Virginia Renews Its Faith In Second Chances, The Honorable Jerrauld C. Jones, Julie E. Mcconnell

Law Faculty Publications

"On January 1, 1995, in the early morning hours, 17-year-old A.M. committed a crime in Virginia that would change his life forever. Tragically, he and two co-defendants took a man’s life. He will live the rest of his life regretting that day and working to become a better person. Something else significant happened on January 1, 1995˗˗Virginia’s legislation to abolish discretionary parole went into effect. (See Va. Code §53.1-165.1) If he had committed the crime one day earlier, A.M. would have been eligible for parole years ago. Under the new law, however, any person sentenced to a term of incarceration …

A "Directed Trust" Approach To Intergenerational Solidarity In American Environmental Law And Policy: A Modest Proposal, Lucia A. Silecchia

Scholarly Articles

In recent years, much has been written about trust principles as a useful lens through which to view environmental obligations – particularly with respect to the obligations of the present generation to those who will live in the generations to come.
Underlying much of this discussion is the ancient principle of the public trust doctrine as a vehicle for meeting that intergenerational responsibility. However, while trust theory enjoys an impressive legal pedigree, it has not gained as much traction in American environmental law as might be effective for addressing contemporary environmental issues.
One reason that the trust model is not …

Barriers To Purchasing Narcan® In Georgia: A Survey Of Pharmacy Staff, Thomas E. Griner, Sheryl Strasser, Stacie Kershner, Ashli Owen-Smith, Matthew J. Hayat

Journal of the Georgia Public Health Association

Background: In Georgia, recent measures have expanded public access to naloxone-containing products like Narcan® to combat opioid-related overdose deaths. Although laypersons may legally purchase naloxone products without a prescription for use during opioid-related overdose events, barriers may remain.

Methods: We conducted an anonymous telephone survey to investigate three potential barriers to purchasing naloxone (Narcan®) in Georgia: availability, price, and working knowledge of legal requirements among pharmacy representatives. We surveyed pharmacy representatives in select Georgia counties with high volumes or high rates of poisoning deaths compared with other counties. We also compared responses among chain and non-chain representatives. Descriptive statistics are …

“It Didn’T Matter What The Bill Said...”: Influences On Abortion Policy Legislative Decision-Making In Georgia, Erica Barton, Subasri Narasimhan, Dabney P. Evans

Journal of the Georgia Public Health Association

Background: In March 2019 the Georgia legislature passed HB 481 described as a “heartbeat bill”, prohibiting abortion at around six weeks gestation. Given the prevalence of anti-abortion legislation and the public health implications of abortion restrictions, we sought to understand how Georgia legislators made decisions on this early abortion ban legislation.

Methods: We conducted in-depth interviews with nine legislators from the Georgia House of Representatives who participated in the 2019 legislative session. In-depth interviews were conducted in-person and over the phone. Interview recordings were transcribed verbatim and inductive codes identified. Codes focused primarily on views of: abortion in general; specific …

Chinese Nationalism And The “Gray Zone”: Case Analyses Of Public Opinion And Prc Maritime Policy, Andrew Chubb Jan 2021

Chinese Nationalism And The “Gray Zone”: Case Analyses Of Public Opinion And Prc Maritime Policy, Andrew Chubb

CMSI Red Books

This volume examines the role of popular nationalism in China’s maritime conduct. Analysis of nine case studies of assertive but ostensibly nonmilitary actions by which the People’s Republic of China (PRC) has advanced its position in the South and East China Seas in recent years reveals little compelling evidence of popular sentiment driving decision-making. While some regard for public opinion demonstrably shapes Beijing’s propaganda strategies on maritime issues, and sometimes its diplomatic practices as well, the imperative for Chinese leaders to satisfy popular nationalism is at most a contributing factor to policy choices they undertake largely on the basis of …

The Possible Regulation Of The Csr Of Gaming Enterprises In Macau: Maintain The Current Way And Pursue Sustainable Development, Wenjia Yan

UNLV Gaming Law Journal

In Macau, the gaming industry has brought unparalleled prosperity and stability to society since the privilege of running gaming operations was granted to six casino giants by the concession system in 2002, including three gaming enterprises from Las Vegas, Nevada. However, in the light of Article 13 (2) in the Law No. 16/2001, “Legal Framework for the Operations of Casino Games of Fortune,” the gaming licenses will expire in 2022. Meanwhile, the government will draft the new concession contracts and deliberate the issue of whether the six casino operators can continue their business in Macau. Due to the dominant position …

Soil Erosion Modelling: A Global Review And Statistical Analysis, Pasquale Borrelli, Panos Panagos, Dinesh Panday, 64 More Co-Authors

Department of Agronomy and Horticulture: Faculty Publications

To gain a better understanding of the global application of soil erosion prediction models, we comprehensively reviewed relevant peer-reviewed research literature on soil-erosion modelling published between 1994 and 2017.We aimed to identify (i) the processes and models most frequently addressed in the literature, (ii) the regions within which models are primarily applied, (iii) the regions which remain unaddressed and why, and (iv) how frequently studies are conducted to validate/evaluate model outcomes relative to measured data. To perform this task, we combined the collective knowledge of 67 soil-erosion scientists from 25 countries. The resulting database, named ‘Global Applications of Soil Erosion …

Vision, Challenges And Opportunities For A Plant Cell Atlas, Plant Cell Atlas Consortium, Suryatapa Ghosh Jha, Marc Libault, David W. Ehrhardt, Seung Y. Rhee, 32 Other Scientists

Department of Agronomy and Horticulture: Faculty Publications

With growing populations and pressing environmental problems, future economies will be increasingly plant-based. Now is the time to reimagine plant science as a critical component of fundamental science, agriculture, environmental stewardship, energy, technology and healthcare. This effort requires a conceptual and technological framework to identify and map all cell types, and to comprehensively annotate the localization and organization of molecules at cellular and tissue levels. This framework, called the Plant Cell Atlas (PCA), will be critical for understanding and engineering plant development, physiology and environmental responses. A workshop was convened to discuss the purpose and utility of such an initiative, …

Effects Of Small Molecules In Wnt Signaling On Human Dental Pulp Cells, Chatvadee Kornsuthisopon Jan 2021

Effects Of Small Molecules In Wnt Signaling On Human Dental Pulp Cells, Chatvadee Kornsuthisopon

Chulalongkorn University Theses and Dissertations (Chula ETD)

Osteoblast differentiation requires interaction of several cell signaling to coordinately modulate cell responses. Understanding the integration between signaling pathways provides an insight into molecular mechanism that governs stem cell differentiation. Notch, Wnt, and Interleukin15 (IL15) signaling are among the crucial pathways that control biological processes including osteogenic differentiation. Therefore, this dissertation was focused on modulating these signaling pathways in human dental pulp stem cells (hDPSCs). First, the roles of Wnt signaling in dental pulp homeostasis and dentin regeneration were reviewed. Previous evidence suggested that Wnt might be a promising target cell signaling for dentin regeneration. Thus, effect of Tideglusib, a …
