At The Nexus Of Neoliberalism, Mass Incarceration, And Scientific Racism: The Conflation Of Blackness With Risk In The 21st Century, Olivia C. Sailors Feb 2020

At The Nexus Of Neoliberalism, Mass Incarceration, And Scientific Racism: The Conflation Of Blackness With Risk In The 21st Century, Olivia C. Sailors

Tapestries: Interwoven voices of local and global identities

This paper examines how the systems of power of neoliberalism, scientific racism, and mass incarceration intersect to construct and uphold the image of “black criminality” and “blackness as a risk” to society. Risk assessments used to determine prison sentencing exemplify this phenomenon. Histories of deliberate associations between blackness and criminality--through science, media, political rhetoric, and economic systems--create a field in which risk assessment is widely regarded as a useful and scientifically neutral tool in mass incarceration. Particular scientific, economic, and carceral circumstances culminating in the 21st century collude to elevate risk assessments into one aspect of a big data apparatus …

Why Do Some Terrorist Attacks Receive More Media Attention Than Others?, Erin M. Kearns, Allison E. Betus, Anthony F. Lemieux

Criminology and Criminal Justice Faculty Publications

Terrorist attacks often dominate news coverage as reporters seek to provide the public with information. Yet, not all incidents receive equal attention. Why do some terrorist attacks receive more media coverage than others? We argue that perpetrator religion is the largest predictor of news coverage, while target type, being arrested, and fatalities will also impact coverage. We examined news coverage from LexisNexis Academic and CNN.com for all terrorist attacks in the United States between 2006 and 2015 (N=136). Controlling for target type, fatalities, and being arrested, attacks by Muslim perpetrators received, on average, 357% more coverage than other attacks. Our …

An Exploration Of Correctional Counselor Workloads In A Midwestern State, Adam K. Matz, Nathan C. Lowe

Criminal Justice Faculty Publications

Time studies have been conducted with a variety of occupations. However, no known research has examined the workload of correctional counselors. The Iowa Department of Corrections, in partnership with the American Probation and Parole Association, performed the first known workload evaluation of this population. Over a hundred correctional counselors participated in a time study informed by a task analysis conducted with a representative advisory committee. The most common activities concerned inmate requests, classification, assessment, release planning, treatment group work, and administrative tasks. Most concerning, respondents indicated anywhere from 20-to-50% of the activities engaged in were unsatisfactorily completed.

Pluralism, Democracy, And The Conflict Within: Challenging The State’S Narrative By Artistic Forms Of Protest, Alexandra V. Orlova

University of Miami International and Comparative Law Review

This article follows the Pussy Riot case from the 2012 trial decision to the 2018 challenge before the European Court of Human Rights (ECtHR). The case revolved around the “punk prayer” performed by three women in Christ the Saviour Cathedral in Moscow. While the case, which centered on violation of freedom of expression, may be framed as a matter of political speech vs. religious speech, it has broader implications. Pussy Riot’s performance and subsequent legal cases were about the ability of pluralism and dissent to counter the carefully constructed government narrative of “traditional values” and moral sovereignty. For democracy to …

Off-Label Use Of Recreational Cannabis: Acid Reflux In Colorado, Jacqueline M. Doremus, Sarah S. Stith, Jacob M. Vigil Feb 2020

Off-Label Use Of Recreational Cannabis: Acid Reflux In Colorado, Jacqueline M. Doremus, Sarah S. Stith, Jacob M. Vigil

Economics

Medical cannabis access has been shown to affect clinical health outcomes and health care spending. Unlike medical access, which requires a doctor's recommendation for treatment and only applies to the limited conditions approved under the state's medical cannabis program, recreational access makes cannabis available over-the-counter (OTC). This may create additional benefits through off-label cannabis use to treat unlisted conditions, such as acid reflux, which affects two out of three Americans. Using the roll out of recreational dispensaries in Colorado in 2014, we estimate the change in retailers' market share of antacid medications using a difference-in-differences design. Antacid market share decreases …

Does Bail Reform Increase Crime? An Empirical Assessment Of The Public Safety Implications Of Bail Reform In Cook County, Illinois, Paul Cassell, Richard Fowles Feb 2020

Does Bail Reform Increase Crime? An Empirical Assessment Of The Public Safety Implications Of Bail Reform In Cook County, Illinois, Paul Cassell, Richard Fowles

Utah Law Faculty Scholarship

Recently bail reform issues have been in the news across the country, as concerns about fair treatment of defendants and possible public safety risks from expanding pretrial release have collided. These issues involve important empirical questions, including whether releasing more defendants before trial leads to additional crimes. An opportunity to investigate this public safety issue has developed in Chicago, our nation’s third largest city. There, the Office of the Chief Judge of the Cook County Courts adopted new bail reform measures in September 2017 and reviewed them empirically in May 2019. Cook County’s Bail Reform Study concluded that the new …

Strangers In The Neighborhood: Violence And Neighborhood Boundaries, Kevin J. Brown, Frederick D. Weil Feb 2020

Strangers In The Neighborhood: Violence And Neighborhood Boundaries, Kevin J. Brown, Frederick D. Weil

Faculty Publications

New Orleans experienced elevated rates of violent crime throughout the thirty years between 1985 and 2015. Violence was disproportionately represented in socioeconomically disadvantaged communities. This study explores the lived experiences of residents from one such neighborhood, using individual interviews, focus groups, and participant observation. The data indicate that neighborhood boundaries vacillated between rigidly defensive and porous, which impacted residents’ ability to enact collective efficacy and thus to create a milieu that either positively or negatively influenced the likelihood of violence. With a long history of institutional and social neglect, the community initially viewed outsiders as invaders which resulted in rigidly …

Academic Council

  • Academic Council has implemented a consent agenda for routine actions.
  • In November, a graduate certificate in Sports Nutrition and a minor in Allied Health were approved. The Allied Health minor is a way for students not in admission selective programs to remain eligible for financial aid.
  • Academic Council also revised the procedure on undergraduate GPA calculations. The change will allow more students to progress toward graduation. Every grade is counted toward overall GPA, but the new procedure allows programs to identify specific courses for majors and minors to calculate GPA. The exact wording of the procedure change is …
