Felony convictions leave ex-offenders searching for employment but are regularly denied jobs due to their status as past felons. Inability to obtain employment has been shown to increase recidivism. The research problem was that the hiring managers' perception of the applicants with past criminal convictions could distort their hiring decisions. This study explored a process that can help nonprofit organizations design and implement a new contract management system with a standardized workflow associated with administering their government contracts. The problem directly resulted in a decrease in efficiency and profitability for the organization. A mixed method study was conducted based on the business process reengineering (BPR) model.
