Jacksonville State University Covid-19 Short-Term Recovery Concept Paper: Return To A New Normal, Jacksonville State University
COVID-19 JSU Response & Documentation
Jacksonville State University needs a simple but functional plan now to identify goals, assign responsibilities and initiate short-term recovery operations related to the cessation of the first wave of the COVID-19 pandemic. The primary focus of the University’s recovery should be to get us back to a new normal by July 6th, 2020. The members of the Reopening Committee believe that there are three pillars to recovery operations. They are as follows: Information sharing to enable our campus community to be better informed and responsible individuals; organizational readiness through comprehensive preparedness and mitigation activities; and, a reasonable testing capacity for …

Discrimination Against Employees Without Covid-19 Antibodies, Debbie N. Kaminer
Discrimination Against Employees Without Covid-19 Antibodies, Debbie N. Kaminer
Publications and Research
Policies that favor those with immunity to a contagious disease are a novel concept and have not been used in recent United States history. It is important to think about the legal and policy issues associated with banning employees without immunity to Covid-19 from the workplace and the appropriate balance between an individual’s right to work and the public health of the nation. In doing so, it is useful to compare these policies to immunization laws, mandatory retirement laws and the Americans with Disabilities Act.
A Comparative Analysis Of The Politics Of Gun Control In The United States And Australia, Nicholas Leone
A Comparative Analysis Of The Politics Of Gun Control In The United States And Australia, Nicholas Leone
College Honors Program
This thesis centers on the interrelationships and differences in firearm legislation and culture within the United States of America and Australia. As a result of the Port Arthur Massacre on April 28, 1996, Australia was faced with an unprecedented mass shooting that completely shifted Australian politics and culture regarding firearm safety and availability. Thus, the thesis inquiries into the effectiveness of Australia’s buyback program as well as the cultural and political factors that allowed for such legislation to be passed. After suffering 118 mass shootings in the U.S. since 1982, the history of the United States regarding gun control is …

Doctrinal Dynamism, Borrowing, And The Relationship Between Rules And Rights, Joseph Blocher, Luke Morgan
Doctrinal Dynamism, Borrowing, And The Relationship Between Rules And Rights, Joseph Blocher, Luke Morgan
William & Mary Bill of Rights Journal
The study of “Rights Dynamism,” exemplified in Timothy Zick’s new book on the First Amendment’s relationship with the rest of the Bill of Rights, can enrich our understanding of constitutional rights. It also opens a door to another potentially fruitful arena: what we call “Doctrinal Dynamism.” Constitutional rights often interact and generate new meanings and applications by way of importing and exporting one another’s doctrinal rules, even when the rights themselves do not intersect directly in the context of a single case. Focusing on these doctrinal exchanges can illuminate the strengths and weaknesses of various rules, the specific interests underlying …

From First Steps To Second Chances: Addressing Mass Incarceration In State Prisons, Molly Connor
Notre Dame Law Review
In order to address mass incarceration meaningfully, Congress must pass legislation aimed at reducing state prison populations. The legislation’s name (the First Step Act) suggests there will be follow-up legislation—that Congress’s end goal has yet to be fully realized. This Note explores the details of the First Step Act with an eye toward drafting the “Second Step Act” in a way that adequately addresses the root causes of mass incarceration. In Part I, this Note discusses the events leading up to the passage of the First Step Act and its key provisions addressing sentencing reform and rehabilitative programming. Part II …

Justice Policy
Community Asset Mapping is a strength-based approach to gathering information about community resources in order to guide solutions within that community through a combination of population level data analysis and community stakeholder engagement. This report provides a case study of asset mapping in Maine’s communities. Turning to Androscoggin County as a community in which to pilot this grassroots approach, the report explores existing assets and needs in the county. It also looks at how this information can inform investments in a community-based continuum of care that is responsive to both population level data as well as the voices of youth …
Crisis Communication And Executive Leadership: Ethical Shortcomings In Government, Daniel Davidoff
Crisis Communication And Executive Leadership: Ethical Shortcomings In Government, Daniel Davidoff
School of Professional Studies
This research thesis project is an analysis of how and why governments fail in their attempts at crisis communication. The hypotheses tested are: there exists a negative correlation between unethical leadership and successful crisis communication practices. And governments are more likely to experience these failures due to ethical disconnects in modern politics. Research includes a review of relevant academic literature regarding crisis communication theory, as well as the ethical framework that can be applied to that theory. Cases considered are Hurricane Katrina, the choking death of Eric Garner, and the COVID-19 global pandemic. The research project concludes with a recommendation …
Qualitative Analysis Of Luminol Efficacy On Bleach-Cleaned And Paint-Concealed Blood, Adam Wykoff
Qualitative Analysis Of Luminol Efficacy On Bleach-Cleaned And Paint-Concealed Blood, Adam Wykoff
Themis: Research Journal of Justice Studies and Forensic Science
The presence of blood at a crime scene can provide investigators with a treasure trove of information regarding the nature and circumstances of a particular crime and aid in crime scene reconstruction; however, attempts at concealing blood are common scenarios. The development of chemiluminescent and fluorescent-based presumptive tests, such as the luminol and fluorescein tests, have made it more challenging to definitively remove or mask blood on a surface. The purpose of this experiment was to qualitatively measure the overall efficacy of luminol, concerning its ability to positively detect small bloodstains found on common household floor surfaces (wood, carpet, and …

Did You Take Care Of Everybody? Insights On Crisis Management From Senior Student Affairs Professionals, Matthew Lawrence Peterson Ricke
Dissertations
This constructivist narrative study explored the experiences of five senior student affairs administrators who responded to an organizational crisis impacting their universities. Crisis management is a critical competency for higher education leaders (Peters, 2014) and involves the prevention, mitigation, and planning prior to a crisis; response and recovery during the crisis; and learning and changing following a crisis (Zdziarski, 2006). This study was guided by the research question: how do campus leaders at an institution of higher education (IHE) make meaning of a campus crisis event? Five participants, all of whom are senior student affairs professionals with extensive crisis management …

The Invisible Prison: Pathways And Prevention, Margaret F. Brinig, Marsha Garrison
Notre Dame Law Review
In this Article, we propose a new strategy for curbing crime and delinquency and demonstrate the inadequacy of current reform efforts. Our analysis relies on our own, original research involving a large, multigenerational sample of unmarried fathers from a Rust Belt region of the United States, as well as the conclusions of earlier researchers.
Our own research data are unusual in that they are holistic and multigenerational: the court-based record system we utilized for data collection provided detailed information on child maltreatment, juvenile status and delinquency charges, child support, parenting time, orders of protection, and residential mobility for focal children …
Understanding Violent-Crime Recidivism, J.J. Prescott, Benjamin Pyle, Sonja B. Starr
Understanding Violent-Crime Recidivism, J.J. Prescott, Benjamin Pyle, Sonja B. Starr
Notre Dame Law Review
People convicted of violent crimes constitute a majority of the imprisoned population but are generally ignored by existing policies aimed at reducing mass incarceration. Serious efforts to shrink the large footprint of the prison system will need to recognize this fact. This point is especially pressing at the time of this writing, as states and the federal system consider large-scale prison releases motivated by the COVID-19 pandemic. Those convicted of violent crimes constitute a large majority of older prisoners, who are extremely vulnerable to the spread of the virus behind bars. Excluding them from protective measures will deeply undermine those …
Sleep Paralysis: An Artist's Best Nightmare, Alexandra Wills
Sleep Paralysis: An Artist's Best Nightmare, Alexandra Wills
Undergraduate Honors Theses
Sleep paralysis is a condition in which the REM sleep in an individual fails to disengage after they awaken. This leads to full body paralysis, during which vivid and often terrifying hallucinations occur. I myself suffer from sleep paralysis. That being said, I have always been intrigued by the concept of exploring serious topics through the use of comedy. In essence, that is what my project is about. I wanted to make light of sleep paralysis. By doing so, I hoped to deescalate the terror in the mind of the sufferer. Comedy is possibly the most effective method I have …
Experimental And 3d Finite Element Analyses Of Invert-Removed Circular Corrugated Metal Pipe Culverts Renewed With Polymer Spray-Applied Pipe Lining, Samrat Raut
Civil Engineering Theses - Archive
Corrugated metal pipes (CMPs) are one of the widely used culvert structures in the American highway system. Compared to other types of culverts, CMPs have shorter design life, and many CMP culverts have reached or exceeded their design life. Therefore, renewal or replacement of those CMPs is needed to ensure the safety and service of the highways. Since replacements of these culverts are costly, renewalis less costly and has been on the focus in this decade. Different rehabilitation methods have been proposed by different DOTs and the researchers from open-cut methods to trenchless technology. Since open-cut methods disturb the operation …
An Empirical Examination Of Courts Of Appeals Judges’ Voting In First Amendment Retaliation Cases Involving Police Officers, Mary Ann Boyd
An Empirical Examination Of Courts Of Appeals Judges’ Voting In First Amendment Retaliation Cases Involving Police Officers, Mary Ann Boyd
Criminology & Criminal Justice Theses - Archive
The impact of judicial ideology on voting in First Amendment decisions has been the subject of many empirical investigations in U.S. Courts of Appeals and District Courts. However, little attention has been devoted to studying how ideology impacts voting in First Amendment retaliation claims brought by law enforcement officers against their departments. This study is designed to fill this gap in the literature. Judges must consider and balance the right of public employees to exercise individual self-expression and autonomy while also safeguarding the rights of public institutions that provide necessary services to the public (Tsesis, 2015). Often the lines can …

Examining Corporate Blameworthiness In Relation To Federal Organizational Sentencing For Probation And Corporate Monitors., Emily M. Homer
Electronic Theses and Dissertations
Organizations that have benefitted from the commission of federal crimes committed by their employees may be sentenced to federal criminal penalties. Two of these potential penalties include probation and the requirement to implement a corporate monitor. The federal guidelines provide suggestions for sentencing probation that echo the theoretical focal concern of blameworthiness. This research used eight years of United States Sentencing Commission data covering 2011 to 2018 (n= 1,224) to examine if organizations were being sentenced to probation and monitoring consistent with the federal guidelines and focal concern of blameworthiness. The study examined nine potential measures of blameworthiness …
Understanding How Safety Posters Affect Perception Of Safety Culture Using Virtual Reality, Rebecca Ann Stewart
Understanding How Safety Posters Affect Perception Of Safety Culture Using Virtual Reality, Rebecca Ann Stewart
Theses and Dissertations
Poster campaigns have been studied before but never in relation to perceived safety culture. Virtual reality was used to study how safety signage, or lack thereof, affects peoples’ perception of a company’s priority of safety, safety awareness, safety culture, and their own perception of how safe they feel or think a coworker would feel in the environment. There were four virtual scenes used – No Signage, Safety Signs, Safety Posters, and Safety Posters + Safety Signs. The four environments were similar regarding objects, colors, and size; however, the signage on the walls differed in each. Statistical significance was found for …
Physician Hospital Arrangement Influence On Nonprofit Hospital Quality,Financial Performance And Community Benefit Expenditures, Andrea Cervin
Physician Hospital Arrangement Influence On Nonprofit Hospital Quality,Financial Performance And Community Benefit Expenditures, Andrea Cervin
Dissertations and Theses (Open Access)
Federal policy has encouraged hospitals to provide certain quality outcomes and cost containment. Hospitals have responded by forming physician hospital organizations in attempts to achieve quality outcomes and capture reimbursements. At the same time, federal policy has awarded hospitals with nonprofit status with the requirement to provide community benefits in exchange for the tax exemption they receive. With the formation of physician hospital organizations, there remains the question of whether hospitals are achieving desired quality metrics and whether hospitals are financially viable. There is also public and media interest recently regarding whether nonprofit hospitals fulfill their obligations for community benefit …

Absent Father Timing, Criminal Behavior, And Arrest Across The Life Course, Krysta N. Knox
Criminology & Criminal Justice Theses - Archive
Although prior research has examined the link between having an absent biological father and self-reported delinquency, few studies have assessed the influence of the timing of paternal absence (i.e., the child’s age when father leaves). Using data from the National Longitudinal Study of Adolescent to Adult Health (Add Health), the present study examines the impact of the timing of biological father absence on delinquency and arrest across the life course. Results of negative binomial regression reveal that biological father absence before birth, early in childhood, (birth to age 5) and late adolescence (age 14 to 18) was significantly related to …
