Government, Citizen, And Social Media : Understanding Police-Citizen Interaction On Weibo In China, Yumeng Luo
Government, Citizen, And Social Media : Understanding Police-Citizen Interaction On Weibo In China, Yumeng Luo
Legacy Theses & Dissertations (2009 - 2024)
This dissertation systematically examined the Beijing Police Department (BPD) daily use of social media and citizens’ comments it received. Previous studies in the field of e-government and political communication in the Chinese context focused only on the measurement of quantitative indicators of government use of social media or a single event. This dissertation incorporates theoretical frameworks of e-government, public relations, and the public sphere to provide a detailed picture of citizen and government interaction in the Chinese context. Using the BPD as my case study, I not only explored government’s daily activities and engagement strategies but also examined the nuances …
Dynamics In Public Finance And Disaster Management : Financial Impacts Of Natural Disasters, Intergovernmental Aid, And Community-Level Social Effects, Sungyoon Lee
Legacy Theses & Dissertations (2009 - 2024)
This dissertation explores how various types of disasters affect the financial behaviors of local governments, interacting with public managerial decisions, intergovernmental aid, and community-context effects. The first essay examines whether 1) disaster aid distribution is associated with social vulnerability indicators of affected counties given the same level of disaster damage, and 2) ethnic representativeness of the Federal Emergency Management Agency (FEMA) workforce increases policy benefits in terms of disaster relief funds for counties with a higher level of vulnerability related to minority status. I use hierarchical linear modeling (HLM) to test the U.S. counties that have received disaster aid funds …
From Dissenting-Voice To Democratic Bureaucracy : Three Essays On Bureaucratic Whistleblowing, Minsung Michael Kang
From Dissenting-Voice To Democratic Bureaucracy : Three Essays On Bureaucratic Whistleblowing, Minsung Michael Kang
Legacy Theses & Dissertations (2009 - 2024)
Public administration scholars have long believed that bureaucratic whistleblowers help make bureaucracies more democratic, effective, and accountable. With these firm convictions, the U.S. federal government has introduced a series of whistleblower protection systems to balance administrative power and external political accountability of public organizations. Building on this intellectual history of public administration scholarship on whistleblowing, this dissertation aims to: 1) understand bureaucratic whistleblowing at the theory-level, 2) examine the effects of whistleblower protection laws on bureaucrats at the individual-level, and 3) investigate how whistleblowing outcomes can reshape bureaucracies at the organizational-level.

The Limits Of Regulation By Insurance, Kenneth S. Abraham, Daniel Benjamin Schwarcz
The Limits Of Regulation By Insurance, Kenneth S. Abraham, Daniel Benjamin Schwarcz
Indiana Law Journal
Insurance is an enormously powerful and beneficial method of spreading risk and compensating for loss. But even insurance has its limits. A new and misleading aspiration for insurance—that it also can and often does substitute for or significantly complement health and safety regulation—is increasingly in vogue. This vision starts from the uncontroversial recognition that insurers typically adopt measures designed to counteract “moral hazard,” the tendency of insurance to blunt policyholders’ incentives to take care. But proponents of this vision go on to contend that the risk-reducing potential of insurance is significantly more extensive than is traditionally imagined, because insurers are …

The Effect Of Medicaid On Recidivism: Evidence From Medicaid Suspension And Termination Policies, Gultekin Gollu, Mariyana Zapryanova
Economics: Faculty Publications
Although people who go through the prison and jail system in the United States have significant health care needs, many leave it with no health insurance and, as a result, they experience gaps in access to care. Exploiting variation in Medicaid eligibility policies for incarcerated individuals across states and using administrative prison release data, we find that suspending rather than terminating Medicaid upon incarceration decreases the probability of returning to prison within 1 and 3 years of release by 2.91 and 4.58 percentage points, respectively. These effects are observed among different types of prisoners, but are greater for Black and …
Bargaining For Abolition, Zohra Ahmed
Bargaining For Abolition, Zohra Ahmed
Fordham Law Review
What if instead of seeing criminal court as an institution driven by the operation of rules, we saw it as a workplace where people labor to criminalize those with the misfortune to be prosecuted? Early observers of twentieth century urban criminal courts likened them to factories. Since then, commentators often deploy the pejorative epithet “assembly line justice” to describe criminal court’s processes. The term conveys the criticism of a mechanical system delivering a form of justice that is impersonal and fallible. Perhaps unintentionally, the epithet reveals another truth: criminal court is also a workplace, and it takes labor to keep …

How Do Perceptions Of Risk Communicator Attributes Affect Emergency Response? An Examination Of A Water Contamination Emergency In Boston, Usa, Amy Hyman, Sudha Arlikatti, Shih-Kai Huang, Michael K. Lindell, Jeryl Mumpower, Carla S. Prater, Hao-Che Wu
Research, Publications & Creative Work
A water main break that contaminated the Boston area's water distribution system prompted a four-day “boil water” order. To understand risk communication during this incident, 600 randomly sampled residents were mailed questionnaires, yielding 110 valid responses. This article describes how perceptions of different social stakeholders influenced whether respondents complied with the Protective Action Recommendation—PAR (i.e., drank boiled water), took alternative protective actions (i.e., drank bottled water or/and self-chlorinated water), or ignored the threat (i.e., continued to drink untreated tap water). Respondents perceived technical authorities (i.e., water utility, public health, and emergency management) to be higher on three social influence attributes …
Public Safety Concerns And Meeting The Dudenhoeffer Pleading Standard, Douglass G. Brown
Public Safety Concerns And Meeting The Dudenhoeffer Pleading Standard, Douglass G. Brown
Journal of Air Law and Commerce
This Comment analyzes the recent Employee Retirement Income Security Act (ERISA) stock drop cases against The Boeing Company (Boeing) and reviews the underlying pleading standard in these cases that the Supreme Court set forth in Fifth Third Bancorp v. Dudenhoeffer. With the tremendous amount of assets in retirement plans—and specifically in employee stock ownership plans—litigation under ERISA can be extremely costly to employers, especially those in the airline industry that offer these plans. The current pleading standard for stock drop cases has become a practically insurmountable barrier to plaintiffs, even when their employers know they are negligently creating products …
Taking Down The Eighth Circuit Monolith: Big-Ag & Ag-Gag, Kelly Shanahan
Taking Down The Eighth Circuit Monolith: Big-Ag & Ag-Gag, Kelly Shanahan
Nebraska Law Review
The term “Ag-Gag” refers to a collection of laws passed by various state legislatures to protect farm animal operations from undercover investigations and whistleblowers that document animal cruelty.1 These laws are also often referred to as farm security laws or antiwhistleblower legislation.2 There have been two phases of these laws within the United States.3 First, in the 1990s, Kansas, Montana, and North Dakota legislators passed laws in response to an uptick in terroristic bombings and arsons occurring primarily at non-farm facilities like research laboratories.4 State legislatures passed the second phase of Ag-Gag laws in the 2010s largely in response to …

West Chester University Doctoral Projects
Abstract
The present study investigated the impact of departmental procedural fairness on officers' psychological well-being and engagement in citizenship behaviors. An additional variable considered was the mediating impact of psychological safety on officers' psychological well-being and citizenship behaviors. The findings of this study identify internal operations of police departments as fertile ground for systemic improvements within policing.

Nebraska Rural Poll
Most rural Nebraskans receive their home tap water from city water or municipal water systems. Just over two-thirds of rural Nebraskans receive their drinking water from a municipal system. One-quarter have private well water and seven percent are on a rural water system.
Many rural Nebraskans have tested their home tap water for nitrates. However, a similar proportion indicated they have not tested their water or are unsure. Persons with higher household incomes are more likely than persons with lower incomes to have tested their home water for each of the items listed. Many persons with the lowest household incomes …

January 6, Ambiguously Inciting Speech, And The Overt-Acts Rules, Alan Z. Rozenshtein, Jed H. Shugerman
Constitutional Commentary, Vol. 37 and later (2023–present)
A prosecution of Donald Trump for his role in the January 6 attack on the Capitol would have to address whether the First Amendment protects the inflammatory remarks he made at the “Stop the Steal” rally. A prosecution based solely on the content of Trump’s speech—whether for incitement, insurrection, or obstruction—would face serious constitutional difficulties under Brandenburg v. Ohio’s dual requirements of intent and likely imminence. But a prosecution need not rely solely on the content of Trump’s speech. It can also look to Trump’s actions: his order to remove the magnetometers from the entrances to the rally and his …

“I Was Just A Kid”: Addressing The Collateral Consequences Of A Juvenile Record On Employment, Lauren Wray
“I Was Just A Kid”: Addressing The Collateral Consequences Of A Juvenile Record On Employment, Lauren Wray
Touro Law Review
There is a common myth that juvenile records are confidential, when in fact only nine states fully prohibit public access to juvenile records. Landlords, employers, and educators in a majority of states may ask questions about a juvenile’s record. Studies have shown that employers are less likely to hire an applicant who has a juvenile delinquency, and that many employers may not be able to differentiate between a juvenile and adult record. This Note reviews the intersectional flaws of the New York juvenile justice system and the New York labor laws. Specifically, it evaluates policies New York has implemented with …
Workplace Violence, Trauma, And The Lived Experience Of Corrections Officers: A Phenomenological Study, Amanda Smith
Workplace Violence, Trauma, And The Lived Experience Of Corrections Officers: A Phenomenological Study, Amanda Smith
Walden Dissertations and Doctoral Studies
Corrections officers are required to ensure compliance from inmates, and sometimes they have to use force, resulting in violent encounters. Such incidents can be traumatic for those directly and indirectly involved. Previous studies examined the working conditions of jail staff, but their focus was not primarily directed toward corrections officers. The purpose of this qualitative phenomenological study was to explore how everyday occurrences of violence associated with working in jails influence corrections officers’ physiological well-being. The theory of constructed emotions framed this study. Recruiting was conducted using a demographic and interest survey distributed through Facebook. Using purposive sampling, semi structured …
