Reimagining Public Safety In The Aftermath Of George Floyd, William J. Benet, Joseph Mcmillan
Reimagining Public Safety In The Aftermath Of George Floyd, William J. Benet, Joseph Mcmillan
Journal of Sustainable Social Impact
Following the murder of George Floyd, the U.S. Congress called upon the National Organization for Black Law Enforcement Executives (NOBLE) to play a role in the reimagining of policing in America and a transformation of policing from a warrior to a guardian mentality. In turn, NOBLE partnered with the Institute for Polarities of Democracy (also referred to as the Institute) to conduct an analysis of the 21st century policing report. In this article we summarize the results of a year-long Phase 1 analysis carried out by the Institute and NOBLE. The Phase 1 analysis was conducted with support from the …

The Impact Of Hospital Concentration On Municipal Finances, Jarrett Bell
The Impact Of Hospital Concentration On Municipal Finances, Jarrett Bell
The Yale Undergraduate Research Journal
Since adoption of the Affordable Care Act, hospital concentration has increased across the country, with alarming implications for healthcare affordability. This paper finds evidence that hospital concentration is associated with increases in tax revenue and property tax revenue per capita within a city. The relationship between hospital concentration and taxes is strongest in cities with higher tax revenues, with higher nonprofit ownership shares, and that financially support their hospitals. This paper investigates two potential mechanisms through which hospital concentration may increase tax revenues within a city—specifically, the effect of concentration on changes in nonprofit or for-profit hospital ownership and the …

Emancipations: A Journal of Critical Social Analysis
The world faces – let us say – four great threats, and because nothing really changes, we know their names: Pestilence, War, Famine, and Death. With modest modernization these categories can serve to guide our minds on a tour of the economic policy choices of the near and distant future.

Woman and Child Health
The COVID-19 pandemic has highlighted the global imperative to address health inequities. Observational studies are a valuable source of evidence for real-world effects and impacts of implementing COVID-19 policies on the redistribution of inequities. We assembled a diverse global multi-disciplinary team to develop interim guidance for improving transparency in reporting health equity in COVID-19 observational studies. We identified 14 areas in the STROBE (Strengthening the Reporting of Observational Studies in Epidemiology) checklist that need additional detail to encourage transparent reporting of health equity. We searched for examples of COVID-19 observational studies that analysed and reported health equity analysis across one …

Purpose: to theoretically contextualize the Liquefied Natural Gas (LNG) issue using Bauman and Debord. More generally, this research provides a theoretical and qualitative context to understand the LNG issue in discussions of environmental management, globalization, and local government.
Design/methodology/approach: this article uses Boje’s narrative case study approach to analyze the politics around localized resistance movements to LNG production in the Rio Grande Valley. Specifically, the study examines data collected from the Federal Energy Regulatory Commission (FERC), personal interviews, and public declarations (newspapers, blogs, social media) to create an historiographical account of LNGs in the RGV to analyze the Laguna Madre …

Ethical Dilemma: Police Access To Private Internet Data An Analysis Of The Ecpa Of 1986, Its Effects On The St. Louis Area, And The Proposed Solutions To Remedy This Outdated Document., Amber Essary
Undergraduate Research Symposium
My research was focused on the ethical dilemma of police access to private internet data and how it pertains to the outdated Electronic Communications Privacy Act (ECPA) of 1986. This work contains a case study of serial killer Maury Travis, an overview of the history of the ECPA, an argument for why police should have access to private data, an ethical analysis of the two solutions to this dilemma, and an argument for what solution I believe to be the best one. My research concluded that the two possible solutions to this dilemma were to revise the ECPA or to …
Radioactive Waste Management In St. Louis, Amanda Lopez
Radioactive Waste Management In St. Louis, Amanda Lopez
Undergraduate Research Symposium
In St. Louis, MO, we face a nuclear waste dilemma due to the poorly disposed uranium ore materials in the West Lake and Bridgeton landfill areas. The ethical dilemma can be seen as nuclear waste's intergenerational implications and the search for sustainable development options. This research evaluates the most environmentally responsible radioactive waste management strategies and attempts to find an equitable solution to the St. Louis radioactive waste dilemma.

A Two-Stage Peer-To-Peer Energy Trading Model For Distribution Systems With Participation Of Utility, Y. Liu, L. Wu, Jie Li
A Two-Stage Peer-To-Peer Energy Trading Model For Distribution Systems With Participation Of Utility, Y. Liu, L. Wu, Jie Li
Henry M. Rowan College of Engineering Departmental Research
With the growing penetration of distributed energy resources (DER) in distribution systems, the traditional utility dominated tariff-based business model may no longer meet the need for further development. As a result, the transformation from the traditional tariff-based business model to the emerging peer-to-peer energy trading model has been acknowledged by researchers and policy makers. In this paper, a two-stage peer-to peer energy trading model is proposed while considering the role of the utility. Specifically, energy transactions between buyers and sellers are optimized in the first stage; the cleared transactions are submitted to the utility for approval in the second stage, …

Blue Racing: The Racialization Of Police In Hate Crime Statutes, Christopher Williams
Blue Racing: The Racialization Of Police In Hate Crime Statutes, Christopher Williams
University of Michigan Journal of Law Reform
Content warning: this Article discusses police brutality.
The relationship between race, law, and policing is one that has been analyzed by many scholars throughout U.S. history. The vast majority of research about police has highlighted policing in relation to groups they police, focusing on areas such as policing practices, policies, or involvement in the racialization of minority groups. This scholarship has far outpaced research on actions taken by law enforcement on behalf of law enforcement— specifically, how law enforcement engages in racialization out of self-interest. A better understanding of the ways in which law enforcement engages in racialization that is …
