The Community Relations Service's Work In Preventing And Responding To Unfounded Racially And Religiously Motivated Violence After 9/11, Grande Lum Jun 2019

The Community Relations Service's Work In Preventing And Responding To Unfounded Racially And Religiously Motivated Violence After 9/11, Grande Lum

Texas A&M Journal of Property Law

On the morning of September 11, 2001, New York City-based Community Relations Service (“CRS”) Regional Director Reinaldo Rivera was at a New Jersey summit on racial profiling. At 8:46 a.m., an American Airlines 767 crashed into the North Tower of New York City’s World Trade Center. Because Rivera was with the New Jersey state attorney general, he quickly learned of the attack. Rivera immediately called his staff members, who at that moment were traveling to Long Island, New York, for an unrelated case. Getting into Manhattan had already become difficult, so Rivera instructed his conciliators to remain on standby. At …

As wearable and analytics technology continues to be aggressively adopted, there is a congruent rise in data collection from wearable healthtech devices. This unprecedented rise in data collection poses massive privacy and security issues. This note addresses the benefits of IoT healthcare wearables and implants, as well as identifies where the privacy and security of data accrued by such devices could be improved. In an effort to better encapsulate the issue surrounding wearable device data collection, the authors analyze the many benefits of wearable healthcare devices, as well as look into the false sense of trust consumers have in the …

Physical Activity And Its Association With Depression In The Diabetic Hispanic Population, Sukaina Rizvi, Ali M. Khan

School of Medicine Publications

Introduction Hispanics are the largest ethnic minority group in the United States. The prevalence of depression and co-morbid depression in the Hispanic population is well-recognized. The positive association between physical activity and psychological health improves mood, emotional well-being, and prognostic outcome.

Objectives There are two aspects of our research paper. First, it critically reviews the available literature showing the correlation between physical exercise and depression. Second, it analyzes the association between exercise and depression in uncontrolled diabetic Hispanics using data collected from the local community intervention program.

Method A chi-square analysis was conducted to examine whether levels of physical activity …

Bias In, Bias Out, Sandra G. Mason Jun 2019

Bias In, Bias Out, Sandra G. Mason

AI-DR Collection

Police, prosecutors, judges, and other criminal justice actors increasingly use algorithmic risk assessment to estimate the likelihood that a person will commit future crime. As many scholars have noted, these algorithms tend to have disparate racial impact. In response, critics advocate three strategies of resistance: (1) the exclusion of input factors that correlate closely with race, (2) adjustments to algorithmic design to equalize predictions across racial lines, and (3) rejection of algorithmic methods altogether.

This Article’s central claim is that these strategies are at best superficial and at worst counterproductive, because the source of racial inequality in risk assessment lies …

Stovepiped In Silence: The Growing Threat Of White Supremacy Extremism In The Pacific Northwest, Dacia J. Grayber Jun 2019

Stovepiped In Silence: The Growing Threat Of White Supremacy Extremism In The Pacific Northwest, Dacia J. Grayber

CUP Undergraduate Research

The purpose of this practicum proposal is to address the growing threat of White Supremacy Extremism (henceforth referred to as “WSE”) in the Portland Metro region and explore the barriers to identifying WSE and obstacles with information sharing. By understanding current conditions and leaning forward with proactive and holistic approaches to education and information sharing, on a local and regional level we may be able to interrupt the cycle of proliferation and interdict future bias and hate crimes in our communities.

The Regional Disaster Preparedness Organization (RDPO) is one of several local agencies that could potentially serve as a possible …

Things Fall Apart (Next Door): Discriminatory Maintenance And Decreased Home Values As The Next Fair Housing Battleground, Michelle Y. Ewert Jun 2019

Things Fall Apart (Next Door): Discriminatory Maintenance And Decreased Home Values As The Next Fair Housing Battleground, Michelle Y. Ewert

Brooklyn Law Review

Banks that once preyed on communities of color through predatory lending now drive property values down by failing to adequately maintain foreclosed properties they own in those neighborhoods. Declining home values are especially destructive in communities of color because the family home is often a household’s most significant asset and, thus, the key to accumulating wealth and creating opportunity. This article argues that neighboring homeowners whose property values have declined as a result of banks’ discriminatory maintenance of foreclosed properties have standing to sue those banks under the Fair Housing Act (FHA). This article explores historic barriers to homeownership in …

Introducing Disruptive Technology To Criminal Sanctions: Punishment By Computer Monitoring To Enhance Sentencing Fairness And Efficiency, Mirko Bagaric, Dan Hunter Jun 2019

Introducing Disruptive Technology To Criminal Sanctions: Punishment By Computer Monitoring To Enhance Sentencing Fairness And Efficiency, Mirko Bagaric, Dan Hunter

Brooklyn Law Review

The United States criminal justice system is the most punitive on earth. The total correctional population is nearly seven million, equating to a staggering one in thirty-eight adults. Most of the correctional population comprises offenders who are on parole or probation, and a high portion of these defendants who are on parole or probation reoffend during the sanction period. There has been a growing consensus among lawmakers and the wider community that reforms need to be implemented to reduce the cost of criminal sanctions and to improve their effectiveness. For example, the United States Sentencing Commission has recently proposed an …

Give Me Liberty Or Give Me . . . Alternatives?: Ending Cash Bail And Its Impact On Pretrial Incarceration, Muhammad B. Sardar Jun 2019

Give Me Liberty Or Give Me . . . Alternatives?: Ending Cash Bail And Its Impact On Pretrial Incarceration, Muhammad B. Sardar

Brooklyn Law Review

Every day in the United States, thousands of pretrial defendants are imprisoned due to their inability to afford bail. These individuals have not been convicted of an offense, yet are incarcerated for the crime of being poor. Pretrial incarceration wreaks havoc both on the individual detainee and society at large. Pretrial detainees are more likely to plead guilty, receive higher sentences, and face grave future economic prospects. The cash bail system in particular disproportionately affects racial minorities, furthering the already racially disparate outcomes inherent in the U.S. criminal justice system. From a societal perspective, the increased rate of incarceration due …

Challenges In Advanced Care Planning In Primary Care: A Systematic Review, Pamela Willson, Sue Ellen Gondran

International Nursing Research Congress (INRC)

The greatest obstacle to Advance Care Planning (ACP) is initiating the difficult conversation about death and planning for the end that is culturally sensitive and patient-centered. Poor end-of-life communication skills, lack of relationship building skills, and time constraints were the highest rated barriers to ACP. Improving outcomes will be discussed.

Seismic Vulnerability Assessment Of Anchored Block Type Contents Due To Sliding And Overturning, Sereen Majdalaweyh, Weichiang Pang, Amir Safiey, Ershad Ziaei, Keivan Rokneddin, Mohammad Javanbarg, Saurabh Prabhu Jun 2019

Seismic Vulnerability Assessment Of Anchored Block Type Contents Due To Sliding And Overturning, Sereen Majdalaweyh, Weichiang Pang, Amir Safiey, Ershad Ziaei, Keivan Rokneddin, Mohammad Javanbarg, Saurabh Prabhu

Damage to contents and nonstructural components is often the main driver of property losses against smaller earthquakes as evidenced by empirical evidence from past events. In the 2014 South Napa earthquake in California, for example, 56% of the affected buildings reported content damage. The primary modes of content damage include sliding, rocking, and overturning. The FEMA P-58 document provides seismic fragility functions for sliding and overturning of unanchored block content types, but no data is provided for anchored components. The ASCE/SEI 7-16 provides stability guidelines for different types of nonstructural components, but falls short of providing recommendations for the contents …

Linking Water Quality To Aedes Aegypti And Zika In Flood-Prone Neighborhoods, Susan Harrell Yee, Donald A. Yee, Rebeca De Jesus Crespo, Autumn Oczkowski, Fengwei Bai, Stephanie Friedman Jun 2019

Linking Water Quality To Aedes Aegypti And Zika In Flood-Prone Neighborhoods, Susan Harrell Yee, Donald A. Yee, Rebeca De Jesus Crespo, Autumn Oczkowski, Fengwei Bai, Stephanie Friedman

Faculty Publications

The ability of ecosystems to regulate water quality and flood events has been linked to health outcomes, including mosquito-borne illnesses. In the San Juan Bay Estuary watershed of Puerto Rico, habitat alterations and land-use development have disrupted watershed hydrology, exacerbating wastewater discharges and subjecting some neighborhoods to frequent flooding events. In 2016, the mosquito-borne illness Zika became a new cause for concern. We hypothesized that nutrient-enriched flood water could provide pulses of supplemental nutrients to local mosquito populations. We conducted a field study in six neighborhoods adjacent to the estuary to assess whether environmental variability of nutrient inputs could be …
