Extreme Image Compression With Deep Learning Autoencoder, Licheng Xiao

Image compression can save billions of dollars in the industry by reducing the bits needed to store and transfer an image without significantly losing visual quality. Traditional image compression methods use transform, quantization, predictive coding and entropy coding to tackle the problem, represented by international standards like JPEG (joint photographic experts group), JPEG 2000, BPG (better portable graphics), and HEIC (high efficiency image file format). Recently, there are deep learning based image compression approaches that achieved similar or better performance compared with traditional methods, represented by autoencoder, GAN (generative adversarial networks) and super-resolution based approaches.

PMG Oregon currently schedules approximately 60,000 New Patient visits each year. New patients are often seen at their first visit, with very little, and/or, without most up-to-date medical information transferred to their new clinical care team. The delay or lack of information results in challenges to our clinic teams to provide the best care for our new patients. It also results in providers/care teams spending additional time entering clinical data either during the new patient appointment, after the appointment, and often additional appointments are needed to address patient problems that could be completed in the initial visit.

Bending Behavior Of Concrete Beams With Fiber/Epoxy Composite Rebar, Kolten Dewayne Rice

This research explores the use of carbon/epoxy and fiberglass/epoxy fiber-reinforced polymer (FRP) composite rebar manufactured on a three-dimensional braiding machine for use as reinforcement in concrete beams under four-point bending loads. Multiple tows of prepreg composite fibers were pulled to form a unidirectional core. The core was consolidated with spirally wound Kevlar fibers which were designed to also act as ribs to increase pullout strength. The rebar was cured at 121â—¦C (250â—¦F) in an inline oven while keeping tension on the fibers. Introduction: Providers routinely document what the next steps in treatment will be for patients who have elevated blood pressure during their office visit. In order for the plan to implemented, the patient must return to see the provider again and often wait up to 6 months before they return. This results in potentially sustained uncontrolled blood pressure.

The posterior midline approach to the lumbar spine requires significant manipulation of the paraspinal muscles. Muscle detachment and retraction results in iatrogenic damage such as crush injury, devascularization, and denervation, all of which have been associated with postoperative pain. The muscle most directly affected by the posterior approach is the lumbar multifidus (LM), the largest and most medial of the deep lumbar paraspinal muscles. The effects of the posterior approach on the integrity of the LM is concerning, as multiple studies have demonstrated that intraoperative injuries sustained by the LM lead to postoperative muscle atrophy and potentially worsening low back …

Abstract: Urban livability is an important factor for the decision of modern urban construction. Based on the multi-agent modeling theory, a model for the change of urban livability is proposed, so as to analyze the present situation and changing trend of urban livability in complex urban system. Taking safety as an example, five environmental indicators of public security, fire protection, traffic, emergency response and residence are given. Abstract: In recent years, the personalized context-aware recommendation is the rub and hotness in the research of recommendation system, and the data sparseness is the main problem faced by the current recommendation systems. In the setting of music recommendation, the representing method of varieties of situational information is improved. A model of TFPMF is proposed, which combines the model of RR-PMF with the tensor decomposition. TFPMF is optimized by alternative least squares (ALS). Abstract: Pedestrians escaping from the architecture are restricted by limited time and space. There are so many different exits, channels and bottleneck. Three kinds of facilities layout were designed to be initial schemes. The shortest escaping time was estimated by the different bottlenecks. Then, a safety escaping model based on the facilities layout and dynamic information was proposed, and the escaping time, area density and evacuation efficiency were analyzed by the simulation. The research indicates that by calculating and simulating the model can estimate the evacuation time for different schemes, and the result can provide some advices for facilities layout.

American Medical Response (AMR) Tukwila is the hub of its Western Washington operations. With over 400 employees and multiple customers and guests at any given time, they must have measures in place to ensure the safety and security of those on the premises. In the summer of 2019, AMR Tukwila experienced a possible active shooter incident. While this is a low occurrence event it proves the need for having a plan and procedures in place. Does Aid Really Help? The Nexus Between Development Aid And State-Society Resilience In Fragile Situations, Cyrel San Gabriel

This study aims to determine how development aid impacts state-society resilience, and how such resilience impacts aid flows in fragile situations. It particularly examines if development aid builds state-society resilience in fragile situations listed in the harmonized list of World Bank, African Development Bank, and Asian Development Bank from 2006 to 2018. Results show that development aid causes a decrease in state-society resilience, while state-society resilience causes an increase in aid flows. Aid for governance and human development weakens resilience. Better governance and peace levels curb aid flows, while higher human development levels boost aid flows. Economic growth is neither …

In a previously published article in HIN under the title of “Eduard Dorsch and his unpublished poem on the occasion of Humboldt's 100th birthday,” I elaborated on Dorsch's poem that was read in Detroit in front of a German-American audience on Sept. 14, 1869, a day widely celebrated in the US in honor of Humboldt. Although it was not surprising that Dorsch wrote the occasional poem in the first place given his affinities with Humboldt's world of thought, a discovery of a second occasional poem upon further research in Dorsch's voluminous papers was indeed unexpected, in this case read on …

Securing a future sustainable decarbonised economy involves moving towards a system with rising penetration levels of distributed photovoltaics (PVs) within the low voltage distribution network (LVDN). This power system evolution is displacing conventional generators and has resulted in a decline in inertia that is essential for frequency stability. Emerging network codes require PV generators to maintain a scheduled curtailed active power (CAP) reserve for under-frequency contingencies. In this paper, the development, verification and application of an enhanced, two-stage grid-connected, state-space, linear parameter varying (LPV) PV system model is presented. Abstract: In view of the problem that military simulation training system can't maximize to the advantages of virtual reality simulation technology because of the limitations of regional, space and training ability, this paper developed a virtual equipment training and teaching platform. It made a large-scale compression for 3D models and map data. Meanwhile it made streaming and multithreading download of compressed data through the HTTP protocol.
