Full TextCities around the world are facing increasingly complex problems. These problems frequently require collaboration and information sharing across agency boundaries. In our view, information sharing can be seen as an important dimension of what is recently being called smartness in cities and enables the ability to improve decision making and day-to-day operations in urban settings. Unfortunately, what many city managers are learning is that there are important challenges to sharing information both within their city and with others.Based on nonemergency service integration initiatives in New York City and Mexico City, this article examines important benefits from and challenges to information sharing …

The role of public libraries in their communities has evolved over time. Once mainly repositories of knowledge sources and items typically dispensed through physical shelves and manual catalogues, public libraries have become anchor institutions with the unique ability to understand and support community needs, strengthen civic life, and facilitate engagement among community members to achieve shared goals.Currently, public libraries offer programs and services to a variety of patrons, designed to meet their diverse needs and demands. They also provide a safe and neutral space within the community for patrons to participate in different activities, interact with each other and enjoy …

Buried Alive: Gay V. Baldwin And Unconstitutional Solitary Confinement For Prisoners With Mental Illness, Hannah May
Loyola University Chicago Law Journal
Few inmates placed in solitary confinement escape the detrimental consequences of the punitive, oppressive conditions. Anthony Gay is no exception. As a teenager, Gay pled guilty to robbery for stealing a hat and a $1 bill and violated his probation by driving a vehicle without a license when he was twenty years old. Gay was supposed to be released in three and a half years with good behavior, but he suffers from borderline personality disorder. The symptoms of his mental illness, such as self-mutilation and throwing bodily fluids, manifested in prison. The manifestations of his mental illness landed him in …

A Reexamination Of The Parens Patriae Power, Esther K. Hong
A Reexamination Of The Parens Patriae Power, Esther K. Hong
Tennessee Law Review
Juvenile law scholars are coalescing around the idea that the originating theory of the juvenile system-the theory of the state's parens patriae power-is a largely obsolete relic of the past. This theory holds that when children commit offenses or crimes, the state as a super-parent should respond in a manner that cares, treats, and advances the best interest of the youth. Rather than live up to its ideals, however, these benevolent aims often masked abuse and limited minors' constitutional rights. The new consensus in current juvenile law scholarship is that juvenile law policy and advocacy ought to rely on a …

Covid's Constitutional Conundrum: Assessing Individual Rights In Public Health Emergencies, James G. Hodge Jr., Jennifer L. Piatt, Emily Carey, Hanna N. Reinke
Tennessee Law Review
Considerable legal challenges alleging infringements of constitutional rights have arisen against governments imposing social distancing or other restrictive measures to quell the COVID-19 pandemic. Courts assess these claims largely under two approaches. Consistent with constitutional re-balancing, judges weigh the application of rights against governments' compelling interests to protect public health and safety in emergencies. Alternatively, a minority of courts temporarily set aside existing rights to effectuate emergency responses. Both approaches insufficiently account for the flexible nature of rights and freedoms in exigencies pursuant to the Constitution's cohesive design. In public health emergencies, courts should engage in guided assessments focused on …

Effect Of Inhibition Of Glycogen Catabolism In Hepatocellular Carcinoma Cells, Shrikant Barot
Effect Of Inhibition Of Glycogen Catabolism In Hepatocellular Carcinoma Cells, Shrikant Barot
Theses and Dissertations
Metabolic reprogramming is one of the important features of cancers, and there has been growing interest in targeting metabolic proteins to treat cancer. Glycogen is a polymer of glucose and serves as its storage unit in cells. Glycogen can provide energy to cells during the situations of high energy demand. A number of tumors are known to contain high levels of glycogen than their normal tissue counterparts. The liver plays an essential role in maintaining glucose homeostasis in the body via storing it into glycogen. The significance of glycogen metabolism in patients suffering from hepatocellular carcinoma (HCC) has not been …

Is There A Difference Between Democrat And Republican States In The Percentage Of Male High School Students Who Have Ever Used Marijuana?, Jordan Caldwell, Wayne L. Davis
Lincoln Memorial University Journal of Humanities and Social Sciences
There are opposing viewpoints on whether marijuana should be legalized. Democrats and Republicans have different attitudes toward the drug. Democrats believe marijuana should be legalized for medical patients, if it is prescribed by a physician and is needed to reduce severe pain. In addition, Democrats believe that the war on recreational marijuana has been a waste of time and government resources. Many Democrats are in favor of legalizing recreational marijuana because it is considered normal by social standards. Republicans, on the other hand, oppose legalizing medical marijuana because they believe other drugs can be prescribed by physicians to reduce pain …

Trust In Media, Institutions And Health Information In Nonmetropolitan Nebraska: 2021 Nebraska Rural Poll Results, Rebecca J. Vogt, Heather Akin, Cheryl A. Burkhart-Kriesel, Bradley Lubben, L. J. Mcelravy, Timothy Meyer, Steven A. Schulz
Nebraska Rural Poll
Rural Nebraskans’ confidence in many institutions has not changed much during the past four years. However, more rural Nebraskans have a great deal of confidence in the public safety agencies in their community than they did in 2017. Conversely, fewer rural Nebraskans express a great deal of confidence in the presidency than they did in 2017.
Overall, most rural Nebraskans have confidence in their local institutions (public safety agencies in their community, public schools in their community, and voting and election systems in their county). However, most have very little confidence in many national institutions (the Presidency, the U.S. House …

Elaboration And The Logical And Affective Responses To Flood Risk Messages: Elaboration Likelihood Model And Information Processing Perspectives, Ayanna Eastman
Faculty Works
The loss of property and life following tragic events, such as flooding in the United States, demonstrate the frequent ineffectiveness of official risk communication strategies. Few studies have focused on the cognitive processes that impact individuals’ decisions upon receiving risk messages prior to flooding events. This study focuses specifically on the content of public service announcements (PSAs), elaboration and the logical and affective responses elicited by flooding and assesses individualized responses to varying message formats. It does so through the frameworks of the Information Processing Theory (IPT) and Elaboration Likelihood Model (ELM) by examining the impact of flood risk messages …

The Evolution Of Legal Risks Pertaining To Patch Management And Vulnerability Management, James T. Kitchen, David R. Coogan, Keeton H. Christian
Duquesne Law Review
This article begins with an overview, in non-technical terms, of the tools generally available and processes implemented for vulnerability management and patch management. Section II identifies some of the evolving security standards that regulators and plaintiffs may rely on to show that companies are legally required to have vulnerability management and patch management. Section III identifies U.S. legal implications of vulnerability management and patch management and factors that a court and regulators may consider.
