How do we change the Federal Constitution? Article V tells us that we can amend the Constitution by calling a national convention to propose changes and then ratifying those proposals in state conventions. Conventions play this role because they represent the people in their sovereign capacity, as we learn when we read McCulloch v. Maryland.

What is not often discussed is that Article V itself contains another mechanism for constitutional change. In fact, Article V permits both conventions and leg-islatures to be used for amendment, and, as it happens, all but one of the 27 amendments to the Constitution have …

Faculty Scholarship

Thomas Cooley’s A Treatise on The Constitutional Limitations Which Rest upon the Legislative Power of the States of the American Union was the most influential treatise of constitutional law in the second half of the nineteenth century. This Essay explores the ideas expressed in Cooley’s treatise in light of contemporary originalist constitutional theory. In many ways, Constitutional Limitations anticipated some of the key moves made by contemporary public meaning originalists, including the interpretation-construction distinction and the idea that ordinary meaning, and not technical meaning, is the baseline for constitutional interpretation.

Fetal growth restriction is a major complication of pregnancy and increases the risk of stillbirth. Midwives screen for fetal wellbeing by measuring the symphysis fundal height to detect growth restriction, which can present in a low risk pregnancy or occur late in gestational age. The detection, surveillance and onward referral of these pregnancies are the responsibility of all midwives. To prevent avoidable stillbirth due to restricted fetal growth and to ensure safe, evidence based practice, the Perinatal Institute developed the Growth Assessment Protocol (GAP). As online networks expand, learning collaborations will occur across disciplines, countries, and people. A particular challenge is determining the process and progress of these collaborations, and how the social dynamics of interacting groups support knowledge construction. Traditional methods that rely predominantly on content analysis of transcripts to determine social construction of knowledge are time consuming to conduct and often do not provide actionable data to improve the process before it is completed. Online wisdom communities provide virtual spaces for diverse learners to discover collaborative solutions to real-world problems. Working for the common good, communities based on wisdom encourage both individual and collective growth. Based on sociocultural theory, we developed an instructional design framework, “WisCom,” that guides educators in cultivating culturally inclusive online environments, such as courses and web-based training sessions. Within the WisCom framework, practitioners can tailor existing tools and platforms, such as Moodle and Sakai, to encourage collaborative discussion and problem-solving. Civility between health professions students and fieldwork educators enhances positive learning outcomes, while incivility can lead to stress, loss of confidence, mistakes, disengagement, and decreased patient outcomes. A survey of recent graduates of occupational therapy programs (N = 247) explored the prevalence and types of incivility and bullying experienced during their Level II fieldwork experiences. Respondents reported that incivility in fieldwork education was widespread, with more severe experiences of bullying reported by 16% of respondents. Occupational therapy programs and fieldwork educators must take an active role in prevention and management of uncivil behaviors, and promote positive academic and patient …

Student perceptions of research in graduate programs play a role within the Occupational Therapy Doctorate (OTD) curriculum and how future clinicians value Evidence Based Practice and research. The Student Perception of Research Integration Questionnaire (SPRIQ) was utilized to examine students’ perceptions of research in their graduate coursework. Participants included in this study were all students enrolled in an occupational therapy doctorate program. All items were scored on a 5-point Likert scale. Mean scores were calculated for each item on the respondents’ submissions. The items were further categorized into subscales. The mean score of all items of the SPRIQ was 4.44 …

The purpose of this study was to explore the relationship between performance in simulation used as a learning method in an adult physical rehabilitation and Level II fieldwork. A retrospective cohort research design was utilized to analyze data gathered from occupational therapy student cohorts between 2011-2017 enrolled in an entry-level Masters (MS) and Doctor of Occupational Therapy (OTD) program located in the Midwest United States. Course performance on skills checks, which utilized simulation methods, as well as final exam and course grades were analyzed and compared to performance scores on the FWPE. Occupational therapy (OT) admissions tutors are tasked with ensuring the recruitment of high-quality candidates who can demonstrate both academic and professional skills throughout their education and subsequently into practice. While standardized admissions criteria do not exist, it is widely accepted that both cognitive and non-cognitive characteristics should be assessed to establish academic and professional qualities of applicants. Pre-admission qualifications are generally classed as a reliable assessment of academic (cognitive) ability, with literature supporting positive but variable relationships between academic qualifications and degree classifications. This paper provides a chronological overview of the development, implementation, and evaluation of an educational initiative aimed at ensuring internationally-educated occupational therapists are prepared to enter practice in their new country, Canada. The three major phases of the program’s 12-year evolution are described, to distill the key lessons learned at each phase. Data related to the demographics of participants, program content, results of the national examination, registration, and employment outcomes are included. An enhanced understanding of the transition experience of internationally educated occupational therapists provides a strong foundation from which to support internationally-educated colleagues and strengthen the occupational therapy profession.

This paper considers the significance of the spaces and material culture of the ‘principal inn’ as the centre of a distinct world of elite mobility in eighteenth-century Britain. Inns were central to the expansion and improvement of the travel network that brought the British Isles closer together through the long eighteenth century. The turnpike system introduced improved surfaces to old and new roads while new coach-building technology allowed faster movement on those roads. This article explores the possible repercussions of Brexit upon Italian foreign policy. Whilst Italy has not modified its foreign policy fundamentally following the result of the 2016 referendum on Brexit, we argue that Brexit has, however, led to a change in the European balance of power. This has exposed Italian foreign policy, which has had to adjust accordingly. Abstract Background Meningiomas are the most frequent primary brain tumors of the central nervous system. The standard of treatment is surgery and radiotherapy, but effective pharmacological options are not available yet. The well-characterized genetic background stratifies these tumors in several subgroups, thus increasing diversification. We identified epidermal growth factor receptor–signal transducer and activator of transcription 1 (EGFR–STAT1) overexpression and activation as a common identifier of these tumors. Methods We analyzed STAT1 overexpression and phosphorylation in 131 meningiomas of different grades and locations by utilizing several techniques, including Western blots, qPCR, and immunocytochemistry.
