Examining The Multifaceted Impacts Of Drug Decriminalization On Public Safety, Law Enforcement, And Prosecutorial Discretion, Kelsey S. Henderson, Christopher M. Campbell, Brian C. Renauer

This final report provides the findings of a multi-year project to understand the effects of successive drug policy efforts in Oregon. Since 2013, Oregon has implemented three changes that reclassified and lowered the seriousness of low-level drug possession offenses, with multiple years between each policy change: Justice Reinvestment in 2013, defelonization in 2017, and decriminalization in 2021. This project parses out the individual impacts of these unique events on law enforcement, prosecution, courts and sentencing, and public safety & health.

The Industrial Internet of Things (IIoT) stands as a revolutionary force, intertwining physical devices, sensors, and industrial systems to usher in advanced automation and data-driven decision-making across various sectors. However, this increased connectivity has exposed these systems to a growing array of cyber threats. Safeguarding IIoT environments becomes crucial to maintain the integrity, availability, and confidentiality of critical industrial processes. In response, this research explores the optimization of neural network parameters using Genetic Algorithms (GA). Increasingly large and frequent wildfires affect air quality even indoors by emitting and dispersing fine/ultrafine particulate matter known to pose health risks to residents. With this health threat, we are working to help the building science community develop simplified tools that may be used to estimate impacts to large numbers of homes based on high-level housing characteristics. In addition to reviewing literature sources, we performed an experiment to evaluate interventions to mitigate degraded indoor air quality. This essay provides a compelling historical analysis of the legislative developments that have shaped the current framework of disaster management in the United States. By tracing the evolution of these laws, it highlights a crucial shift in disaster responsibility—from centralized government agencies to a shared burden with the communities they aim to protect. In response to this shift, I propose that disaster management agencies adopt a socio-legal framework designed to guide the formation of public- private partnerships (PPPs). Reservoirs serve multiple purposes, including recreation, flood control, and hydroelectricity production. In the United States, these reservoirs are typically managed by federal or state agencies. This thesis assesses the effectiveness of federal versus state management in enhancing the recreational use of these reservoirs. The study utilized panel data from 85 reservoirs across the United States, spanning from 2014 to 2021 and including 680 observations. The analysis focused on comparing visitation rates under different management regimes. The central finding of this study is that the type of management agency, whether federal or state, does not significantly affect visitation rates. However, factors …

This Article examines how the expanded use of pretrial GPS surveillance is radically changing the presumption of innocence by implicating punitive measures absent constitutional protections and amplifying the racial disparities in our criminal justice system. Largely viewed as a substitution for physical detention and therefore a less onerous intrusion on a defendant’s liberty, pretrial GPS surveillance erodes fundamental liberties under the guise of criminal justice regulation. These highly racialized but invisible repercussions include harms to physical and psychological health, freedom of movement, privacy, and future economic self-determination. American democracy is marked by an unwavering deployment of racialized economic modalities of fines, fees, and debt aimed at scaffolding hierarchies of white power and prescribing Black people as commodities, not human beings. Over the last two decades, an expanding praxis in the economic justice field has emerged, opposing and disrupting racialized economic logics within a national anti-fine, fee and cost movement. From scholarly discourse to legal interventions and reforms at city- and county-levels, the movement has sought to target interlocking material and ideological forces that comprise racial capitalist geographies across many criminal and civil systems. BACKGROUND: Patients' situations can impact their intentions to use antibiotics without medical guidance (non-prescription use) in the future. This survey determines the prevalence of intended (future) use of non-prescription antibiotics for 13 predefined situations and identifies the sociodemographic characteristics associated with intended use for these types of situations.

METHODS: Patient surveys (N = 564) were conducted from January 2020 to June 2021 in the waiting rooms of 6 safety-net primary care clinics and 2 emergency departments in a private healthcare system. Maladaptive behaviors during a disaster refer to actions that do not benefit the individual or society. Quarantelli highlights several maladaptive behaviors myths associated with disasters: widespread antisocial behavior, passivity, role conflict or abandonment, and sudden widespread mental health breakdowns (1). Despite early work reporting these myths, the common perception is that maladaptive behaviors such as rioting, looting, panic, and criminal conduct are prevalent in the wake of disasters. Understanding attitudes towards privacy and surveillance technologies used to enhance security objectives is a complex, but crucial aspect for policy makers to consider. Historically, terrorism-related incidents justified the uptake of surveillance practices. More recently however, biosecurity concerns have motivated nation-states to adopt more intrusive surveillance measures. There is a growing body of literature that supports the public’s desire to maintain privacy despite fears of biological or physical threats.

Despite the changes in policy and the endorsement of mandatory reporting among college students over time, less than half of survivors of sexual assault report the incident to police or university officials (Cantor et al., 2020). Further, while there is little research on the subject, Moore and Baker (2016) found that a student’s residence can influence whether they report a sexual assault.
