Scholarship on policing has exploded in recent years as bystanders increasingly record and circulate videos of police brutality, much of it directed at civilians of color. These incidents have invited significant attention on the culture of police departments and police unions, generating widespread calls for the reform or even the abolition of police forces. The traditional considerations at the center of these debates include the practical challenges to enacting reforms, the expected efficacy of proposed changes for curtailing abuses, and the possible costs of these changes (whether measured in dollars or crime rates). This Article summarizes and comments on a 2021 survey by the American College of Tax Counsel (ACTC) on the policies and procedures followed by law and accounting firms in drafting tax opinions. The Article provides background on the contexts in which tax opinions are issued and considerations that are relevant to the composition of such opinions; defines and distinguishes among the levels of assurance at which tax opinions are typically provided; and presents an overview of ethical rules and related considerations, including Circular 230 and the Code's preparer penalty provisions, implicated in the process of drafting and issuing tax opinions. …

B-site ordered 4d1 and 5d1 double perovskites have a number of potential exotic ground states including multipolar order, quantum spin liquids and valence bond glass states. These arise from the complex interactions of spin-orbital entangled Jeff = 3/2 pseudospins on the geometrically frustrated fcc lattice. The 4d1 Mo5+ perovskite Ba2YMoO6 has been suggested to have a valence bond glass ground state. Here we report on the low temperature properties of powder samples of isostructural Ba2LuMoO6: the only other known cubic 4d1 perovskite with one magnetic cation. Our …

The concern of 5G C-band frequency interference with global aviation operations was founded on the criticality of a single-point failure with the radio altimeter operations. The research in this report intends to highlight the severe impact of 5G C-band implementation on the air transportation industry. It focuses on one airport in the United States, Seattle-Tacoma International Airport (SEA), one of the busiest airports in the country, flying both domestically and internationally. The results show that Boeing aircraft are affected more than Airbus for 5G interference. Further, the findings show that the United States should align its 5G implementation with other …

Trapped On The Eve Of War, 1941: Stalin And His Generals Failing Separately And Together, Cynthia A. Roberts

This chapter examines Soviet military planning and preparedness on the eve of Germany’s June 1941 invasion of the Soviet Union. Drawing on archival evidence and post-Soviet scholarship, it reassesses explanations for the Red Army’s catastrophic initial defeats. It argues that the General Staff’s unrealistic offensive plans and force posture conflicted with Stalin’s political strategy of deterrence and war avoidance. This mismatch, rooted partly in the Soviet military’s organizational preference for offensive operations and flawed assumptions about mobilization and the initial period of war, increased Soviet vulnerability to surprise attack. The chapter considers the development of Soviet war plans in 1940–1941, …

This article's central argument is that as a consequence of ride-hailing applications (apps), formalized informality has emerged among motorcycle taxi drivers (MTDs). The aim is to provide preliminary recommendations for reconsidering social protection (SP) for MTDs. Platformization and practices of precarising formality through formal-informal interaction are reviewed, as well as employment status and other different forms of employment. MTDs are unevenly matched in power relations dominated by the government and non-government officials, insecurity and uncertainty related to job precarity results. This qualitative research study aims to examine theThai-Myanmar maritimedispute,applying the dispute settlement mechanism of the 1982 United Nations Convention on theLaw of the Sea (UNCLOS). The research methodology includes documentary research and in-depth interview. After analyzing data collected,itis found that the dispute settlement mechanismof the UNCLOS comprises voluntary and compulsory procedures. As both Thailand and Myanmarare parties to the UNCLOS and their dispute involves an area in the Andaman Sea, thoseprocedures may be applied. Plastics can reach the coastal environment and could impact the marine environment. Mussels are marine organisms which are prone to be exposed to microplastics pollution. Therefore, in this preliminary study, the commercially important green mussel (Perna viridis) collected at the Koh Phee Canal in Phuket, Phuket Province, southern peninsular Thailand, was investigated. The collected mussels from aquaculture farm fell into three age groups, namely 1 year-1 month, 1 year-7 months, and 1 year-9 months. A descriptive study was conducted on 250 consumers who were shopping in different stores of Kashan city in Iran in 2020 to investigate the consumers’ intention, attitude, subjective norms and perceived behavioral control towards reducing the consumption of plastic bags and using cloth bags based on the theory of planned behavior (TPB). This study developed a groundwater flow model to propose the possible Managed Aquifer Recharge (MAR) scheme for sustainable use of groundwater in the Upper Greater Mae Klong Irrigation Project, Thailand. The site suitability for MAR scheme was assessed through the GIS–based Multi–Criteria Decision Making (MCDM) using the Simple Additive Weighted (SAW) method. Pollution of water resources by uncontrolled pesticide use is a serious health and environmental issue. In this study, concentrations of three organophosphorus pesticides (diazinon, malathion, and azinphos-methyl) in water and sediment samples from five estuaries (Sefidrud, Chalus, Babolrud, Tajan, and Gorganrud) along the Caspian Sea were investigated. Samples were collected from surface water and sediment during summer to autumn, and pesticides were analysed by gas chromatography-mass spectrometry (GC-MS). Results indicated that salinity and turbidity in Gorganrud were higher (salinity: range 2–8%; turbidity: range 1–9%) compared to other stations. In this work, biochar synthesized from orange peel modified with magnetite was used as an alternative magnetic adsorbent for dye removal. The magnetization of the synthesized biochar was done using the co-precipitation method. The obtained composite was characterized by X-ray diffraction (XRD), Scanning electron microscopy (SEM), and Raman spectroscopy. The efficiency of magnetized biochar (OPB/Fe3O4) was studied in the process of removing crystal violet (CV) from an aqueous solution at different temperatures. Physicochemical characteristics of porous substrates (longan biochar, corn biochar, and pumice) including specific surface area (SSA), pore volume (Vp), and cation exchange capacity (CEC) were determined. Longan biochar had the highest SSA, Vp, and CEC, followed by corn biochar and pumice. Then, columns filled with each of these 3 substrates together with gravel as a control treatment, were evaluated to compare wastewater treatment efficiency under different hydraulic retention times (HRTs). Biochar made from agricultural waste products can be used as a low-cost adsorbent targeting dissolved organic matter (DOM). In water treatment plant (WTP), DOM reacts with chlorine-based disinfectant and forms carcinogenic disinfection by-products. The objective of this study was to investigate the applicability of bamboo biochar derived from wood vinegar production waste as an adsorbent for DOM removal and subsequently trihalomethane formation potential (THM-FP) reduction. Heavy metals in coastal sediments can adversely affect human health and the environment. The distribution and metal bioavailability of Pb and Zn in 21 sediment samples collected from Phuket Bay, Phuket, Thailand using the first-two steps of sequential extraction proposed by the Standards, Measurements and Testing programme (known as BCR) was determined. The results showed that Pb formed weak complexes contributing up to 11.2% to 33% of its total concentration (1.7 to 7.5 mg kg-1) in the first fraction (BCR1), while Zn in the BCR1 fraction ranged from 4.9% to 9.9%. Increased groundwater extraction from aquifers in Holo-Quaternary rock formations in Lampung Bay has caused saltwater intrusion. This indication appears in several community wells and can spread further inland. Therefore, this study aims to identify the distribution of areas exposed to saline water and the boundaries of areas that have not, especially in the Holo-Quaternary Formation. Background: Chronic pain is a prominent feature of many pediatric rheumatic conditions. However, the diagnosis, experience, and treatment of musculoskeletal pain varies by condition. Therefore, the overall aim of the present study is to elucidate group differences and examine biopsychosocial correlates of pain in children with juvenile idiopathic arthritis (JIA), juvenile primary fibromyalgia syndrome (JPFS), non-specific chronic pain (NSCP), and pain-free controls.Methods: We recruited 117 (66% female, 73% White) school-aged children from Children’s of Alabama Rheumatology and Allergy Clinics and the community. While President Trump was extreme in his contempt for legal and political norms, his presidency was consistent with the direction in which the Republican Party has moved over the past several decades. Strategies put in place by Trump and other Republicans, along with institutional aspects of our country’s “democracy,” assure the Republican Party’s continued, outsized controll despite Trump’s failure to achieve a second term.
