Competition Law In The Quasi-Liberalized Postal Service Market: An Overview, Fatih Buğra Erdem Sep 2021

Competition Law In The Quasi-Liberalized Postal Service Market: An Overview, Fatih Buğra Erdem

Yearbook of Antitrust and Regulatory Studies

Postal services in the European Union have been liberalized through three postal directives, namely, 97/67/EC, 2002/39/EC and 2008/6/EC as per the Green paper, which emphasises the necessity of the liberalization of postal services for the development of the single market and the promotion of socio-economic development. Nevertheless, the realisation of this transition is questionable. Although these directives, to remove all barriers for new entrants, have established the necessary legal framework, formerly monopolised national postal operators have retained their dominant positions to a large extent and attempted to abuse it. Therefore, the implementation of competition law provisions plays an important role …

Automated Drone Detection Using Yolov4, Subroto Singha, Burchan Aydin Sep 2021

Automated Drone Detection Using Yolov4, Subroto Singha, Burchan Aydin

Faculty Publications

Drones are increasing in popularity and are reaching the public faster than ever before. Consequently, the chances of a drone being misused are multiplying. Automated drone detection is necessary to prevent unauthorized and unwanted drone interventions. In this research, we designed an automated drone detection system using YOLOv4. The model was trained using drone and bird datasets. We then evaluated the trained YOLOv4 model on the testing dataset, using mean average precision (mAP), frames per second (FPS), precision, recall, and F1-score as evaluation parameters. We next collected our own two types of drone videos, performed drone detections, and calculated the …

Is Arizona’S Senate Bill 1070 A Degenerative Policy? Latinos Say Yes, And No. Implications For Latinos And Democracy In A Trump World, Karina Moreno Sep 2021

Is Arizona’S Senate Bill 1070 A Degenerative Policy? Latinos Say Yes, And No. Implications For Latinos And Democracy In A Trump World, Karina Moreno

Journal of Public Management & Social Policy

Schneider and Ingram’s theory of policy design (1997) states that policy making includes a process through which knowledge is socially constructed and is a domain in which power elites are able to manipulate symbols, rhetoric, images, and distort logical lines of inquiry to justify policies that privilege certain social groups while stigmatizing and disenfranchising others. Policies act as lessons, and individuals, in turn, then internalize messages on their value to society based on the policies that are assigned to them. Using qualitative data in the form of in-depth interviews conducted with Latinos in Arizona, this paper asks, Is Arizona’s Senate …

In The Midst Of An Epidemic: How Print Media Shapes Policy Feedback To The Opioid Crisis, Peter S. Federman Sep 2021

In The Midst Of An Epidemic: How Print Media Shapes Policy Feedback To The Opioid Crisis, Peter S. Federman

Journal of Public Management & Social Policy

As opioid addiction has spread across the country, media discourse around opioid abuse has consistently increased. A content analysis of local newspaper articles from the state of Massachusetts reveals that political and administrative officials conceive of Narcan in distinct ways. Administrators, including police and fire officials, see Narcan as a means to accomplish their organizational mission. Conversely, elected officials are primarily concerned with cost, legal ramifications and the broad impact of the opioid crisis, remaining disconnected from street-level concerns. In delineating these divergent perspectives, this article provides two unique contributions: first, it applies policy feedback theory as a framework to …

A Burning Question: Sparking Federal Protection Of Inmate Firefighters Through California’S Conservation Camp Program, Zachary T. Remijas Sep 2021

A Burning Question: Sparking Federal Protection Of Inmate Firefighters Through California’S Conservation Camp Program, Zachary T. Remijas

Journal of the National Association of Administrative Law Judiciary

The mounting demand for inmate firefighters in response to increased disaster relief has made such individuals an indispensable resource to the State of California. As a result, state agencies in charge of administering inmate firefighters’ services must give renewed attention to expanding efforts to protect the inmates’ livelihood both before and after a participating inmate’s release. This Comment provides an overview of California inmates undertaking prison labor as volunteer firefighters under the Conservation Camp Program. The Comment further critiques the nonreciprocal approach taken towards inmate firefighting resources, while advocating for a more intentional rehabilitationist approach that implores the California Department …

Due Process And Administrative Hearings In The Time Of Covid-19: Help, I Need Somebody!, Leslie Birnbaum Sep 2021

Due Process And Administrative Hearings In The Time Of Covid-19: Help, I Need Somebody!, Leslie Birnbaum

Journal of the National Association of Administrative Law Judiciary

The COVID-19 pandemic has caused the reinvention of the administrative hearing process in a virtual or hybrid setting. Since March 2020, administrative forums have experienced continuances, backlogs, and the digital divide. The purpose of this paper is to examine the effects of COVID-19 on procedural due process and administrative hearings, and to address some of the problems and unanswered questions about the new normal. Part I presents background information about the virus and a brief history of pandemics. Part II examines past and present case law, and the NAALJ and National Conference of Administrative Law Judges' national survey. Part III …
