The Internet Adopts Two-Way Radio, Henry H. Perritt Jr. Jul 2019

The Internet Adopts Two-Way Radio, Henry H. Perritt Jr.

UC Law Science and Technology Journal

The Internet, having displaced conventional correspondence with email, having displaced traditional libraries with online ones, having revolutionized shopping, having uprooted television and movies, now is absorbing police, fire, ambulance, and public utility two-radio systems.

Digital radio technologies combine with Internet switching of transmitters, receivers, and networks, so that a police officer can talk to an ambulance driver or a train dispatcher across the state or across the country. Specialized cellphones are becoming indistinguishable from walkie-talkies. Cellular telephone channels replace two-way-radio air links.

Integration of “private mobile radio” into the Internet is the result of specific advances in radio and networking …

Racial Disparities In The United States Criminal Justice System: “With Liberty And Justice For All?”, Remi Alapo, David Rockefeller Jul 2019

Racial Disparities In The United States Criminal Justice System: “With Liberty And Justice For All?”, Remi Alapo, David Rockefeller

Publications and Research

Racial discrimination remains a prevalent issue in the contemporary U.S. despite efforts to promote equality. Many young African American and Hispanic males are easy target for law enforcement agents. Minorities experience a higher and more unfair form of racial discrimination, racial profiling, police brutality, unfair sentencing, and mass incarceration for offences which are the same or less than those committed by White males. The rate of incarceration in the United States is five to eight times higher than most developed countries, and Black males constitute the largest percentage of inmates in the U.S. prison system. Once arrested, Black Americans are …

Rapid Repair Of Bridge Decks In Cold Weather, Abheetha Peiris, Issam E. Harik Jul 2019

Rapid Repair Of Bridge Decks In Cold Weather, Abheetha Peiris, Issam E. Harik

Kentucky Transportation Center Research Report

Using regular concrete or mortar to repair potholes in concrete bridge decks is typically infeasible in cold weather due to extended set and curing times. However, several commercially available rapid-set repair materials can be used at temperatures near or below freezing. This study evaluated five such materials to assess their properties and determine which are most suited to executing pothole repairs in cold weather. For each material, laboratory testing evaluated set times, compressive strength gains, and bond strength to existing concrete at three temperatures: 35°F, 15°F, and 0°F (1.7°C, -9.4°C, and -17.8°C, respectively). Testing identified Phoscrete as the repair material …

The Trump Travel Ban: Rhetoric Vs Reality, Jeffrey F. Addicott Jul 2019

The Trump Travel Ban: Rhetoric Vs Reality, Jeffrey F. Addicott

Faculty Articles

President Trump's "Muslim ban" set the nation afire with debate. Opponents to the ban were motivated by the President's underlying motivations. Three iterations of the travel ban were struck down by lower courts. Before the Supreme Court, however, the travel ban was upheld. First, the plain language of § 1182(f) granted broad discretion to the President. Second, it did not violate the prohibition of discrimination against selected categories in § 1152(a)(1)(A). Finally, it failed to violate the Establishment Clause because it is facially legitimate, satisfying rational basis review. The Court found no facial evidence demonstrating discriminatory bias.

A Machine Learning Approach To Predicting Community Engagement On Social Media During Disasters, Adel Alshehri Jul 2019

A Machine Learning Approach To Predicting Community Engagement On Social Media During Disasters, Adel Alshehri

USF Tampa Graduate Theses and Dissertations

The use of social media is expanding significantly and can serve a variety of purposes. Over the last few years, users of social media have played an increasing role in the dissemination of emergency and disaster information. It is becoming more common for affected populations and other stakeholders to turn to Twitter to gather information about a crisis when decisions need to be made, and action is taken. However, social media platforms, especially on Twitter, presents some drawbacks when it comes to gathering information during disasters. These drawbacks include information overload, messages are written in an informal format, the presence …

Sane Gun Policy From Texas? A Blueprint For Balanced State Campus Carry Laws, Aric Short Jul 2019

Sane Gun Policy From Texas? A Blueprint For Balanced State Campus Carry Laws, Aric Short

Faculty Scholarship

merican universities are caught in the crosshairs of one of the most polarizing and contentious gun policy debates: whether to allow concealed carry on campus. Ten states have implemented "campus carry" in some form; sixteen new states considered passage last year; and a growing wave of momentum is building in favor of additional adoptions. Despite this push towards campus carry, most states adopting the policy fail to strike an effective balance between the competing rights and interests involved. When states give universities the option to opt out of the law, for example, they almost always do. Other states impose a …

Analysis Of Flood Patterns In Adams County, Pennsylvania Utilizing Drone Technology And Computer Simulations, Alyssa J. Kaewwilai

Student Publications

Drone imagery and photogrammetry models of the Gettysburg College campus and the terrain at Boyer Nurseries and Orchards were utilized to study flood patterns in Adams County, Pennsylvania. Gettysburg College has lower-sloped land and moderately built infrastructure while Boyer Orchards has drastically sloped land with many patches of abundant vegetation. The two locations were selected due to the fact that they have starkly different surface features, while the bedrock geology of the areas are very similar. The terrain of the models was isolated before a 3D carver and 3D printer were used to construct physical models to further analyze potential …

New Tech V. New Deal: Fintech As A Systemic Phenomenon, Saule T. Omarova Jul 2019

New Tech V. New Deal: Fintech As A Systemic Phenomenon, Saule T. Omarova

Cornell Law Faculty Publications

Fintech is the hottest topic in finance today. Recent advances in cryptography, data analytics, and machine learning are visibly "disrupting" traditional methods of delivering financial services and conducting financial transactions. Less visibly, fintech is also changing the way we think about finance: it is gradually recasting our collective understanding of the financial system in normatively neutral terms of applied information science. By making financial transactions easier, faster, and cheaper, fintech seems to promise a micro-level "win-win" solution to the financial system's many ills.

This Article challenges such narratives and presents an alternative account of fintech as a systemic, macro-level phenomenon. …

Disentangling The Relationship Between Race And Attitudes Toward The Police: Police Contact, Perceptions Of Safety, And Procedural Justice, Darren Wheelock, Meghan S. Stroshine, Michael M. O'Hear

Social and Cultural Sciences Faculty Research and Publications

Recent incidents involving police shootings of unarmed men of color have increased tensions between communities and police departments across the United States. In response, scholars have intensified efforts to understand the factors that shape attitudes toward the police. The current study examines individual and aggregate factors that influence satisfaction with the police. To this end, we address three research questions: (a) are there significant racial/ethnic differences in satisfaction with police; (b) do these differences persist after accounting for experiences with the police, perceptions of safety, and aggregate measures; and (c) can procedural justice help explain racial variation in attitudes toward …

The Implementation Of Plant-Based Diets In Lower-Income Public Schools, Jesse Rock Jul 2019

The Implementation Of Plant-Based Diets In Lower-Income Public Schools, Jesse Rock

School of Education and Leadership Student Capstone Projects

The central question of this capstone is: What are the problems and solutions of adopting a plant-based diet into lower income (as defined by Title 1) public schools (grades K-12) ? A plant-based diet is a diet that “consists of all minimally processed fruits, vegetables, whole grains, legumes, nuts and seeds, herbs, and spices and excludes all animal products, including red meat, poultry, fish, eggs, and dairy products” (Ostfeld, 2017, p. 315). The purpose of this capstone is to begin plant-based initiatives within lower income school districts which would provide students with the opportunity to consume more fruits, vegetables, whole …

Safeguarding Democracy In Europe: A Bulwark Against Hungary’S Subversion Of Civil Society, Hannah J. Sarokin Jul 2019

Safeguarding Democracy In Europe: A Bulwark Against Hungary’S Subversion Of Civil Society, Hannah J. Sarokin

Brooklyn Journal of International Law

Spurred in large part by a mounting humanitarian crisis in Syria, the 2015 migrant crisis exposed deeply rooted fractures within the European Union regarding refugee resettlement. While the European Union worked to develop a synchronized response to the influx of refugees and asylees, Hungary defiantly sought to close its borders. In doing so, the Hungarian government targeted not only those seeking refuge, but its own civil society. In a series of opaque and overtly punitive legislative acts passed in the summer of 2018, Hungary criminalized any civil society activities that facilitate or assist with immigration. This Note will analyze the …

Integrating A Modified Pulse Amplitude Modulation (Pam4) Scheme With Two Spatially Multiplexed Channels In Optical Fiber Communication Systems, Bilas Chowdhury Jul 2019

Integrating A Modified Pulse Amplitude Modulation (Pam4) Scheme With Two Spatially Multiplexed Channels In Optical Fiber Communication Systems, Bilas Chowdhury

Theses and Dissertations

A multi-input multi-output (MIMO) based optical fiber multiplexing architecture known as Spatial Domain Multiplexing (SDM) adds a new dimension to optical fiber communication systems by spatially reusing the optical frequencies. SDM allocates different spatial location for different input signals based on the input launch angles. These input signals propagate helically inside the carrier fiber. They abide total internal reflection and exit as concentric donut shaped rings while travelling the fiber. These SDM channels do not exhibit any crosstalk or intersymbol interference. SDM systems can also complement different modulation techniques such as Return to Zero (RZ), Non-Return to Zero (NRZ), and …
