College sports have always been somewhat marred by controversy—whether it be point shaving, paying off players, or academic fraud—as the money to be made from college sports and the overwhelming desire to win has always seemed to generate impropriety among schools, players, and coaches. However, in recent years, scandals within college athletics programs have escalated beyond mere efforts to “win at all costs,” with the spotlight now on instances of sexual violence committed by players against other students and the cover-ups of these assaults. Following the massive cover-up and mishandling of sexual assaults by Baylor University’s athletic department and officials, …
Public Safety Agencies And Uav Technology: A Review Of Uses, Lacey L. Weynand
Public Safety Agencies And Uav Technology: A Review Of Uses, Lacey L. Weynand
Student Publications
This study utilizes a systematic review of some of the scholarly literature available on drone usage within Southern California, specifically in Los Angeles and Chula Vista. I ask: how do public safety agencies use drone technology? The review will cover cases from existing scholarly literature, as well as policy reports and books from the Google Scholar database. A systematic review was the best methodology to begin fully investigating my research question, since the scope could have been so large that individual data points would have been difficult to find and instead requires a macro-level review. This data will provide a …

Port By Port: Profiles And Analysis Of The Massachusetts Commercial Fishery, Story Reed, Kimberly Starbuck, Kristin Uiterwyk, Seth Rolbein
Urban Harbors Institute Publications
The Port by Port: Profiles and Analysis of the Massachusetts Commercial Fishery report, including individual port profiles, was developed through a collaboration between the Massachusetts Division of Marine Fisheries, the University of Massachusetts Boston’s Urban Harbors Institute, and the Cape Cod Commercial Fishermen’s Alliance. Using data from commercial fishing permits, the Atlantic Coastal Cooperative Statistics Program’s (ACCSP) Standard Atlantic Fisheries Information System (SAFIS) Dealer Database, and harbormaster and fishermen surveys, the port profiles provide an overview of the commercial fishing activity and infrastructure within each municipality. The port profiles are part of a larger report which describes the status of …
The Power Of Public Concern And First Amendment Values: Insulating Speech In Sports And Entertainment From Tort Liability For Others' Actions, Clay Calvert
UF Law Faculty Publications
When should First Amendment interests in free expression shield speakers from civil liability for harm to others caused by third parties who allegedly followed or otherwise were inspired by the speakers' words? Two recent federal court opinions - Higgins v. Kentucky Sports Radio, LLC involving post-game coverage by sports commentators about a college basketball referee, and Stricklin v. Stefani pivoting on a singer's words to her concert audience - illustrate similar yet distinct methodologies for analyzing this important question. The speech of the commentators in Higgins allegedly "incited the harassment" by listeners and readers of referee John Higgins and his …

Indigenous Peoples' Trust In Police: Multi-Jurisdictional Issues And The Effect On Reporting, Anna R. Doering
Indigenous Peoples' Trust In Police: Multi-Jurisdictional Issues And The Effect On Reporting, Anna R. Doering
Honors Thesis
The crisis of Missing and Murdered Indigenous Peoples (MMIP) has occurred for centuries. The current structure of the criminal justice system relies on trust and cooperation between law enforcement agencies and citizens to combat such crises. The purpose of this research project is to assess how, if at all, Indigenous peoples’ trust in police and willingness to report at the tribal, state, and federal levels impact MMIP. These two dependent variables were assessed using survey results from Indigenous peoples 18 and older. Discussion will focus on how these variables impact MMIP moving forward.

Analytical Standards In The Intelligence Community: Are Standards Professionalized Enough?, Derek Reinhold, Charles M. Russo, Beth Eisenfeld
Analytical Standards In The Intelligence Community: Are Standards Professionalized Enough?, Derek Reinhold, Charles M. Russo, Beth Eisenfeld
Journal of Strategic Security
Analytical standards and its impact is a topic compelling the U.S. Intelligence Community (IC) toward a discipline of proficiency and structure comparable to other professional fields is an evolutionary process. Following the creation of the Office of the Director of National Intelligence (ODNI), Intelligence Community Directives (ICDs) became the feature through which guidance and a consensus on a topic became methods of aligning entities within the IC. The research questions about the usefulness of ODNI’s ICDs on the individual analyst and IC member agencies as the intelligence profession emerges are intriguing. Therefore, practitioners should consider several approaches and criteria to …
A Case Study Of Organizing Techniques Of Florida Public Education Unions After The Passage Of House Bill 7055, Cheryl P. Vinson
A Case Study Of Organizing Techniques Of Florida Public Education Unions After The Passage Of House Bill 7055, Cheryl P. Vinson
Doctor of Education (Ed.D)
The purpose of this qualitative study was to explore how public education unions are maintaining or increasing their membership density to meet the requirements of Florida House Bill 7055. CS/House Bill 7055 was the legislative act passed in 2018 that required public education unions to maintain a 50% membership density for recognition as the collective bargaining agent. Traditional labor union studies typically reflect labor union decline through the decertification process started by the general membership due to dissatisfaction. This case study examined the impact of a legislative act that modified density requirements for public education instructional unions only in the …
Confusion In The Time Of Covid: The Supreme Court’S Lack Of Clarification In Balancing A Public Health Emergency And The Constitutional Right To Free Exercise, Lauren M. Marsh
Missouri Law Review
The case of Calvary Chapel Dayton Valley v. Sisolak demonstrates the breadth of a State’s authority during a public health crisis. The SAR-Co-V-2 (“COVID-19”) pandemic led to the declaration of emergency orders and most states creating guidelines for the public to follow to reduce the potential spread of the virus. These guidelines typically included bans on large gatherings, including gatherings in houses of worship, after research showed that large gatherings often turn into “superspreader” events. This led to numerous lawsuits claiming impediments in violation of the First Amendment Free Exercise Clause of the United States Constitution. The United States Supreme …

Leadership Style And Subordinate Work Stress, Jennifer Yoho
All Theses And Dissertations
The purpose of this quantitative study was to examine the work stress perceived by public safety dispatchers and determine whether the supervisor’s leadership style played a role in the stress experienced. Research showed, and evidence suggested, that many stress-related symptoms at work occur because of unhealthy supervisor-subordinate relationships (Skakon, Nielsen, Borg, & Guzman, as cited in Belanger et al., 2016). Previous researchers found that a leader with a toxic, laissez-faire, or destructive leadership style increased the stress experienced by the employee (Syed, Rehman, & Kitchlew, 2018) while a supervisor with a transformational leadership style decreased the stress (Abbasi, 2018). Background: Rural residents are 14% more likely to die from an injury than their urban counterparts due to untimely and ineffective prehospital treatment, inequitable access to the most comprehensive trauma centers, and a lack of injury prevention programs. Although bystanders with bleeding control (BCon) knowledge and skills are vital to injury survival, only 0.5% of Idahoans have completed STOP THE BLEED®.
Purpose: Implement an evidence-based BCon course on how to identify and control life-threatening bleeding with pressure, packing, and tourniquets to increase willingness, confidence, and BCon knowledge, while decreasing concerns.
Methods: A pre-post same subject design was used. Participants were …
Technological Tethereds: Potential Impact Of Untrustworthy Artificial Intelligence In Criminal Justice Risk Assessment Instruments, Sonia M. Gipson Rankin
Technological Tethereds: Potential Impact Of Untrustworthy Artificial Intelligence In Criminal Justice Risk Assessment Instruments, Sonia M. Gipson Rankin
Washington and Lee Law Review
Issues of racial inequality and violence are front and center today, as are issues surrounding artificial intelligence (“AI”). This Article, written by a law professor who is also a computer scientist, takes a deep dive into understanding how and why hacked and rogue AI creates unlawful and unfair outcomes, particularly for persons of color.
Black Americans are disproportionally featured in criminal justice, and their stories are obfuscated. The seemingly endless back-to-back murders of George Floyd, Breonna Taylor, Ahmaud Arbery, and heartbreakingly countless others have finally shaken the United States from its slumbering journey towards intentional criminal justice reform. Myths about …

Reagan’S State Of Grace: J. Peter Grace And The Effort To Cut Government Expense At The Public’S Expense, Kevin Michels
History & Classics Undergraduate Theses
Ronald Reagan’s ideological basis in neoliberalism and the difficulties with cutting out programs to which the citizenry had grown accustomed prompted him to change the narrative on government expenditures, focusing on the rooting out of wasteful and inefficient government agencies and programs as a means by which to lower taxes. In doing so, Reagan created a private sector survey for cost control that placed the responsibility of identifying such waste and inefficiencies under the purview of J. Peter Grace and the private sector—a group of corporate businessmen who shared Reagan’s deregulatory ideology yet were accountable to their own shareholders rather …

Bringing “Justice To Every Man’S Door”: John Jay’S Struggle To Build The Supreme Court, Sean Gray
History & Classics Undergraduate Theses
In December of 1800, as his presidency concluded and he became desperate for the Federalists to maintain power, John Adams nominated John Jay for a second term as Chief Justice of the Supreme Court. Days later, Jay unequivocally rejected the job. “I left the bench,” he responded, “perfectly convinced that under a system so defective, it would not obtain the energy, weight, and Dignity which are essential to its affording due support to the national government, nor acquire the public confidence and respect, which, as the last resort of the justice of the nation, it should possess.” Adams then nominated …
The Evolution Of Cyber Risk And The Cyber Insurance Market, Abigail Chase
The Evolution Of Cyber Risk And The Cyber Insurance Market, Abigail Chase
Senior Theses
Insurance and hedging instruments can help corporations manage many of the operational and financial risks they face. Yet, additional complexities are introduced now that many risks are increasingly interdependent and thus strongly correlated, making them more challenging to manage. Few risks illustrate this challenge better than cyber risk.
This thesis will focus on the increasing attention that the management of cyber risks receives in corporations, institutions and industries, and the role that insurance and risk management strategies play in mitigating this risk. The decision to focus on cyber risks—and the financing and management of those risks—is directly related to the …

Resilience & Wellness Teams: A Comprehensive Maintenance Plan For Law Enforcement Officers, Landon Jay Wade
College of Education Theses and Dissertations
The current culture of policing in the United States has been exposed as having a need for review, re-evaluating and a re-commitment to the expectation of values entrusted to its officers by the citizenry. Posttraumatic Stress Disorder (PTSD) indicators typically take months or years to present in active duty police officers. The onset of symptoms may be subtle, exaggerated, or undetectable without an examination. The complex nature of the unique enterprise of policing exposes officers to mental health hazards continuously over decades. In an effort to explore the predictors and attempt to establish a basis for preventative actions an examination …

Measuring The Impact Of Residency Requirements And The Relationship With The Citizens In The Community, Daniel Villa
Measuring The Impact Of Residency Requirements And The Relationship With The Citizens In The Community, Daniel Villa
College of Education Theses and Dissertations
Community policing is best described as how police departments work together with the community in solving problems. In several major U.S. cities, police departments have changed their residency requirements allowing their officers to reside outside of the municipality in which they are employed. One can assume that officers residing outside the community they serve may not have a high level of engagement in the area in which they work. The current movements to defund police departments led by politicians and members of various communities would imply that residing outside of the municipality in which officer's work would have no impact, …

Eyewitness identifications play a key role in many investigations and are often central to a prosecutor’s case. At the same time, eyewitness identifications can be tainted, accidentally or purposely, thus tainting the justice system as well. There are myriad reasons for this phenomenon, but the primary responsibility lies not with the witness, but rather a system that fails to recognize, and often amplifies, mistakes and assumptions in the identification process.
