racial composition. Results also show …

Evaluation Of Machine Learning Algorithms And Statistical Analysis For Predicting Crash Severity And Determining Contributing Factors: A Comparative Study, Arian Golrokh Amin Jul 2024

Evaluation Of Machine Learning Algorithms And Statistical Analysis For Predicting Crash Severity And Determining Contributing Factors: A Comparative Study, Arian Golrokh Amin

Civil Engineering ETDs

Improving road traffic safety relies on the ability to accurately predict traffic crashes and understand the factors contributing to severe injuries. This study employs a dual approach, utilizing both statistical analysis and machine-learning methodologies. Initially, statistical analyses such as chi-squared tests and Cramer's V values are applied to a decade's worth of police report data from Albuquerque, New Mexico, to identify primary causal factors behind crashes. Subsequently, machine-learning models are developed and rigorously compared to predict the severity of traffic crash injuries. The selection of the most effective algorithm is based on comprehensive metrics including accuracy, precision, recall, and F1 …

'Othering' Of Refugees: An Anti-Thesis To Right Against Discrimination, Jasmeet Gulati Jul 2024

'Othering' Of Refugees: An Anti-Thesis To Right Against Discrimination, Jasmeet Gulati

Indonesian Journal of International Law

The process of ‘othering’ and the basis of ‘otherness’ separates marginal from the mainstream and is generally construed as discrimination amongst different social groups. The paper discusses the concept of ‘othering’ with specific reference to the rights of refugees, their plight in the country of refuge, and the attitude of national governments while dealing with the rights of refugees in compliance of international obligations. The process of characterizing refugees as ‘others’ in the host country directly affects their basic rights, which would otherwise be granted to them being refugees under international refugee law. Thus, discrimination stems from the very perspective …

From Steps To Strides: My Evolving Journey Into Social Work, Lacresha N. Ffrench

Graduate Student Portfolios, Professional Papers, and Capstone Projects

This paper reflects on my journey, shaped by my heritage as a first-generation Jamaican-American and my experiences in education. The narrative begins with the story of my parents, Desmond and Pauline Ffrench, who immigrated from Jamaica with the hope of providing me with greater opportunities. Their sacrifices and unwavering support have been instrumental in my success. My career in education began in 2019, where I transitioned through various roles, from an educational assistant to the restorative practices coordinator. These experiences, coupled with my deepening commitment to advocating for students, led me to pursue a master's in social work. Encouraged by …

Reconsidering The Test For Interlocutory Injunctions Affecting Homeless Encampments: A Critical Assessment Of Bc Case Law, Stepan Wood Jul 2024

Reconsidering The Test For Interlocutory Injunctions Affecting Homeless Encampments: A Critical Assessment Of Bc Case Law, Stepan Wood

Osgoode Hall Law Journal

Using a 2020 decision in which a judge granted an interlocutory injunction evicting a homeless encampment from an unused, unfenced, publicly-owned parking lot in the midst of the COVID-19 pandemic as a springboard, I present the first comprehensive survey of British Columbia homeless encampment injunction decisions, revealing a whopping 85% success rate when governments seek interlocutory injunctions against encampments. The stakes are high: Interlocutory injunction applications dominate homeless encampment litigation, exposing encampment residents to continual displacement and elevated risks of isolation, illness, violence, and death. I argue that courts hearing applications for interlocutory injunctions against homeless encampments on publicly-owned land …

You Can Grow Your Own Way: Maine's Constitutional "Right To Food" Amendment, Kristin Hebert Jul 2024

You Can Grow Your Own Way: Maine's Constitutional "Right To Food" Amendment, Kristin Hebert

Maine Law Review

Maine is the first state to constitutionalize a right to food. This is significant not only because no other states have enshrined such a right, but because this is Maine’s first foray into constitutionalizing any new individual rights. This raises a host of questions for courts to grapple with: What level of scrutiny should apply? What kinds of protections does this right afford? What are its limitations? This Comment offers a framework for courts to use when interpreting the right to food that is grounded in the legislative and voter intent. Given the amendment’s broad language, this comment argues that …
