The existence of a right of intrastate travel implicates basic liberties like visiting parks, driving to visit family in another city, going to church or the doctor, or voting. In addition to its importance to everyday, basic liberties, the right of intrastate travel is important for vulnerable populations, like disaster evacuees, unhoused people subject to displacement, and people seeking abortions in states without uniform availability, like New Mexico. Despite the essential nature of the implicated actions, federal courts do not agree on whether the U.S. Constitution guarantees the right of intrastate travel. The rapid advancement of artificial intelligence (AI) and machine learning (ML) is transforming modern warfare, particularly in decision-making. To maintain its strategic edge, the U.S. Department of Defense (DoD) must accelerate AI/ML adoption within its decision-making. This paper examines the organizational design factors that influence AI/ML integration in the Joint Force, applying a modified Star Model framework that includes People, Structure, Processes, Incentives, and Leadership & Management.

An urban work zone refers to a designated area within a city where roadway construction, maintenance, or rehabilitation activities are taking place. As the world grows more interconnected through globalization, the opportunity for international parental kidnapping has increased. International parental kidnapping occurs when a parent or guardian wrongfully removes and retains a child from their habitual residency, even with the existence of a custody agreement. This article examines the role of the International Criminal Police Organization (“Interpol”) and how their use of Red and Yellow Notices can meddle in international custody disputes. Interpol consists of 196 member states, each of which is connected through Interpol’s database. Interpol links local law enforcement agencies in each of the member states. A Red Notice is …

Fragmented Responses: Variability In Law Enforcement And Prosecutorial Approaches To Sexual Assault Cases, Veronica Gonzalez

"Sexual assault (SA) remains a pervasive issue in the United States, marked by low reporting rates, inconsistent investigations, and limited convictions. In response, researchers and practitioners have promoted a range of best practices aimed at improving law enforcement and prosecutorial responses. This qualitative study draws on interviews with 13 law enforcement agencies and 12 prosecutors' offices to explore how recommended practices—such as victim advocacy, specialized units, interagency collaboration, and case reviews—are interpreted and operationalized in the field. Findings reveal substantial variability, shaped not only by resource availability but also by leadership priorities, organizational culture, and the ambiguity of guidance documents. …

As a variety of the problem-solving court model, community courts have received significant scrutiny and debate. Quantification Of Interfacial Defects In Frp-Strengthened Rc Member Using Non-Destructive Testing Methods, Yuliya Tyrak

Externally bonded fiber-reinforced polymer (FRP) composites are widely used to strengthen reinforced concrete (RC) structures. However, the long-term performance of these systems depends on the integrity of the FRP–concrete bond. Interfacial defects such as debonding, delamination, cracking, and voids may reduce structural capacity and are often difficult to detect using conventional inspection techniques. This study investigates the effectiveness of nondestructive testing (NDT) methods for detecting interfacial defects in FRP-strengthened RC members. It explores the potential for automated defect identification using thermal imaging and machine learning.

The reliability of emergency signaling from computing devices (e.g., smartphones, smart watches, or wearable devices) with direct-to-satellite communication can be affected when a primary communication link is unavailable due to factors such as antenna obstruction, environmental shielding, or power constraints. Systems and methods are described that provide a peer-to-peer relay mechanism. For example, upon failure to establish a primary long-range connection, a first device can broadcast an emergency relay request using a low-power, short-range radio. Ai-Powered Reporting For Improved Hospital Efficiency, Joel C. Laskow, Chris Papesh, Srishti Awasthi, Jacquelyn Cheun

This study explores the feasibility of an AI-powered chatbot for HIPAA-aligned intake of emergency room patients seeking treatment for overdose and violence. The system utilizes AWS Amplify, an encrypted EC2 instance, and a secure S3 Bucket house on Amazon Web Services. Chat functionality is powered by a multi-agentic framework operating on Anthropic’s Claude Sonnet 4. Manual evaluation and exact match testing reveal the system reliably obtains and records relevant information during intake. Future work will focus on expanding accessibility by integrating voice functionality, obtaining HIPAA compliance certifications, and incorporating the chat system into existing healthcare networks.

Violence and overdose events in Las Vegas occur at rates above the national average, with fewer than half of violent injuries reported to law enforcement [2,7]. The Cardiff Model offers a proven framework for standardized data collection and sharing between hospitals and public safety partners, yet many implementations still rely on manual entry. We propose an ambient triage pipeline integrated with Oracle-Cerner electronic health record systems to listen to nurse–patient dialogue, convert speech to text, extract Cardiff fields, and write standards-based FHIR Bundles for analytics. Given the increasing availability of high-potency Δ9-tetrahydrocannabinol (Δ9-THC) products, understanding potency-related effects of Δ9-THC on driving performance is an important public safety issue. This randomized, double-blind, placebo-controlled, within-subjects trial examined the effects of smoked cannabis with varying Δ9-THC concentrations on simulated driving. Adults aged 19–45 who regularly used cannabis and held valid driver’s licenses completed simulated driving tasks after smoking placebo, or cannabis containing low (6.25%/47 mg Δ9-THC), medium (12.5%/94 mg Δ9-THC), or high (22%/165 mg Δ9-THC) Δ9-THC levels. The purpose of this single-embedded case study was to understand how school-based extracurricular activities (SBEAs) were utilized to combat community violence among students in an urban school district. The Navy faces an unprecedented global staffing shortage in the mental health career field. To address the problem, the Navy implemented human resource strategies to improve personnel quality of life and invested in improving service members' mental health. This phenomenological study aimed to understand the interplay between the mental well-being of law enforcement personnel and the potential for pastoral care provided by law enforcement chaplains. Mental well-being is defined as one’s ability to cope with the stresses of life, recognize one’s abilities, learn effectively, work efficiently, and contribute to one’s community (World Health Organization, 2022). 310 Prolific participants viewed eight AI-generated images of men who appeared to be Asian, Hispanic, Black, or White who were "suspects in an ongoing investigation." Participants viewed one of the two targets for each ethnic group, one with an arm tattoo and one without. Participants rated each target on characteristics such as intelligence, competency, and trustworthiness, and rated how likely they think it is that the target is the perpetrator. AI men without a tattoo were rated higher on positive characteristics, for all four races. Hispanics were rated the lowest, with or without a tattoo.

This descriptive case study examines the perceived effectiveness of the Bengal Triathlon, an experiential learning (EL) activity integrated into a sport management course at Idaho State University. Drawing on student reflections over three years, the study highlights how this experience enhanced students’ confidence and skills in planning and managing sport events, particularly in high-pressure areas such as risk management, event logistics, and customer service. Despite participation being a course requirement, a noticeable shift in student attitudes was observed.
