The empirical data indicate that a relatively small increment of additional U.S. Patent and Trademark Office (“Patent Office” or “USPTO”) investment in prior art search at the initial examination stage could be a cost-effective mechanism for improving accuracy in the patent system. This contribution argues that machine learning provides a promising arena for such investment. Notably, the use of machine learning in patent examination does not raise the same potent concerns about individual rights and discrimination that it raises in other areas of administrative and judicial process. Trade wars are raging again for the first time in two decades as World Trade Organization (WTO) members unilaterally impose and counterimpose sanctions. In Geneva, the WTO Appellate Body, whose existence is essential to the functioning of the WTO Dispute Settlement Understanding (DSU), is on a trajectory to shut down in December 2020. With the prospect of nonlawyers stepping in to do low-fee legal work, how should the legal profession conceive of its relationship to that work and ensure that nonlawyers bolster rather than undermine the value that lawyers add to society? Lawyers should reclaim their role as connectors in their communities: interstitial figures with the knowledge, skill, and trust to help resolve disputes, move beyond stalemates, dispel tensions, and otherwise bring people and resources together in productive solutions. They should do so, at least in part, through pro bono work for poor and low-income clients. It would be a mistake to stand …

Endosomes and lysosomes (endolysosomes) are acidic organelles that are important both physiologically and pathologically. Implicated in the physiological and pathophysiological processes regulated by endolysosomes are readily releasable stores of cations including ferrous iron (Fe2+); an essential cofactor for the generation of reactive oxygen species (ROS). In determining the extent to which and mechanisms by which Fe2+ released from endolysosomes affects cellular functions it was important to determine levels of Fe2+ in endolysosomes. Wood is a versatile and cost-effective building material found in everyday life. However, it has a disadvantage of readily absorbing both water vapor from the surrounding air and liquid water when in direct contact. The absorption of water increases the rate of the wood decaying and can also affect the physical properties, such as warping and swelling. Previous research has looked into defining the rate of absorption by modeling it based on Fick’s second law. Observations from a summer 2015 field project near the Cape Canaveral Air Force Station in Florida (CAPE2015 field project) are analyzed. The highly instrumented North Dakota Citation Research Aircraft and the U.S. Navy’s Mid-Course Radar (MCR), a unique, high-resolution radar on the Atlantic coast of Florida, obtained concurrent measurements of thunderstorm anvil cirrus clouds during seven research flights. The MCR alternatively transmits two waveforms, a lower-resolution (narrowband) beam and a high-resolution (wideband) beam with along-beam range resolutions of 37 m and 0.5 m, respectively. The primary failure modes of asphalt pavements in North Dakota are rutting, fatigue cracking, and low temperature cracking. This study investigated whether the addi- tion of Aramid Fiber to SuperPave HMA mixes improves their resistance to rutting, low temperature cracking, and fatigue cracking. The experiments were conducted on conventional and fiber mixes provided by the North Dakota Department of Trans- portation. This study examined sleep, self-efficacy, and confidence and their effect on performance. Cadets from an Army Reserve officer training corps (ROTC) program were surveyed about their sleep quality using the Pittsburgh Sleep Quality Index (PSQI), their fatigue using the Epworth Sleepiness Scale (ESS), their sleep quantity using the Rosenkind formula, their confidence using the competitive trait anxiety index (CTAI-2), their self-efficacy using a task specific questionnaire, and performance was measured via the Army physical fitness test (APFT). Sibling abuse, as a potential contributor to lifetime aggression, is under-represented in the childhood maltreatment literature and minimized in American society. A contemporary survey study conducted using a large college sample (King et al., 2017) established significant relationships between sibling abuse (i.e., acts of physical abuse, threats of violence, and heated verbal conflict) and a range of lifetime aggression indicators after controlling for variance attributable to physical, sexual, intimate partner, and peer abuse. Taiwanese culture and music education place great importance on academic achievement and technique skills rather than overall development. Drawing the line between disputes that can be adjudicated in domestic (U.S.) courts and those that cannot has perplexed judges and jurists since the Founding Era. Although Congress provided a statutory framework for the jurisdictional immunities of foreign states in 1976, important ambiguities remain. Notably, in 2010, the U.S. Supreme Court held in Samantar v. Yousuf that the Foreign Sovereign Immunities Act (FSIA) does not govern suits against foreign officials unless the foreign state is the “real party in interest.” This decision clarified, but did not fully resolve, conceptual and doctrinal questions surrounding the immunities of foreign officials whose conduct …

In 2017, Georgia’s controversial campus carry bill was signed into law despite protest from the state’s Board of Regents, university officials, and students. Georgia is one of ten states that has implemented campus carry. Georgia’s campus carry statute is unique in that it may conflict with Georgia’s Constitution, which vests the powers of “government, control, and management” of the University System of Georgia in the Board of Regents. Georgia courts have not yet addressed what this provision of the Constitution means. This Note applies general principles of constitutional interpretation to the provision.
