Capital Punishment, My Sixth Great Grandfather, And Me-An Essay By J Robert Sneyd, J. Robert Sneyd

Peninsula Medical School

After finding out about a distant forebear’s execution, J Robert Sneyd acted as an expert witness in a US court to try to prevent the use of a new drug for lethal injection, appalled that untrained government workers were using lifesaving drugs to killIn the summer of 2017 I was visiting family in Scotland when two notable things happened within a few days. Firstly, my great aunt let on that my sixth great grandfather Archibald Cameron (fig 1) had been convicted of high treason. With a bit of research I learnt he’d been sentenced to death, hanged for 20 minutes, …

Living In Gang-Controlled Neighborhoods: Impacts On Electoral And Nonelectoral Participation In El Salvador, Abby Córdova Apr 2019

Living In Gang-Controlled Neighborhoods: Impacts On Electoral And Nonelectoral Participation In El Salvador, Abby Córdova

Political Science Faculty Publications

Gangs’ territorial control affects the lives of residents in thousands of neighborhoods across Latin America, particularly in northern Central American countries. I argue that gang dominance constrains the ability of neighborhood residents to mobilize politically and consequently resist gang violence through institutionalized channels. Living in gang-controlled neighborhoods results in fewer incentives and opportunities to make political elites accountable for one’s personal safety. Even residents who have already experienced crime firsthand are discouraged from turning to politics as a strategy to change the status quo. My theoretical insights identify mechanisms through which gangs’ neighborhood control affects nonelectoral and electoral participation. To …

2019 Graduate Student Showcase

It is well known that black citizens have been the subject of disproportionate contact with police (Tonry, 2006). This paper explores contemporary policing, police discretion, and the use of lethal force conducting a spatial and temporal analysis of census tract level data of 64 fatal encounters with the New Orleans Police Department (NOPD) from 2000-2017. This study found most incidences of lethal force occurred in cumulatively disadvantaged neighborhoods and NOPD disproportionately used lethal force against black males. The goal of this project is to influence public policy surrounding police use of force incidences.

Building A Movement: The Lessons Of Fines And Fees, Lisa Foster Apr 2019

Building A Movement: The Lessons Of Fines And Fees, Lisa Foster

Fordham Law Review Online

I doubt we will ever experience something we (or others) would call an Access to Justice Movement in the United States. The goal is too amorphous, lacks immediacy, and doesn’t resonate: If people don’t perceive that many of their problems have a legal solution, why would they rally to support “100 percent access to effective assistance for essential civil legal needs”? The legal system is too big, too complicated, and too removed from people’s everyday experiences. And especially in low-income communities of color, distrust of the justice system runs deep. People don’t want access to a system they believe is …

Police Body-Worn Camera Perceptions Pre/Post Deployment, Aaron Veerman Apr 2019

Police Body-Worn Camera Perceptions Pre/Post Deployment, Aaron Veerman

Theses and Dissertations

The purpose of this study was to determine if officers’ perceptions of Body-Worn Cameras (BWCs) changed over the course of a six-month pilot program. Officers from a Midwest police department were surveyed prior to or shortly after receiving their BWCs (Pre-Test) and again approximately six months later (Post-Test). Once completed, independent samples t-tests, mean comparisons, and Pearson’s correlations were used to analyze the data. This study did not produce many significant differences in officers’ perceptions over the course of the study, according to t-test results. However, several significant differences were found after each shift was analyzed separately. Overall, less than …

The Market To Roam: Using Sharing Economy Platforms For Expanding Roaming Access To Land Resources, Donald J. Kochan Apr 2019

The Market To Roam: Using Sharing Economy Platforms For Expanding Roaming Access To Land Resources, Donald J. Kochan

Natural Resources Journal

Outdoor recreation is big business. And, the majority of recreationalists do not have their own property upon which to recreate or roam. This article proposes a framework for a market to roam, where technology-facilitated bargaining leads to transfers of roaming rights and the provision of access across private lands. Such a system can borrow from what we know about traditional land use cooperation platforms, together with what we are learning from the sharing economy and its use of technology platforms to assist with matching owners of under-utilized resources with individuals interested in accessing or using those resources. The article engages …

Directed Gifts, Love Offerings And The Uncertain Guidance Of Irs Publication 526 For Donors And Donees To Non-Profit Organizations: Literature Review, Victoria Liggett

Honors College Theses

Love offerings are donations given to an identified beneficiary of a non-profit organization. It can be challenging for tax experts to make accurate tax assessments based on such offerings and enormously difficult for the layperson. This is exacerbated by the unclear directives of the IRS, which include the sometimes nearly inscrutable guidelines of IRS Publication 526. The lack of clarity makes this a hazard for accountants and attorneys involved in tax preparation. Against this backdrop, this paper provides a literature review exploring the history of the issues, current guidelines as decided by court cases, and research done with regards to …
