Strategies To Reduce Job Dissatisfaction Within 911 Call Centers, Gary Marshall Jan 2019

Strategies To Reduce Job Dissatisfaction Within 911 Call Centers, Gary Marshall

Walden Dissertations and Doctoral Studies

In 2017, more than 6.9 million employees parted ways with their employer because of voluntary employee turnover, layoffs, or terminations. Emergency call center supervisors who fail to implement adequate job satisfaction strategies experience reduced productivity and increased voluntary turnover. The purpose of this multiple case study was to explore the strategies some southern Ontario 911 call center supervisors used to reduce job dissatisfaction. The conceptual framework supporting the study was the competing values framework. The population included 6 supervisors of 911 call centers in the province of Ontario, Canada, who successfully implemented job satisfaction strategies. Data were collected from interviews …

Effect Of Hot Spot Policing On Reducing Officer Stress, Alfred Henry Hollie Jan 2019

Effect Of Hot Spot Policing On Reducing Officer Stress, Alfred Henry Hollie

Walden Dissertations and Doctoral Studies

Police officers endure various threats ranging from verbal abuse to physical attacks, which can escalate and lead to police officer stress. Despite the abundant research exploring the relationship between high-stress occupations and environmental health, adequate exploration of the relationship between officer stress and hot spot policing (HSP; area with an above-average level of crime) has yet to occur. The purpose of this correlational study was to use Cohen and McKay's conceptualization of the stress-buffering hypothesis to explore whether HSP mitigates the negative impact of job stress, leading to improved officer performance and ultimately improved relationships between the police and communities …

Reality Check: The Need To Repair The Broken System Of Delegating Legislative Power Under The National Emergencies Act, Michael J. Pastrick Jan 2019

Reality Check: The Need To Repair The Broken System Of Delegating Legislative Power Under The National Emergencies Act, Michael J. Pastrick

Cardozo Law Review de•novo

When the National Emergencies Act was enacted in 1976, Congress could revoke a national emergency declaration by the President by a simple majority vote. Following a major Supreme Court decision in 1983, Congress, to simply retain its own legislative authority, suddenly was required to muster the support of two-thirds of the members of each chamber to override such a declaration. This Article proposes a practical, simple, and sturdy repair to the National Emergencies Act that will limit the potential for executive abuses by requiring Congress to extend, rather than to revoke, a national emergency declaration.

An Investigation Of Electronic Protected Health Information (E-Phi) Privacy Policy Legislation In California For Seniors Using In-Home Health Monitoring Systems, Robert Lee Saganich Jan 2019

An Investigation Of Electronic Protected Health Information (E-Phi) Privacy Policy Legislation In California For Seniors Using In-Home Health Monitoring Systems, Robert Lee Saganich

CCAC Theses and Dissertations

This study examined privacy legislation in California to identify those electronic Protected Health Information (e-PHI) privacy policies that are suited to seniors using in-home health monitoring systems. Personal freedom and independence are essential to a person's physical and mental health, and mobile technology applications provide a convenient and economical method for monitoring personal health. Many of these apps are written by third parties, however, which poses serious risks to patient privacy. Current federal regulations only cover applications and systems developed for use by covered entities and their business partners. As a result, the responsibility for protecting the privacy of the …

An Investigation Of Factors Motivating Employee Attitudes And Intentions To Share Knowledge In Homeland Security, Evette Maynard-Noel Jan 2019

An Investigation Of Factors Motivating Employee Attitudes And Intentions To Share Knowledge In Homeland Security, Evette Maynard-Noel

CCAC Theses and Dissertations

The terrorist events of September 11, 2001, highlighted the inability of federal employees and officials to collaborate and share actionable knowledge-based information with the right people at the right time. However, much of the literature on knowledge sharing provided insight into knowledge sharing in private sector organizations and foreign public-sector organizations, instead of domestic public sectors or the United States federal government. While the importance of knowledge sharing for homeland security has been documented in the literature, there are no established frameworks that evaluate knowledge sharing motive and intentions in this context. The main goal of this research was to …

A Requiem For Regulatory Takings: Reclaiming Eminent Domain For Constitutional Property Claims, Danaya C. Wright Jan 2019

A Requiem For Regulatory Takings: Reclaiming Eminent Domain For Constitutional Property Claims, Danaya C. Wright

UF Law Faculty Publications

For the past forty years, the United States Supreme Court has embraced the doctrine of regulatory takings, despite being unable to provide any coherent and reliable guidance on when a regulation goes so far as to require compensation. But Justice Thomas's admission in Murr v. Wisconsin (2017) that there is no real historical basis for the Court's regulatory takings jurisprudence offers a chance to reconsider the doctrine anew. Looking back to Justice Holmes's prophetic statement in Pennsylvania Coal Co. v. Mahon, that a regulation can go too far and require an exercise of eminent domain to sustain it, I …

Is State Preemption Weakening The Authoritarian Resilience Of Local Government In The United States?, Julian C. Juergensmeyer, Andrew F. Prater

Faculty Publications By Year

In many countries in the world today democratic institutions and ideals seem threatened. Due process, equal protection, freedom of speech, freedom of the press, the right to vote, and other democratic ideals are deeply ingrained in US culture and government. Traditionally, the federal government is thought to be the guardian of these rights, ensuring that state governments adhere to the rule of law established by our written constitution. Similarly, state governments are thought to uphold these democratic ideals vis a vis local governments. The American system of checks and balances and separation of powers and the resulting interplay between the …

A Complex Structure Representation Of The Us Critical Infrastructure Protection Program Based On The Zachman Framework, Bilge Karabacak, Unal Tatar, Polinpapilinho F. Katina, Andy Igonor

All Faculty and Staff Scholarship

Critical infrastructures are vital assets for public safety, economic welfare or national security of countries. The importance of critical infrastructures necessitates state-level coordination of security efforts based on some rigid policies, strategies, and procedures. This hierarchical set of rules is collectively referred to as the critical infrastructure protection program (CIPP). As the pioneer of CIPP, the USA has a very complex program in which partners and stakeholders have multiple and varied interacting roles and responsibilities. The complexity of roles and interactions creates a need to make a representation of these complex structures by using intuitive tools. The Zachman framework is …

Evidence On Fire, Valena Beety, Jennifer Oliva Jan 2019

Evidence On Fire, Valena Beety, Jennifer Oliva

Articles by Maurer Faculty

Fire science, a field largely developed by lay “arson investigators,” police officers, or similar first responders untrained in chemistry and physics, has been historically dominated by unreliable methodology, demonstrably false conclusions, and concomitant miscarriages of justice. Fire investigators are neither subject to proficiency testing nor required to obtain more than a high school education. Perhaps surprisingly, courts have largely spared many of the now debunked tenets of fire investigation any serious scientific scrutiny in criminal arson cases. This Article contrasts the courts’ ongoing lax admissibility of unreliable fire-science evidence in criminal cases with their strict exclusion of the same flimsy …

Constitutional Cohesion And The Right To Public Health, Daniel G. Aaron, James G. Hodge, Haley Augur, Ashley Cheff, C. Joseph Ross Daval, Drew Hensley Jan 2019

Constitutional Cohesion And The Right To Public Health, Daniel G. Aaron, James G. Hodge, Haley Augur, Ashley Cheff, C. Joseph Ross Daval, Drew Hensley

Utah Law Faculty Scholarship

Despite years of significant legal improvements stemming from a renaissance in public health law, Americans still face major challenges and barriers in assuring their communal health. Reversals of legal reforms coupled with maligned policies and chronic underfunding contribute to diminished public health outcomes. Underlying preventable morbidity and mortality nationally is an interpretive reality of our existing constitutional infrastructure. In essence there is no general obligation of government to protect or promote the public’s health. Under principles of “constitutional cohesion,” structural facets and rights-based principles interwoven within the Constitution protect individuals and groups from governmental vices (i.e., oppression, overreaching, tyranny, and …

Human Error In Police Involved Shootings, Paul L. Taylor Jan 2019

Human Error In Police Involved Shootings, Paul L. Taylor

Legacy Theses & Dissertations (2009 - 2024)

Police use of deadly force has become one of the most contentious and controversial aspects of the U.S. criminal justice system. Yet, the vast majority of police shootings never rise to the level of public consciousness (Zimring, 2017). Instead, the public discourse and controversy tends to center on a handful of cases that appear excessive and/or are difficult to understand (Pickering & Klinger, 2016). As a result, these cases have a disproportionate impact on the public’s perception of police legitimacy and competence, particularly when it comes to their use of deadly force (Gua, 2014). The outcomes of many of these …

Endogenous Policy Design In Healthcare : A Case Study Of Emergency Department Crowding, Katrina Alexandra Hull

Legacy Theses & Dissertations (2009 - 2024)

The United States’ health care system has faced growing per capita use, and subsequent crowding, of the emergency department since the 1990’s, evidenced by longer wait times and the institution of ambulance diversions. Emergency departments are but one element of a complex system, with difficulties which persist despite policy efforts.
