Stress And Trauma-Related Concerns Among Law Enforcement, James Hughes
Stress And Trauma-Related Concerns Among Law Enforcement, James Hughes
Master of Arts in Human Services
Law enforcement personnel work in environments with routine exposure to high stress and trauma which can lead to increased risk for mental health conditions such as posttraumatic stress disorder (PTSD). The purpose of this study was to learn about the prevalence and effects of PTSD and related mental health issues among law enforcement (LE) officers and how psychological issues are managed within the LE system. An explanatory sequential mixed methods design strategy was used that involved collecting quantitative data first and then explaining the results with in-depth follow-up qualitative data. In the first quantitative phase of the study, data was …
Decision Making And Performance Optimization In Distributed Cyber Physical Networks, Md Sahabul Hossain
Decision Making And Performance Optimization In Distributed Cyber Physical Networks, Md Sahabul Hossain
Electrical and Computer Engineering ETDs
Cyber-Physical Systems (CPSs) integrate computation, networking, and physical processes, while Cyber-Physical Networks (CPNs) enable communication and coordination among components. With advances in IoT and smart devices, CPSs are increasingly vital for applications such as smart grids, industrial automation, and autonomous vehicles. This dissertation explores decision making and performance optimization in Distributed Cyber-Physical Networks (DCPNs), focusing on efficiency, reliability, decentralization, and security. Using network economic theories (e.g., game theory, contract theory) and machine learning (e.g., Reinforcement Learning, Federated Learning), it addresses key problems: 1) a cost-effective positioning system with Reconfigurable Intelligent Surfaces (RISs) and RL, 2) energy-efficient task offloading in Multi-access …

What's It Like To Vote Without Privacy?, Cullen Fagan
Capstones
My capstone is an audio and data project focusing on voting rights for people with disabilities in the United States — specifically how accessibility in voting has changed over time and how it rights have been violated in the recent past. The audio component is a podcast episode I co-produced with another student. It tells the story of how Kathy Collins and Dr. Sharon McLennon Wier, two disability and voting rights activists, have voted over the years, leading up to the 2024 election. The data component is a table detailing the history of disability voting rights cases in the United …

Calls Grow To Give New York's Ccrb More Power, Despite Police Resistance, Stephen Wentzell, Anastasia Tomkin, Moses Bustos, Olivia Graffeo
Capstones
This group capstone project, which was completed in the Criminal Justice Reporting Lab, is an investigative article exploring the current state of New York City’s Civilian Complaint Review Board (CCRB). Through more than a dozen interviews with complainants, board members, politicians, law enforcement, and others, the article highlights the push for the CCRB to have the authority to enforce disciplinary measures against police who are found to have engaged in misconduct. The article is accompanied by a video, with captions available in English and Spanish, that features bodycam footage from an incident involving police and our central compelling character who …

The Effect Of Teacher Efficacy On Career Technical Education Program Participation In Select Mississippi Schools, Lori Parkman Nail
Theses and Dissertations
The primary purpose of this study was to determine to what degree school staff understood the benefits and outcomes of Career Technical Education programs and how this level of understanding impacted Career Technical Education program enrollment in five selected schools in Mississippi. The levels of understanding keyed in on three pivotal factors. First, perceptions of the availability and accessibility of Career Technical Education programs to students in the participating schools were measured. Second, the perceptions of the benefits students reap from being involved in Career Technical Education programs were examined. Next, the perceptions of the benefits Career Technical Education programs …
Toxic Waste Dumps And Intersectionality, Kaitlyn Vasilko
Toxic Waste Dumps And Intersectionality, Kaitlyn Vasilko
Purdue Journal of Service-Learning and International Engagement
Beginning in 2023, I started conducting environmental sociology research in Northwest Indiana communities because I wanted to apply what I had been learning in my sociology and behavioral science courses to real community problems. I that found toxic waste dumps (waste dumps that contain waste that is hazardous and require mandates established environmental regulations to ensure public safety) are disproportionately located in Northwest Indiana communities of color and poor whites, and I uncovered severe negative health effects that result from toxic waste dumps, in addition to the inequality faced by the populations impacted. I then conducted interviews in the community …

Empowering Inner City Communities: Some Observations, Engdawork Desta
Empowering Inner City Communities: Some Observations, Engdawork Desta
The Geographical Bulletin
The federal government's engagement in dealing with U.S. inner city concerns has been extensive although the results have not been satisfactory. In spite of repeated special considerations given to the problems, the lack of lasting solutions necessitated launching new urban empowerment zone and enterprise community projects in recent years. This paper reflects on the attempts made thus far to change inner city conditions and the inevitable challenges of development faced in market economies. Certain preliminary assessments are made with regard to the current Empowerment Zone project, using Baltimore city as an example.
Institutions Matter: How So?, Alper Duman
Institutions Matter: How So?, Alper Duman
Markets, Globalization & Development Review
This paper examines the influential theory of Daron Acemoglu, Simon Johnson, and James Robinson (AJR) on the role of institutions in economic development, highlighting its strengths, limitations, and areas for further research. A central contribution of their work is the emphasis on power and conflict in institutional formation and change.
The theory's focus on the interplay between inequality, political power, and institutional change provides a valuable framework for understanding development trajectories. This paper also considers critiques of AJR's work, including the lack of robustness of the positive correlation between inclusive institutions and economic performance in lower-income countries and the significant …
Hanover Insurance Co. V. Hayward: Imposition Of Punitive Damages In Addition To Criminal Sanctions, David P. Silk
Hanover Insurance Co. V. Hayward: Imposition Of Punitive Damages In Addition To Criminal Sanctions, David P. Silk
Maine Law Review
In Hanover Insurance Co. v. Hayward, the Maine Supreme Judicial Court, sitting as the Law Court, addressed the issue whether punitive damages may be awarded against a defendant who has been criminally convicted for the conduct giving rise to the punitive damages claim. Although it affirmed the superior court's decision not to allow the award of punitive damages, the Law Court concluded that the imposition of criminal sanctions did not by itself bar punitive damages. Instead, the court indicated that criminal punishment is merely one factor to consider in determining whether an award of punitive damages would serve a meaningful …
State V. Durepo: Toward A Principled Maine Version Of The Impeachment Exception To The Exclusionary Rule, Andre D. Bouffard
State V. Durepo: Toward A Principled Maine Version Of The Impeachment Exception To The Exclusionary Rule, Andre D. Bouffard
Maine Law Review
As one might have anticipated, the broad substantive mandates of the major Warren Court exclusionary rule decisions have not been left completely intact by later Supreme Court decisions. Instead, the scope of the evidentiary exclusionary doctrine established by the Warren Court has been significantly narrowed by later Supreme Court decisions that have created numerous exceptions to the general command of the exclusionary rule that evidence obtained through unconstitutional means is inadmissible in a criminal trial. Although some members of the present Court argue that the exceptions to the exclusionary rule are consistent with the purposes of the rule, and therefore …
State V. Farnham: The Defendant's Exercise Of The Right To Stand Trial As Negative Character Evidence, Richard F. Buckley
State V. Farnham: The Defendant's Exercise Of The Right To Stand Trial As Negative Character Evidence, Richard F. Buckley
Maine Law Review
A defendant in a criminal case may not receive a more severe sentence because he exercised his sixth amendment right to stand trial. However, determining when a court has more severely sentenced a defendant for exercising his constitutional right to a jury trial is a difficult task. Some argue that a defendant's choice to stand trial is relevant to the sentencing process as character evidence. The decision to stand trial, the argument goes, indicates a defendant's lack of remorse and an unwillingness to take the first step toward redemption by admitting his guilt. Others take the position that consideration in …
Home Rule And The Pre-Emption Doctrine: The Relationship Between State And Local Government In Maine, Robert W. Bower Jr.
Home Rule And The Pre-Emption Doctrine: The Relationship Between State And Local Government In Maine, Robert W. Bower Jr.
Maine Law Review
The legal relationship between a state government and a municipal government determines the powers and responsibilities of these two political entities. In Maine this relationship is complex and uncertain due to ambiguities in the constitutional and statutory scheme governing it and due to the Maine Supreme Judicial Court's narrow and inconsistent interpretation of that scheme. This Comment discusses the various methods for delegating power to municipalities, including the traditional method which was used in Maine prior to 1970. In addition, this Comment examines the "home rule" scheme enacted in 1970 and its subsequent judicial interpretation and application. Any statutory or …
Public School Integration Of Children With Handicaps After Smith V. Robinson: "Separate But Equal" Revisited?, Robert J. Goodwin
Public School Integration Of Children With Handicaps After Smith V. Robinson: "Separate But Equal" Revisited?, Robert J. Goodwin
Maine Law Review
Under the direction of Chief Justice Burger the United States Supreme Court has issued several opinions limiting the availability of federal causes of action. While one benefit of this trend may be a reduction in the volume of federal litigation, the costs may include the limitation of substantive federal rights. The recent Supreme Court decision in Smith v. Robinson narrowly construed the availability of certain federal causes of action, and it illustrates how such a ruling, although procedural on its surface, in reality can operate to erode substantive rights. In Smith the Court concluded that a handicapped child could not …
Prejudice And Promise In The Early Years Of The Federal Judiciary, George L. Haskins
Prejudice And Promise In The Early Years Of The Federal Judiciary, George L. Haskins
Maine Law Review
Preserving the dignity of the human individual and protecting individual rights from the excesses of governmental power have been endemic problems for politically organized society in the western world for centuries. From antiquity and the early middle ages comes the thought that "government" became necessary because of he sinfulness or depravity of man. But it was not suggested that rulers should be all-powerful nor that the people who are governed should be entirely at the mercy of government. Indeed, our classic ideal of the democratic state first emerged in Greece, then briefly again in Rome, and later — but for …

An Examination Of The Impact Of A Dishonorable Discharge Upon Second Amendment Rights., Heidi Timmerman
Lincoln Memorial University Law Review Archive
I participated in multiple court-martials and administrative discharges during my time of active-duty military service, primarily representing the servicemember’s command. Twenty years later, a federal criminal law course in law school drew my attention to specific consequences of military discharges. This article explores U.S. discharge policies, practices, consequences of discharge types, and the possible recourse paths. This examination started with research on discharge impacts on one’s Second Amendment right to bear arms; however, an array of discharge impacts emerged. While the U.S. Code provides discharge guidelines, each branch of the U.S. military is given a wide berth in application of the …
Expungement: Access To Justice Or Just More Bureaucracy? A Comparison Among The States, Meganne Lee-Rogers
Expungement: Access To Justice Or Just More Bureaucracy? A Comparison Among The States, Meganne Lee-Rogers
Lincoln Memorial University Law Review Archive
A large percentage of the population have some sort of criminal record, whether felony or misdemeanor; however, only a small portion of Americans are aware that expungement of that record is an option. Expungement is the process of erasing a person’s criminal record from public records, such as that it is like the person was never arrested or convicted. However, there are universal limitations on this process, for example not all crimes are eligible for expungement. This Note discusses the vast array of expungement laws across the United States and the importance of these laws in providing convicted persons with …
An Experimental Investigation Of Signal Processing Techniques For Vibration-Based Structural Health Monitoring In Residential Buildings Subjected To Base Excitation, Fedaa Ali
Electrical Engineering Theses
Coastal regions, particularly in the southeastern United States, are consistently confronted with the ongoing threat of hurricane-induced damage to their buildings. Consequently, there is a pressing need to concentrate efforts on the evaluation and prediction of structural integrity and reliability in such environments. This is paramount for minimizing losses and enhancing public safety in the face of these challenging climatic conditions. Current structural health monitoring systems are typically customized for specific buildings, rendering them excessively expensive and impractical for residential structures. This research presents a comprehensive study of signal processing techniques and damage detection for an economical yet efficient structural …

The Impact Of Peer Support, Ptsd Symptoms, And Attitudes Towards Seeking Mental Help In Police Officers, Cassandra Mary Ferraro
Doctoral Dissertations and Projects
The purpose of this study to determine if there is a statistically significant difference in perceived stress, self-reported post-traumatic stress symptoms, and mental help seeking attitudes in police officers who use peer support programs and those who do not use peer support programs. Police officers are consistently exposed to stress and trauma that has negative biological, physical, and mental health effects, leaving officers at risk for the development of mental health diseases and disorders. Identifying the need for mental health resources, and peer support groups are recommended; however, there is not enough literature to determine its effectiveness. The recovery model …
The Denial Of Bail Under Maine's "Proof Evident Or Presumption Great" Standard, Maureen Dea
The Denial Of Bail Under Maine's "Proof Evident Or Presumption Great" Standard, Maureen Dea
Maine Law Review
When the framers of the Maine Constitution gathered in Portland in the fall of 1819, they decided that the document, unlike the Massachusetts Constitution on which it was based, should guarantee a right to bail pending trial. The convention adopted, apparently without debate or dissent, the following provision as part of the Declaration of Rights in article I . . .

Recidivism, Reentry, And Integration In The Texas Criminal Justice System, Cierria Davis
Walden Dissertations and Doctoral Studies
Reentry programs in Texas can fail to address the social and practical needs of offenders conclusively post-release. As a result, offenders may struggle with unemployment, education, stigma, mental health issues, improper shelter, and inability to meet their basic needs. The purpose of this phenomenological research qualitative study was to establish the perceived effectiveness of reentry programs in Texas and suggest possible solutions for addressing offenders’ social and practical needs post-release from prison. The research was built around cognitive transformation theory, which highlights that desistance is achieved when an ex-offender meets specific prosocial elements. Using purposeful sampling, data were collected through …
