Closing The Uptake Gap: Why Missouri Should Pass The Clean Slate Bill, Chloë Driscoll Apr 2023

Closing The Uptake Gap: Why Missouri Should Pass The Clean Slate Bill, Chloë Driscoll

SLU Law Journal Online

The proposed Clean Slate Bill, or Missouri House Bill 352, aims to create an automatic expungement process for eligible individuals in Missouri. Less than one percent of eligible Missourians have had their records expunged under the current system, creating what is known as an “uptake gap” that unfairly perpetuates barriers to housing, employment, and education. In this article, Chloë Driscoll advocates for the passage of the Clean Slate Bill, explaining the problems with the current expungement system and the benefits of closing the uptake gap.

Faculty, Staff and Students Publications

Digital transformation is the adoption of digital technologies by an entity in an effort to increase operational efficiency. In mental health care, digital transformation entails technology implementation to improve the quality of care and mental health outcomes. Most psychiatric hospitals rely heavily on "high-touch" interventions or those that require in-person, face-to-face interaction with the patient. Those that are exploring digital mental health care interventions, particularly for outpatient care, often copiously commit to the "high-tech" model, losing the crucial human element. The process of digital transformation, especially within acute psychiatric treatment settings, is in its infancy. Existing implementation models outline the …

What The Heller Is Going On With The Second Amendment: Are Licensing Requirements Living Up To The Heller Standard?, Josue Barron Apr 2023

What The Heller Is Going On With The Second Amendment: Are Licensing Requirements Living Up To The Heller Standard?, Josue Barron

Texas A&M Journal of Property Law

The full extent and guarantees of the Second Amendment have yet to be understood in light of modern advances in weaponry. Further, there is little Supreme Court precedent to aid in defining the scope of the Second Amendment. With challenges to restrictions on concealed carrying of firearms in public, the Second Amendment requires much clarification. Federal circuit courts are divided on how to apply the Second Amendment to firearm licensing schemes and differ on the interpretation of the Heller decision. This Note provides guidance on understanding the core protection of the Second Amendment and the presumptions left by the Supreme …

Emergency And Disaster Management Requires Complex Systems Thinking And Practices, Larry M. Starr, Phd Apr 2023

Emergency And Disaster Management Requires Complex Systems Thinking And Practices, Larry M. Starr, Phd

School of Business Faculty Papers

There are two broad classes of challenges (problems and opportunities) that may be addressed by educators in the academic and practice domain of Emergency and Disaster Management (EDM). Graduate education programs should acknowledge both kinds when formulating and presenting curricula and courses. However, the conventional approach is to treat all problems as part of a single type as if there is a one-size-fits-all premise underpinning how to think about, frame, decide, respond, and follow-up to EDM problems. I argue that a second conceptualization of EDM challenges should be formally acknowledged and added. I also argue that to adequately appreciate the …

The Abolitionist Spectator: Resistant Readings Of Punishment, Rehabilitation, And Reform At The Louisiana State Penitentiary, Kathryn Marie Morris Apr 2023

The Abolitionist Spectator: Resistant Readings Of Punishment, Rehabilitation, And Reform At The Louisiana State Penitentiary, Kathryn Marie Morris

LSU Doctoral Dissertations

For the majority of the twenty-first century, Louisiana has been the global leader in rates of incarceration. Despite its prevalence, many people encounter prisons and punishment only through representations in movies, television, and the news, remaining distant from the actual processes of punishment and prisons built in remote areas. The Louisiana State Penitentiary at Angola, however, is unique in the number of opportunities it presents for the public to enter the prison for large-scale events like the famous Angola Prison Rodeo, select drama club performances, or to visit the Angola Prison Museum. These opportunities are often read cynically, as moments …

‘Somebody’S Street’: Eviction Of Homeless Encampments As A Reflection Of Interlocking Colonial And Class Relations, Jessica Braimoh, Erin Dej, Carrie Sanders Apr 2023

‘Somebody’S Street’: Eviction Of Homeless Encampments As A Reflection Of Interlocking Colonial And Class Relations, Jessica Braimoh, Erin Dej, Carrie Sanders

Journal of Law and Social Policy

Homelessness, as a construct, is premised on settler colonial technologies of land ownership and private property. Encampments, as one of the most visible forms of homelessness, compel us to confront how our socio-legal processes undermine human rights and perpetuate inequity and oppression. How municipalities engage in the legal governance of encampments, often through eviction, exclusion, and criminalization, is a result of interlocking colonial and classist political economies. Borrowing from Collins’ “matrix of domination” and Smith’s “ruling relations”, this article examines the management and ultimate eviction of No Place Like Home, a tent encampment in a mid-size city in Western Canada. …

Contextualising Tragedy In Places Of Assembly Through Cases Of New York City Social Club Fires, Susan Brandt, Anne Marie Sowder Apr 2023

Contextualising Tragedy In Places Of Assembly Through Cases Of New York City Social Club Fires, Susan Brandt, Anne Marie Sowder

Publications and Research

Patrons of assembly spaces have a reasonable expectation of safe and healthy indoor environments, the subject of planned efforts to ensure safety from officials ranging from politicians to building inspectors. These efforts include inspecting building fitness, management and safety governance. A key component of guaranteeing safe assembly spaces is policy enforcement, an area overlapping inspections and governance. In New York City impartial inspectors are a necessity, due to the potential for local bribery and extortion. Quid pro quo, or a favour granted in expectation of a favour returned, is a symptom of a corrupt process of governance and can negatively …

An Overview Of Unmanned Aircraft System Integration Within The National Airspace System, Roman Davis Apr 2023

An Overview Of Unmanned Aircraft System Integration Within The National Airspace System, Roman Davis

Senior Honors Theses

Unmanned aircraft systems have evolved rapidly in recent years. This evolution involves the development of UAS applications that many experts did not anticipate ever occurring. This evolution has left regulatory bodies with a wide gap between the technology available and the regulation, procedures, and documentation to regulate and manage it. The Federal Aviation Administration is the United States’ lead government organization in the effort to integrate this technology into the National Airspace System. Many government and industry organizations are working with the FAA on this task, which includes the execution of research and development projects. The FAA and its partners …

The Effect Of A Gratitude Intervention On Acute Pain Toleration, Cynthia Ware Apr 2023

The Effect Of A Gratitude Intervention On Acute Pain Toleration, Cynthia Ware

Honors College Theses

Gratitude interventions are emerging as a method to improve physical health outcomes; however, gratitude’s effect on pain perception and the autonomic response is understudied. Recent research suggests the perigenual anterior cingulate cortex is activated in gratitude interventions and is also involved in the perception of pain and the activation of the sympathetic nervous system. In this study, we investigated the effect of state gratitude induction on pain through the use of the cold pressor method. We found that although there were no significant differences in self-reported unpleasantness, participants in the gratitude condition reported a higher intensity of pain. Nevertheless, participants …

Victimization Prior To Jail: The Effect Of Physical And/Or Sexual Victimization On Mental Health And Substance Use Disorder In A Population Of Jailed Inmates, Melissa A. Kowalski, Michael Campagna, Emily Wright, Ryan E. Spohn Apr 2023

Victimization Prior To Jail: The Effect Of Physical And/Or Sexual Victimization On Mental Health And Substance Use Disorder In A Population Of Jailed Inmates, Melissa A. Kowalski, Michael Campagna, Emily Wright, Ryan E. Spohn

Reports

Previous research shows a link between abuse histories and negative outcomes, including a relationship between abuse victimization and mental illness and/or substance use disorder and between such victimization and criminal behavior. The relationship between abuse and offending or reoffending is likely indirect, working by way of mental illness and/or substance use disorder. However, the effects of these abuse experiences prior to incarceration as well as the impact of abuse perpetrator type and abuse timing on mental health and substance use outcomes have been underexplored in jail populations. The current analysis addresses this gap. From February 21st, 2017 to September 12th, …

Examining Framing Of Local And National Media Coverage Of Sandy Hook And Robb Elementary School Shootings, Gabrielle L. Debruler Apr 2023

Examining Framing Of Local And National Media Coverage Of Sandy Hook And Robb Elementary School Shootings, Gabrielle L. Debruler

LSU Master's Theses

There have been over 350 K-12 school shootings since the shootings at Columbine High School in 1999 (Cox et al., 2023). Thousands of journalists cover these attacks each in their own way with unique motives. This information goes to the public, and it is up to that person how they want to consume the story and view the shooting. National and local journalists tend to cover school shootings quite differently throughout time with unique frames. The shootings at Sandy Hook Elementary and Robb Elementary Schools illustrate this framing distinctively.

Through a qualitative study of national and local coverage of the …

Overview Of The Application Of Remote Sensing In Effective Monitoring Of Water Quality Parameters, Godson Ebenezer Adjovu, Haroon Stephen, David James, Sajjad Ahmad Apr 2023

Overview Of The Application Of Remote Sensing In Effective Monitoring Of Water Quality Parameters, Godson Ebenezer Adjovu, Haroon Stephen, David James, Sajjad Ahmad

Civil and Environmental Engineering and Construction Faculty Research

This study provides an overview of the techniques, shortcomings, and strengths of remote sensing (RS) applications in the effective retrieval and monitoring of water quality parameters (WQPs) such as chlorophyll-a concentration, turbidity, total suspended solids, colored dissolved organic matter, total dissolved solids among others. To be effectively retrieved by RS, these WQPs are categorized as optically active or inactive based on their influence on the optical characteristics measured by RS sensors. RS applications offer the opportunity for decisionmakers to quantify and monitor WQPs on a spatiotemporal scale effectively. The use of RS for water quality monitoring has been explored in …

Strengthening The Partnership Between Academic And Student Affairs, Jacqueline Cetera, Adrienne Jensen-Doray, Katherine Furlong

Staff Scholarship

Why is this partnership and collaboration so hard? The idea of bridging the gap between academic and student affairs is not a new concept. Working to bridge the gap can help strengthen partnerships and shared responsibilities that contribute to both a student’s academic success and life outside the classroom. By attending this session, individuals will take away tangible ideas to partner and focus on academic and out of the classroom partnerships. Presenters will share findings and best practices from Bucknell University.

Abolishing Peremptory Challenges: A Fair Price To Pay For Just Jury Selection, Micheal Kilbourn Apr 2023

Abolishing Peremptory Challenges: A Fair Price To Pay For Just Jury Selection, Micheal Kilbourn

Denver Law Review

This Comment addresses the opportunity to abolish peremptory challenges in Colorado. A recap of the history of racism and inequality in the United States provides context for a discussion about the present state of this society in terms of fairness within our criminal legal system. This Comment discusses the widely recognized need for remediation of racial discrimination and bias rooted throughout the criminal punishment process but acutely exemplified by jury selection in that setting. An exploration of a recent attempt by the Supreme Court of Colorado’s Rules of Criminal Procedure Committee to catalyze a revision to the state’s Rule of …
