Across-Breed Genomic Prediction For Body Weight In Siberian Cattle Populations, Burak Karacaören
Turkish Journal of Veterinary & Animal Sciences
Body weight (BW) is an important heritable phenotype and related to other functional and production traits in cattle. The past decade has seen an increase in emphasis on genome wide association studies (GWAS) for detecting single nucleotide polymorphisms (SNPs) that are associated with quantitative phenotypes. Prediction of phenotypes using across-breed GWAS information [genomic prediction (GP)] is an also important research area but received less attention from the community. Understanding the link between major genes and common ancestors within and between breeds will contribute to a deeper understanding of GP across breeds. The aims of the present study were two-fold: 1) …

Since its inception in 1934, the Securities and Exchange Commission (the “Commission” or the “SEC”) has wielded statutory authority to seek injunctive relief for violations of the federal securities laws. Since 1970 courts have, at the Commission’s behest and without much analysis, ordered violators to disgorge profits – make that lots and lots of profits – gained in the course of their wrongdoing. In some instances, the profits are returned to victims. In others, either because the victims are too many and too scattered or because the violation is a victimless one such as engaging in bribery, the ill-gotten gains …

Enhanced Debriefings: A Toothless Mandate?, Steven L. Schooner
GW Law Faculty Publications & Other Works
This short piece discusses the (alleged) manner in which the Department of Defense (DoD) conducted the disappointed offeror's post-award debriefing following the award of the $10 billion, $10-year Joint Enterprise Defense Infrastructure (JEDI) cloud computing contracting opportunity. While the quality of DoD’s debriefing is unlikely to alter the outcome in the pending protest litigation, it seems inconsistent with policy, the current trend favoring greater transparency, and the recent Congressional mandate for “enhanced debriefings.”
The piece suggests that, consistent with decades of study and experience, debriefings make sense, but only if they are informative or, more to the point, responsive. Conversely, …

This comment letter opposes the adoption of a proposed rule published by the Office of the Comptroller of the Currency (“OCC”) on July 22, 2020. 85 Fed. Reg. 44223 (2020). The proposed rule would determine whether a national bank or federal savings association “makes a loan and is the ‘true lender’ in the context of a partnership between a bank and a third party, such as a marketplace lender.” Id. The proposed rule – to be codified at 12 C.F.R. 7.1031 – would provide that a national bank or federal savings association is deemed to “make” a loan if the …

‘Warming Up’ To Sustainable Procurement, Steven L. Schooner, Markus Speidel
GW Law Faculty Publications & Other Works
Procurement professionals will play a critical role in the belated but necessary effort to slow the pace of climate change. That critical, evolved role will lie in sustainable procurement, which, if effectively implemented, will dramatically alter markets and fundamentally change purchasing behaviors. To be effective, procurement professionals will need to rethink how we define our profession, assess our outcomes, and bring value to our government customers. Successfully establishing a sustainable procurement regime will require dramatic change, including, among other things, overcoming the persistent tyranny of low price, understanding and adopting lifecycle costing, considering externalities in the value proposition, and, of …

Analysis of bodily fluids using vibrational spectroscopy has attracted increasing attention in recent years. In particular, infrared spectroscopic screening of blood products, particularly blood serum, for disease diagnostics has been advanced considerably, attracting commercial interests. However, analyses requiring quantification of endogenous constituents or exogenous agents in blood are less well advanced. Recent advances towards this end are reviewed, focussing on infrared and Raman spectroscopic analyses of human blood serum. The importance of spectroscopic analysis in the native aqueous environment is highlighted, and the relative merits of infrared absorption versus Raman spectroscopy are considered, in this context. It is argued that …

Monitoring the uptake, micro-environment and fate of micro or nano scaled particulate materials in cells is of paramount importance for the emerging fields of toxicology and medicine. Such particulate materials are known to interfere with colorimetric assays and many such assays record only a single end-point. Therefore, there is a need for a label-free, cost effective technique with little or no inference from the particulate materials. Raman micro-spectroscopy was used to simultaneously interrogate the integrity of few-layer MoS2 submicrometric plates in human macrophage-like cells, in-vitro, as well as the biochemical characteristics of the local micro-environment in which they are encompassed. …

Herein, we investigated the use of multimodal Raman and infrared (IR) spectroscopic microscopy for the elucidation of drug uptake and subsequent cellular responses. Firstly, we compared different methods for the analysis of the combined data. Secondly, we evaluated whether the combined analysis provided enough benefits to justify the fusion of the data. A459 cells inoculated with doxorubicin (DOX) at different times were fixed and analysed using each technique. Raman spectroscopy provided high sensitivity to DOX and enabled an accurate estimation of the drug uptake at each time point, whereas IR provided a better insight into the resultant changes in the …

Confocal Raman mapping (CRM) is a powerful, label free, non-destructive tool, enabling molecular characterization of human skin with applications in the dermo-cosmetic field. Coupling CRM to multivariate analysis can be used to monitor the penetration and permeation of active cosmetic ingredients (ACI) after topical application. It is presently illustrated how multivariate curve resolution alternating least squares (MCR-ALS) can be applied to detect and semi-quantitatively describe the diffusion profile of Delipidol, a commercially available slimming ACI, from Raman spectral maps. Although the analysis outcome can be critically dependent on the a priori selection of the number of regression components, it is …
