The Long Con Of Civility, Lynn Mie Itagaki
The Long Con Of Civility, Lynn Mie Itagaki
Connecticut Law Review
Civility has been much on the minds of pundits in local and national political discussions since the 1990s. Periods of civil unrest or irreconcilable divisions in governance intensify concerns about civility. While its more archaic definitions refer to citizenry and civilization, civility is often promoted as the foundation or goal of deliberative democracies. However, less acknowledged is its disciplinary, repressive effects in maintaining or deepening racial, gendered, heteronormative, and ableist hierarchies that distinguish some populations for full citizenship and others for partial rights and protections.
In Part I, I examine a recent series of civility polls, their contradictory results, and …
The Power Of The Civic Mindset: A Conceptual Framework For Overcoming Political Polarization, Daniel L. Shapiro
The Power Of The Civic Mindset: A Conceptual Framework For Overcoming Political Polarization, Daniel L. Shapiro
Connecticut Law Review
This Article proposes a new conceptual paradigm for overcoming political polarization—the civic mindset. I argue that the primary psychological barrier to bridging political divides is an adversarial state of mind called the partisan mindset, and I explain its specific characteristics, fundamental operating principles, and triggers. To combat polarization, I introduce the civic mindset, elucidate its basic features and functions, and explain how societal embrace of this unique outlook can advance a vibrant political space within which partisan competition and national unity can thrive.

Roadside Saliva Swab Testing: A Solution To Drugged Driving Or A Violation Of The Fourth Amendment Right To Privacy?, Demery J. Ormrod
Connecticut Law Review
In Birchfield v. North Dakota, the Supreme Court recognized a distinction between substitute methods for testing blood alcohol contents: pursuant to a DUI arrest, breathalyzer tests may be performed without a warrant, whereas blood draws (even if pursued for the exact same reason) may not. My focus here, in this Note, is on roadside saliva swab testing, a method used by police to determine whether a driver is driving under the influence of cannabis. Ultimately, this Note argues for warranted saliva swab testing, resting on a straightforward analogy: A is more like B than it is like C—or, in this …

Tech Policy Lab
The Tech Policy Lab at the University of Washington has become a leading source for tech policy research and education and an indispensable resource to local, national, and international policymakers. In its seven-year history, the Lab has built a strong network and increased credibility that allows us to work directly with policymakers, publish research and guides on emerging technologies, and provide opportunities for the public to learn from experts. The last two years found not only our state, but our nation and the world in a time of great uncertainty. American society strives to reconcile centuries of racial and other …

We present a small (43mm x 24mm x 15mm), off-the-shelf wireless neurostimulator for rodent deep brain stimulation research. Our device enables researchers to wirelessly configure stimulator settings, such as amplitude, pulse width, channel selection, and frequency, via a phone app. The system uses impedance-independent current-mode stimulation and steers current to a selected channel. In addition to monophasic and biphasic stimulation, the system also supports arbitrary waveform stimulation using pre-stored lookup tables. The system uses a configurable grounding phase to clear residual charge and a stimulation compliance monitor to ensure safe operation. The compliance monitor wirelessly reports the current during stimulation, …

Bargaining For Innovation, Elizabeth I. Winston
Bargaining For Innovation, Elizabeth I. Winston

Reward drives innovation. For this reason, Congress has enacted a system of patents, trademarks, and copyrights to incentivize innovation. Such publicly ordered intellectual property regulation supports public and private interests—mandating disclosure of the innovation while legislating protection of that disclosure. Increasingly, though, the legislated incentives are proving insufficient for innovation, and innovators are relying on private incentives, undermining the fundamental balance of our legal framework and maximizing the reward to innovators at the cost of the public’s interest. Enforcement of contracts that supplant legislation rather than supplement it contravenes public policy and vitiates the public’s interest. It is time to …

Age-associated DNA-methylation profiles have been used successfully to develop highly accurate biomarkers of age ("epigenetic clocks") in humans, mice, dogs, and other species. Here we present epigenetic clocks for African and Asian elephants. These clocks were developed using novel DNA methylation profiles of 140 elephant blood samples of known age, at loci that are highly conserved between mammalian species, using a custom Infinium array (HorvathMammalMethylChip40). We present epigenetic clocks for Asian elephants (Elephas maximus), African elephants (Loxodonta africana), and both elephant species combined. Two additional human-elephant clocks were constructed by combining human and elephant samples. Epigenome-wide association studies identified elephant …
