การศึกษาวิจัยนี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาประเภทและลักษณะปัญหาและความสำเร็จเกี่ยวกับการดำเนินการทางวินัย 2) เพื่อศึกษาสาเหตุของปัญหาและความสำเร็จเกี่ยวกับการดำเนินการทางวินัย และ 3) เพื่อได้ข้อสรุปจากการถอดบทเรียนและข้อเสนอแนะเกี่ยวกับการดำเนินการทางวินัยของข้าราชการกรุงเทพมหานคร โดยการศึกษาวิจัยครั้งนี้เป็นการวิจัยเชิงคุณภาพ ดำเนินการการศึกษาด้วยการสัมภาษณ์กับผู้ให้ข้อมูลสำคัญ ซึ่งผลการศึกษาพบว่า ลักษณะปัญหาเกี่ยวกับการดำเนินการทางวินัยของ คือ ความล่าช้าที่เกิดขึ้นจากการจัดทำเอกสารผิดรูปแบบ การดำเนินการไม่ถูกต้องตามขั้นตอน ไม่มีคนให้คำแนะนำ และไม่มีมาตรฐาน ส่วนลักษณะความสำเร็จคือ ความรวดเร็วที่เกิดขึ้นจากการจัดทำเอกสารถูกต้อง และคณะกรรมการที่เกี่ยวข้องให้ความร่วมมือ สำหรับสาเหตุของปัญหาที่เกิดขึ้น เนื่องจากขาดความรู้ ทัศนคติเชิงลบ ความสัมพันธ์และการแบ่งงานภายในหน่วยงาน ส่วนสาเหตุของความสำเร็จ เนื่องจากอัตรากำลังมีเพิ่มมากขึ้น และความเอาใจใส่ของผู้บังคับบัญชา สรุปออกมาเป็นบทเรียน ได้ดังนี้ (1) มีความรู้ความเข้าใจในการปฏิบัติงานที่เกี่ยวข้องกับดำเนินการทางวินัย (2) มีโครงสร้างและการแบ่งงานกันภายในหน่วยงานเหมาะสม (3) บุคลากรที่เกี่ยวข้องมีพฤติกรรมเชิงบวกต่องานวินัย (4) ความเข้าใจกันระหว่างหน่วยงาน และ (5) ความเอาใจใส่ของผู้บังคับบัญชา และนำไปสู่ข้อเสนอแนะ อันได้แก่ (1) การปรับปรุงและจัดการองค์ความรู้ เช่น การอบรม และจัดทำคู่มือ (2) การปรับปรุงตัวบทกฎหมายของกรุงเทพมหานครเกี่ยวกับการดำเนินการทางวินัย (3) การปรับปรุงโครงสร้างและการแบ่งงานกันภายในหน่วยงาน และ (4) ควรส่งเสริมให้บุคลากรในองค์กร ทั้งผู้บังคับบัญชา และบุคลากรทุกคนมีความรู้ ความเข้าใจ และทัศนคติที่ดีในงานด้านวินัย

การวิจัยเรื่อง ปัจจัยที่อิทธิพลต่อการตัดสินใจโอนของข้าราชการสังกัดสำนักงานปลัดสำนักนายกรัฐมนตรี มีวัตถุประสงค์การวิจัย คือ เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อการโอนของข้าราชการสังกัดสำนักงานปลัดสำนักนายกรัฐมนตรี เพื่อศึกษาระดับคุณภาพชีวิตการทำงานของข้าราชการสังกัดสำนักงานปลัดสำนักนายกรัฐมนตรี และเพื่อศึกษาแนวโน้มการตัดสินใจโอนออกจากส่วนราชการของข้าราชการสังกัด สำนักงานปลัดสำนักนายกรัฐมนตรี โดยใช้กลุ่มตัวอย่างในการศึกษา คือ ข้าราชการสังกัดสำนักงานปลัดสำนักนายกรัฐมนตรี จำนวน 155 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม และ การสัมภาษณ์ข้าราชการที่เคยสังกัดสำนักงานปลัดสำนักนายกรัฐมนตรี จำนวน 3 คน และนำข้อมูลที่ได้จากการเก็บรวบรวมมาวิเคราะห์ โดยใช้การแจกแจงความถี่ ค่าร้อยละ ค่าเฉลี่ยเลขคณิต ค่าส่วนเบี่ยงเบนมาตรฐาน การวิเคราะห์ไคสแควร์ และการวิเคราะห์ถดถอยเชิงพหุคูณ โดยผลการศึกษา พบว่า 1) ข้าราชการสังกัดสำนักงานปลัดสำนักนายกรัฐมนตรีมีระดับคุณภาพชีวิตการทำงาน โดยรวมอยู่ในระดับดี 2) ปัจจัยคุณภาพชีวิตการทำงาน ด้านค่าตอบแทนที่มีความเป็นธรรมและเพียงพอ ด้านลักษณะงานที่ตั้งอยู่บนฐานของกฎหมายหรือกระบวนการยุติธรรม และด้านความสมดุลระหว่างชีวิตกับการทำงานโดยส่วนรวม มีอิทธิพลต่อการตัดสินใจโอนของข้าราชการสังกัดสำนักงานปลัดสำนักนายกรัฐมนตรี อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05 3) ปัจจัยลักษณะประชากรศาสตร์ ได้แก่ อายุ สถานภาพสมรส ภูมิลำเนา รายได้ต่อเดือน รายจ่ายต่อเดือน สำนัก/กองที่สังกัด และระยะเวลาที่ปฏิบัติงาน มีความสัมพันธ์กับการตัดสินใจโอนของข้าราชการสังกัดสำนักงานปลัดสำนักนายกรัฐมนตรี อย่างมีนัยสำคัญที่ระดับ 0.05

สาแหรกของแนวคิดนโยบายการปกครองท้องถิ่นรูปแบบเทศบาลของไทย (พ.ศ. 2436 - 2478), จีรวุฒิ บุญรัศมี

การศึกษาครั้งนี้ มุ่งศึกษาเบื้องหลังแนวคิดและการก่อตัวของนโยบายการปกครองท้องถิ่นรูปแบบเทศบาลของไทย ตั้งแต่สมัยรัชกาลที่ 5 จนกระทั่งเริ่มเผยตัวตนขึ้นในช่วงรัชกาลที่ 7 (พ.ศ. 2436 – 2478) โดยเฉพาะอย่างยิ่งการให้คำอธิบายว่าแนวคิดศุขาภิบาลได้คลี่คลายมาเป็นเทศบาลได้อย่างไร โดยใช้วิธีการศึกษาแบบวิธีวิจัยประวัติศาสตร์สาแหรก (Genealogy) ของ Michel Foucault รวมไปถึงตรวจสอบประเด็นปัญหาและข้อจำกัดต่าง ๆ อันเป็นผลให้แนวคิดการปกครองท้องถิ่นรูปแบบเทศบาลในระบอบสมบูรณาญาสิทธิราชย์ไม่ถูกนำมาประกาศใช้จนกระทั่งเกิดการเปลี่ยนแปลงการปกครองมาสู่ระบอบประชาธิปไตยในเวลาต่อมา พบว่า ในระยะแรกรัฐบาลของรัชกาลที่ 5 ได้นำรูปแบบบางประการของคณะกรรมการด้านสุขาภิบาล(Sanitary Board) ที่มีตัวอย่างจากดินแดนอาณานิคมของอังกฤษ มาปรับใช้เป็น “ศุขาภิบาล” ในไทย อันมีจุดประสงค์เพื่อป้องกันและระงับโรคระบาดตามความเชื่อของทฤษฎีอายพิษ (Miasma) แต่ยังคงไว้ซึ่งหลักการบางประการของแนวคิดการปกครองท้องถิ่นรูปแบบเทศบาล (Municipal) อาทิ เงินผลประโยชน์ในท้องถิ่น ซึ่งสมัยนั้นชนชั้นนำเรียกศุขาภิบาลเหล่านี้ว่า “ศุขาภิบาลตามหัวเมืองคล้ายลักษณะมิวนิซิเปอล” ต่อมาในสมัยรัชกาลที่ 6 แนวคิดรัฐกับการสาธารณสุขได้พัฒนาขึ้นสู่จุดสูงสุดในไทย มีการจัดตั้ง “กรมสาธารณสุข” ขึ้นและให้กรมดังกล่าวกำกับดูแลกิจการศุขาภิบาล จึงทำให้รูปแบบ “ศุขาภิบาลตามหัวเมืองคล้ายลักษณะมิวนิซิเปอล” ในรัชกาลก่อนถูกกดทับและเน้นหนักไปที่พันธกิจของการสาธารณสุขมากจนเกินไป เมื่อล่วงเข้าสู่รัชกาลที่ 7 รัฐบาลโดยพระราชดำริของพระมหากษัตริย์มีพระประสงค์อย่างยิ่งที่จะจัดตั้งเทศบาลขึ้นมาจริง ๆ โดยการปรับปรุงศุขาภิบาลทั่วประเทศเป็นเทศบาลอันมีฐานะเป็นนิติบุคคล จนนำไปสู่การร่างพระราชบัญญัติเทศบาลเป็นผลสำเร็จ แต่กลับถูกคัดค้านจากเสนาบดีเนื่องจากกฎหมายฉบับดังกล่าวให้สิทธิ์ทางการเมืองแก่ชาวต่างชาติมากเกินไป ภายหลังจากการเปลี่ยนแปลงการปกครองในเดือนมิถุนายน พ.ศ. 2475 รัฐบาลคณะราษฎรได้นำพระราชบัญญัติเทศบาลของรัชกาลที่ 7 มาแก้ไขปรับปรุงจนกระทั่งประกาศใช้เป็นผลสำเร็จ จึงกล่าวได้ว่าสาแหรกแนวคิดการปกครองท้องถิ่นรูปแบบเทศบาลในไทยใช้เวลากว่าจะเผยตัวกว่า 4 ทศวรรษ อีกทั้งระบอบสมบูรณาญาสิทธิราชย์ไม่ได้เป็นอุปสรรคในการพัฒนาแนวคิดการปกครองท้องถิ่นแต่อย่างใด อย่างไรก็ดี การปกครองท้องถิ่นรูปแบบเทศบาลของประเทศไทยเป็นการอนุญาตและจัดให้มีขึ้นโดยรัฐบาล (State-created)

อิทธิพลของความผูกพันต่อองค์การและคุณภาพชีวิตการทำงานที่มีต่อการคงอยู่ในงานของข้าราชการตำรวจกองทะเบียนพล สำนักงานตำรวจแห่งชาติ, นันท์นลิน เทพคง

การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาอิทธิพลของปัจจัยส่วนบุคคล ความผูกพันต่อองค์การ และคุณภาพชีวิตการทำงานที่มีต่อการคงอยู่ในงานของข้าราชการตำรวจกองทะเบียนพล และเพื่อเสนอแนะแนวทางในการกำหนดนโยบายของผู้บังคับบัญชาในการพัฒนาคุณภาพชีวิตในการทำงานของข้าราชการตำรวจของกองทะเบียนพล สำนักงานตำรวจแห่งชาติให้ดีขึ้น การวิจัยเป็นการวิจัยแบบผสม (Mixed Method) โดยใช้แบบสอบถามในการเก็บข้อมูลจากประชากร ข้าราชการตำรวจกองทะเบียนพล จํานวน 132 คน ได้แบบสอบถามครบถ้วนสมบูรณ์ 132 ชุด สําหรับการวิจัยเชิงคุณภาพ ดําเนินการโดยใช้การสัมภาษณ์แบบตัวต่อตัว (Face-to-Face) ผ่านแบบสัมภาษณ์แบบกึ่งโครงสร้าง (Semi-structured- Selection Interview) วิเคราะห์ข้อมูล โดยใช้สถิติการวิเคราะห์การถดถอยเชิงพหุคูณ (Multiple Linear Regression) และสถิติ Independent T-Test กับ One Way ANOVA ผลการวิจัยเชิงปริมาณ พบว่า ผู้ตอบแบบสอบถามมีระดับความคิดเห็นต่อความผูกพันต่อองค์การ คุณภาพชีวิตการทำงาน และปัจจัยที่มีต่อการคงอยู่ในงานอยู่ในระดับ “มาก” เมื่อศึกษาความผูกพันต่อองค์การที่มีอิทธิพลต่อการคงอยู่ในงานของข้าราชการตำรวจกองทะเบียนพลด้วยการวิเคราะห์การถดถอยเชิงพหุคูณ (Multiple Linear Regression) พบว่าปัจจัยด้านบรรทัดฐาน ส่งผลต่อการคงอยู่ในงาน และเมื่อศึกษาคุณภาพชีวิตการทำงานที่มีอิทธิพลต่อการคงอยู่ในงานของข้าราชการตำรวจกองทะเบียนพล พบว่า ความมั่นคงในหน้าที่ การพัฒนาศักยภาพของบุคลากร ความสัมพันธ์ทางสังคม การบริหารองค์การของผู้บังคับบัญชา และความภูมิใจต่อความรับผิดชอบขององค์การ ส่งผลต่อการคงอยู่ในงาน นอกจากนี้ เมื่อเปรียบเทียบความคิดเห็นของข้าราชการตำรวจ พบว่า ข้าราชการตำรวจที่มีปัจจัยส่วนบุคคลด้านเพศ อายุ สถานภาพ ระดับการศึกษา อายุราชการ ระดับรายได้เฉลี่ยต่อเดือน และสังกัดที่ต่างกันมีความคิดเห็นต่อการคงอยู่ในงานไม่แตกต่างกัน ผลการวิจัยเชิงคุณภาพพบว่า สิ่งจูงใจในการทำงานที่ส่งผลให้ข้าราชการตำรวจกองทะเบียนพลตั้งใจคงอยู่ในงานต่อไปโดยไม่คิดจะลาออก ได้แก่ ต้องการความสมดุลในชีวิตการทำงานและชีวิตด้านอื่น ๆ โดยลดขั้นตอนการทำงานที่ไม่จำเป็นเพื่อเพิ่มประสิทธิภาพในการทำงาน ต้องการงานที่ท้าทายเพื่อความก้าวหน้า ความสำเร็จ และการได้รับการยอมรับทั้งระบบบุคคล องค์การและสากล ต้องการรางวัลและค่าตอบแทนทั้งที่เป็นตัวเงินและไม่ใช่ตัวเงินที่เหมาะสมและเป็นธรรม ต้องการสัมพันธภาพที่ดีจากหัวหน้างานและเพื่อนร่วมงาน และต้องการเรียนรู้และพัฒนาในส่วนที่สอดคล้องกับงานในสายอาชีพรวมถึงการพัฒนาความฉลาดรอบด้าน ทั้งนี้ ผู้วิจัยมีข้อเสนอแนะว่าหน่วยงานควรพัฒนาความผูกพันต่อองค์การ และคุณภาพชีวิตการทำงานที่ส่งผลต่อการคงอยู่ในงาน เพื่อเพิ่มประสิทธิภาพของหน่วยงานให้เพิ่มขึ้นและนําผลจากการวิจัยมาประยุกต์ใช้ในการวางแผนรักษาบุคลากรให้คงอยู่ในงานต่อไป

Cultural Hybridity In Netflix’S Thai-Language Original Series, The Stranded, Thanarath Chaichompu

The objectives of this qualitative research are to examine culturally hybrid features in The Stranded and the approaches to mixing different cultural elements as part of the series’ creative process. In order to collect the data needed, I conducted literature research, a textual analysis on The Stranded; and in-depth interviews on the series’ director and co-writer. The research findings suggest culturally hybrid features were primarily found in 1) the narrative and 2) characterization. The current study aimed to investigate the production of L2 English ‘wish-clauses’ by L1 Thai learners, based on the Interlanguage Hypothesis (Corder, 1981; Selinker, 1972, 1992). It was hypothesized that L1 Thai learners showed systematicity in their interlanguage in the use of ‘wish-clauses’ and that their IL was shaped by language transfer and transfer of training, which are among the psychological processes of IL construction. This special project studies the impact of analysts’ consensus on predictability of the stocks listed on the Stock Exchange of Thailand. Despite past failures and a higher standard of regulation, excessive forecast optimism among financial analysts is still observable. It is mainly attributed to incentives provided by an underlying affiliated relationship. This paper investigates diverse market settings in the Thai stock market between 2005 and 2017 to break down the incentive structure in the analysts' forecasting process. First, banks and brokerage houses with an affiliated mutual fund family show an extreme forecast behavior, especially when the fund family is backed by high capital and has a large stake in the covered firm. In this study, electrospun nanofibers of polyacrylonitrile functionalized with graphene oxide (PAN/GO) were fabricated and applied as a sorbent in solid phase extraction in a disk format (SPE disk). Graphene oxide were synthesized by chemical oxidation of graphite powder via Hummers and Tour methods and were characterized by X-ray diffraction (XRD), fourier transform infrared spectroscopy (FT-IR) and X-ray photoelectron spectroscopy (XPS). For electrospun PAN/GO nanofibers, the average diameters of fibers ranged from 117-147 nm and the surface area of PAN and PAN/GO nanofibers were ranged from 7.77-13.40 m2/g. The article argues that the U.S. model of legal education functions as a racial gatekeeper, perpetuating inequality by adopting and exacerbating societal prejudices. It highlights how structural mechanisms within legal education, such as standardized testing, admission processes, and socialization, disproportionately exclude and marginalize students of color, particularly black students, mirroring the experiences of Dalits in India's legal education system. This qualitative case study explored (a) how teaching practices of high school teachers influence student engagement levels and performance in social studies classes, (b) how teachers might deliver more student relatable social studies content, (c) how teachers might help students relate to and become more engaged with important social studies concepts, and (d) how teachers can motivate students to become well-informed and fully engaged citizens. Although LGBTQ+ populations experience significant health challenges, little research exists that investigates their health from an informational perspective. Our study addresses this gap by exploring the health information practices of LGBTQ+ communities in South Carolina, focusing on how sociocultural context shapes these practices. Thirty semi-structured interviews with South Carolina LGBTQ+ community leaders analyzed using open qualitative coding informed the development of a conceptual framework describing their information practices. Findings show that participants engaged in two broad types of practices – protective and defensive – as responses to risks and barriers experienced, which are in turn produced by social and structural …

Background: Domestic violence (DV) is a traumatic experience that is influenced by a complex interplay of intrinsic and extrinsic factors and which exists worldwide. This study used the methodology of a grounded situational analysis to explore the lives of therapists who specialize in addiction. Historians have researched the history of addiction treatment itself and some have identified parallel processes of discrimination, stigma, and stigma by association for therapist and client, but the complex intersectionality between social processes and organizational issues have been largely invisible. In this study, therapists who specialize in addiction (including social workers, clinical mental health counselors, and alcohol and drug counselors) were asked about their sense of how others see them in their role. There is a gap in the literature on generativity and the leadership philosophy and praxis of African American Female Foreign Service Officers (AAFFSOs). I addressed this deficit, in part, by engaging an individual of exceptional merit and distinction—Aurelia Erskine Brazeal—as an exemplar of AAFFSOs. This qualitative research study explored the influence of life experiences and personal ethics of George Ciampa, a United States military veteran; his work in establishing American military cemeteries in Europe; and later work as a community leader committed to teaching American youth about the cost of freedom. This dissertation illuminates how the experience of growing up during the Chilean dictatorship (1973–1990) affected the individual's sense of self as citizen and the impact on their sense of democratic agency, civic-mindedness, and political engagement in their country's current democracy. This dissertation concerns how Jewish-Muslim and Israel-Palestine grassroots activism can persist in the face of threats to the safety, freedom, lives, or even simply the income and employment of those engaged in acts of sustained resistance. At the heart of the study are the experiences of participants in the Hashlamah Project, an inter-religious collaboration project, involving Jews and Muslims. This thesis explored social worker discourses to learn what they could reveal about professional workplace practices and experiences with race and racism. The study traced the subtle and elusive racism often found in everyday professional conversations that are not considered racist by dominant consensus. However, literature on the actual roles of paraeducators has revealed that paraeducators are rarely included in the teaching team (Patterson, 2006).
