The Financial And Nonfinancial Performance Measures That Drive Utility Abandonments And Transfers In The State Of Florida, Daniel Acheampong Oct 2019

The Financial And Nonfinancial Performance Measures That Drive Utility Abandonments And Transfers In The State Of Florida, Daniel Acheampong

USF Tampa Graduate Theses and Dissertations

The down trending of investor-owned water and wastewater utilities and the continuous increase in utility abandonments and transfers within the regulatory environment motivated the study of investor-owned utilities, using samples from the state of Florida. The study determined the financial and nonfinancial drivers of utility andandonments and transfers. Using the NRRI and Acheampong et al. improved financial ratios, used in utility viability studies (liquidity ratio, leverage ratio, debt to equity ratio, profit trend ratio, growth and efficiency ratio, efficiency ratio, and the profitability ratio), the study identified sixteen nonfinancial performance measures under four categories (output measure, quality measures, owners’ equity …

The Safe System Approach: Considerations For Developing A Multi-Layered System, Offer Grembek Oct 2019

The Safe System Approach: Considerations For Developing A Multi-Layered System, Offer Grembek

PSU Transportation Seminars

While the overarching objective of the transportation system is to provide mobility, it should be developed and operated under the framework of a safe system with the aspirational goal to establish a system on which no road user can be severely or fatally injured. To accomplish such a safe system, it is necessary to effectively harness all the core protective opportunities provided by the system. This includes the street design and operations, user behavior, vehicle design, protection systems, and EMS. The common thread across these layers is speed. This is directly driven by the quadratic relationship between velocity and kinetic …

State Immigration Policy And The Economy: Western United States, Netanya R. Buban Oct 2019

State Immigration Policy And The Economy: Western United States, Netanya R. Buban

Governance: The Political Science Journal at UNLV

States have been influenced by a variety of factors when creating local and state immigration laws. Although the enforcement of federal immigration law should not be enforced by state and local authorities, state legislatures have created their own laws in dealing with the immigrants that reside and work in their states. The research question of this paper is what economic factors influence states to introduce pro-immigrant policies? I will be looking at states in the west including Arizona, California, Colorado, Nevada, New Mexico, Oregon, Utah and Washington from the years 2016 to 2017. The specific factors observed in this paper …

Asian Long-Range Transport In Relation To Atmospheric Rivers In Northern California, Catherine Liu Oct 2019

Asian Long-Range Transport In Relation To Atmospheric Rivers In Northern California, Catherine Liu

Master's Theses

The study investigated the effect of aerosol long-range transport on precipitation over northern California during atmospheric river (AR) events in the 2017 cold season (January-April). ARs in 2017 were among the strongest to date and the intense precipitation associated with the ARs resulted in flooding, destruction of property, and contamination of water supplies. The aerosol optical depth (AOD) from Moderate Resolution Imaging Spectroradiometer (MODIS) data showed Asian dust traveling across the northern Pacific Ocean along with AR events. Aerosol measurements in California, provided by the Interagency Monitoring of Protected Visual Environments (IMPROVE), showed that more Asian dust tends to be …

When Do Chinese National Ministries Make Law?, Wei Cui Oct 2019

When Do Chinese National Ministries Make Law?, Wei Cui

All Faculty Publications

This paper documents some basic empirical facts about the issuance of formal regulations (FRs) and informal policy directives (IPDs) by China’s national ministries and agencies from 2000 to 2014. Prior scholarship (e.g. Cui 2011, Howson 2012) depicts specific instances of Chinese national agencies announcing substantive new policies (many ultra vires by statutory standards) through IPDs. I use FR and IPD quantities as measures of the agencies’ propensity to resort to legal as opposed to non-legal, merely bureaucratic mechanisms for announcing policy. I find significant variations across agencies in the quantities of FRs issued, both in absolute terms and relative to …

Should They Stay Or Should They Go: Rethinking The Use Of Crimes Involving Moral Turpitude In Immigration Law, Sara Salem Oct 2019

Should They Stay Or Should They Go: Rethinking The Use Of Crimes Involving Moral Turpitude In Immigration Law, Sara Salem

Florida Law Review

Although absent from modern English conversation, the words moral turpitude continue to carry devastating consequences for undocumented aliens living in the United States. Under federal immigration law, an alien convicted of a crime involving moral turpitude may be deported or denied entry into the United States. Perhaps most significantly, nearly all immigration relief is conditioned on an alien having never been convicted of a crime involving moral turpitude. So the question becomes, what is a crime involving moral turpitude? There is currently no clear answer. No one standard exists for determining whether a conviction qualifies as a crime involving moral …

Pharmacists' Role In Emergency Preparedness And Response, Jamie Kellner, Ginny Daniels, Maureen Moynihan, Joseph Stecyk, Kasie Bellmann, Natalie Dipietro

Pharmacy and Wellness Review

Over the past decade, an increased recognition of the need for budgeting and planning in case of terrorist attacks, use of infectious agents as weapons or major weather disasters has brought emergency preparedness to the forefront within health care systems and federal organizations. Pharmacists have taken active roles in activities related to emergency preparedness and response. New training initiatives and a comprehensive understanding of the overall needs in emergency situations enables pharmacists to utilize their drug knowledge and accessibility to the public to provide vital medical care in stressful situations.

Laboratory Mutations Of H5n1 Confer Efficient Transmission In Animal Models And Generate International Debate Regarding Publication Of Dual Use Research, Morgan A. Belling, Kelly Dye, Joshua Ilenin, Jamie Amero, Andrew M. Roecker

Pharmacy and Wellness Review

H5N1, a subtype of influenza A virus that originated in Hong Kong in 1997 and has since spread across Asia and Africa, features a reported case fatality rate of nearly 60 percent in humans. Although naturally-occurring H5N1 has not developed the ability to be efficiently transmitted from human to human, two independent research teams have recently mutated strains of the virus, resulting in facile transmission among laboratory ferrets, which are considered the most accurate models for humans in viral studies. As a consequence of the security and public health risks of such information, the U.S. National Science Advisory Board for …
