Hearing Before The United States Senate Committee On The Judiciary “Rule By District Judge: The Challenges Of Universal Injunctions”, Samuel L. Bray
Congressional Testimony
From the introductory text of the Statement of Professor Samuel L. Bray
"There’s a script we’ve all become familiar with. A president issues an order, or an agency promulgates a rule. And then what happens? Those who oppose the order or rule will pick a friendly district court and bring a challenge. From that friendly district court, the challengers will seek an injunction that shuts down the order or rule—not just with respect to the parties, but shuts it down for everyone in the country. That kind of injunction is popularly called a “nationwide injunction,” or a “national injunction” or …

INTRODUCTION: Since 2013, the First Care Provider (FCP) model has successfully educated the non-medical population on how to recognize life-threatening injuries and perform interventions recommended by the Committee for Tactical Emergency Casualty Care (C-TECC) and the Hartford Consensus in the disaster setting. Recent programs, such as the federal "Stop The Bleed" campaign, have placed the emphasis of public training on hemorrhage control. However, recent attacks demonstrate that access to wounded, recognition of injury, and rapid evacuation are equally as important as hemorrhage control in minimizing mortality. To date, no training programs have produced a validated study with regard to training …

Factors Influencing Dual Enrolled Students To Pursue Postsecondary Career And Technical Education, Debbie Petree
Factors Influencing Dual Enrolled Students To Pursue Postsecondary Career And Technical Education, Debbie Petree
Ed.D. Dissertations
Employers struggle to find employees for middle skills jobs in computer technology, nursing, advanced manufacturing and other fields requiring postsecondary technical education. The number of students pursuing postsecondary education does not meet the needs of employers. This study examined the influence of economic, social/cultural, institutional, dual credit participation, and academic variables upon students’ intentions to enroll in program options at a technical college. The study was conducted with the dual enrolled or former dual enrolled students at a small rural technical college in East Tennessee with a sample size of 75. Linear regression was used to determine the relationship between …

Effects Of Culling White-Tailed Deer On Tree Regeneration And Microstegium Vimineum, An Invasive Grass, John Paul Schmit, Elizabeth R. Matthews, Andrejs Brolis
Effects Of Culling White-Tailed Deer On Tree Regeneration And Microstegium Vimineum, An Invasive Grass, John Paul Schmit, Elizabeth R. Matthews, Andrejs Brolis
United States National Park Service: Publications
Reduction of forest regeneration due to overbrowsing by white-tailed deer is a growing concern for land managers. Abundant deer can impede forest regeneration through direct predation on tree seedlings. Additionally high deer density can facilitate the establishment of a dense understory of browse tolerant plant species that shades seedlings and persists even in the absence of deer. In response to these challenges, land managers have sought to reduce deer herds to restore tree regeneration, but few studies have evaluated the effectiveness of this management. Our study took place in Catoctin Mountain Park, a US National Park Service unit with a …
Examining Nursing Student Dropout Behavior: An Event History Analysis, Michele Lee Blackwell
Examining Nursing Student Dropout Behavior: An Event History Analysis, Michele Lee Blackwell
LSU Doctoral Dissertations
This study examined student-level data to identify factors that predict student departure from an undergraduate nursing program. National nursing shortages, declining enrollment, and high rates of attrition pose significant concerns for undergraduate nursing programs. The following research questions guided this study: 1) Which student-level variables predict nursing student dropout risks over time? 2) Which student-level variables predict nursing student retention over time? and 3) When are nursing students most likely to drop out?
The methodological approach was event history analysis, a form of linear regression that measures the likelihood of an event (nursing student dropout) at a particular time (semesters …

Human Capital Loss In Law Enforcement, Anthony J. Deprospo
Human Capital Loss In Law Enforcement, Anthony J. Deprospo
Seton Hall University Dissertations and Theses (ETDs)
Employees are an organization’s most valuable asset. Unfortunately, law enforcement as a whole has been faced with an epidemic of staff retention, which includes police officers. Police departments, such as New Jersey Transit and across the country, have had to deal with police officers’ voluntary separation. Since its inception, the NJ Transit Police Department has had a long history of struggling to keep staff, and turnover within the department has an impact on expenses, resources, ridership, and taxpayers. Not only are police officers valuable, but they are also very costly (Wareham et al., 2015). Recruiting and hiring costs tend to …

The Crime Control Effects Of A Police Sub-Station Within A Business-Improvement District: A Quasi-Experimental Synthetic Control Evaluation, Eric L. Piza, Andrew P. Wheeler, Nathan T. Connealy, Shun Q. Feng
Publications and Research
Research Summary:
The current study analyzes the crime reduction effect of a police sub-station operating within a business improvement district in Newark, NJ. Synthetic control methods were used to create a control group that was statistically equivalent to the cumulative street units in the target area. Significant reductions of burglary and motor vehicle theft were observed in the target area as compared to a synthetic control area over the post-intervention period. Robbery and theft from auto, conversely, suffered from spatial displacement. Of the six police actions included in the process evaluation, quality-of-life summonses and directed patrols increased in the post-intervention …

**Trigger warning: sexual assault
In the past month students in surrounding colleges have been protesting and challenging administrative policies regarding sexual assault, yet many of us at Gettysburg are unaware of these events. Members of our shared community have stood up to injustice they have faced on campus. On January 30, 2020 an article was published in The Dickinsonan newspaper titled “I’m Done Waiting for Dickinson to Take Sexual Assault Seriously,” in which senior Rose McAvoy recounts not only the horrifying tale of her violent sexual assault, but also the college’s incompetency and failure to take appropriate action. [excerpt …
Identifying The Best Practices That Are Being Used To Promote Higher Education In Both Civil Service And Non-Civil Service Police Departments, Raymond Trigg
Seton Hall University Dissertations and Theses (ETDs)
This study was conducted to identify the best practices that are being used to promote higher education in both civil service and non-civil service police departments. This study also examined the higher educational incentives/policies that are currently established in municipal police departments to promote continued higher education. Factors such as tuition reimbursement, educational incentive pay, higher education standards for promotion and hiring, and rank and time of service were examined. Based on this examination, policy recommendations can be made to affect the level of education for municipal police officers positively. The organizational analysis provided a look at previously unseen aggregate …
