On June 17, 2011, the NRG issued a Decommissioning Planning Rule (DPR) in the Federal Register (76 FR 35512) with the rule becoming effective on December 17, 2012. The DPR requirements for decommissioning independent spent fuel storage installations (ISFSls) were codified at 10 CFR 72.30. Pacific Gas and Electric Company (PG&E) hereby submits this letter and enclosures for NRG review and approval in accordance with 10 CFR 72.30(b) and (c).

Questions Presented: The Deferred Action for Childhood Arrivals (DACA) program enables nearly 700,000 undocumented individuals who were brought to the United States as children to live and work here without fear of deportation, so long as they play by the rules. In September 2017, the Acting Secretary of Homeland Security, on the advice of the Attorney General, abruptly decided to terminate the program.

Respondents brought suit to challenge that decision. The district court granted respondents' motion for a preliminary injunction and also denied the government's motion to dismiss for lack of jurisdiction. The court of appeals affirmed.

Everyday speech is rife with errors and disfluencies, yet processing what we hear usually feels effortless. How does the language comprehension system accomplish such an impressive feat? The current experiment tests the hypothesis that listeners draw on relevant contextual and linguistic cues to anticipate speech errors and mentally correct them even before receiving an explicit correction from the speaker. This dissertation contains three distinct empirical chapters in applied energy and environmental economics. Each chapter focuses on a unique set of research questions, methods, and data. The unifying motivation therein concerns the development of renewable or alternative low-carbon energy sources as a policy response to the challenges of climate change mitigation, local and regional environmental quality issues, and energy security concerns. Economic and environmental evaluation of the energy policies coupled with understanding energy use patterns is of paramount importance. Representing Outside The Box: Identity-Based Constituencies And Surrogate Representation In U.S. State Legislatures, Julia Hellwege

This project asks: whom do representatives seek to represent and how do they do it? Specifically, I seek to understand how marginalized state legislators define the concept of “constituency” and the implications for their legislative behavior. I argue that marginalization affects legislators through two avenues: socially through their identity, and institutionally through the proportion their identity group holds in the state legislature. I argue that when legislators are marginalized their awareness of identity and identity-based issue needs are prioritized and they will come to define group members as a salient identity constituency. Multiresolution Digital Soil Mapping Of Permafrost Soils Using A Random Forest Classifier: An Investigation Along The Dalton Highway Corridor, Alaska, Joshua D. Paul

In order to complete soil inventories in the remote permafrost zones of Alaska, there is a need to develop efficient digital soil mapping tools that can be applied over large areas using a minimum of ground truth data. This investigation first used a random forest classifier to test combinations of environmental input data at multiple resolutions (10m, 30m, and 100m). Five tiers of soil taxonomic units were predicted: Order, Suborder, Great Group, "Series Concept", and Particle Size Class. Model outputs are compared quantitatively via estimated out-of-bag accuracy, and qualitatively via visual inspection by soil scientists. Estimated out-of-bag accuracy ranged from …

This project is a comparison of the perspectives on Arctic nature that are featured in the 1933 films S.O.S. Eisberg and S.O.S. Iceberg. I am arguing that the director of each version was influenced by his cultural background in visualizing the relationship between Arctic nature and the white explorers that encounter it in their films. Both Arnold Fanck, who created S.O.S. Eisberg, and Tay Garnett, who created S.O.S. Iceberg, worked with the same documentary footage that was filmed at Greenland's Arctic shores, but turned it into two different films. S.O.S. Moose (Alces alces) is one of the most valuable wild game resources in Interior Alaska. In recent years, residents of rural indigenous communities have expressed concern that climate change and competition from non-local hunters are challenging local moose harvest opportunities. I collaborated with wildlife agencies and village tribal councils to co-design two studies to address rural community hunter concerns. Mammalian hibernation is characterized by dynamic changes in metabolism and body temperature; it may be sustained for up to nine months in some species. The majority of hibernation is spent in torpor, a dormant state, which is regularly interrupted by brief periods of activity referred to as interbout arousal. Upon arousal thermogenesis begins in vascularized fat and ends with whole-body shivering until the animal reaches a body temperature around 36-37 °C. Neurodegenerative disorders are progressive conditions that worsen over time and results in death of neurons. Parkinson's disease (PD) is a prevalent example of one such age-related disease, which is characterized by movement disorder (ataxia) and/or cognitive disability (dementia). Pathologically, PD is characterized by a toxic accumulation of α-synuclein protein in the midbrain leading to degeneration of the dopaminergic neurons. Little is known about the fate and potential toxicity of metal(loid)s that could be leached from coal combustion products by a (sub- )Arctic environment. Several potentially toxic elements are enriched in coal combustion products relative to the average crustal abundance including As, Cu, Se, and Sb. This study explores the impact of a story-based approach to teaching reading strategies, and examines the implementation of and co-construction within multimodal activities. Eight third grade students participated in this study in a charter school focused on Alaska Native cultural learning. The phases of the PACE Model focused on transitional words and phrases in the context of a traditional story from the Tlingit, Haida, and Tsimshian cultures of Alaska. Rock And Age Relationships Within The Talkeetna Forearc Subduction Complex In The Nelchina Area, Southern Alaska, John D. Barefoot

Subduction-zone processes are challenging to study because of the rarity of good exposures and the complexity of rock relationships within accretionary prisms. In south-central Alaska, a remarkably well-preserved exposure of subduction-related outcrops is located at the foot of Nelchina Glacier. Here, the crystalline basement of the Talkeetna volcanic arc is in contact with the mélange of its associated accretionary complex along the Border Ranges fault. A new zircon U-Pb age of an amphibolite from the Talkeetna arc mid-crustal basement just north of the fault is 188.9 ± 2.2 Ma, coincident with previously published dates from the mafic section of the …

In this thesis, we present the prototype of a multichannel data logger (the Logger) for precise temperature measurements. Its intended application is to take soil (permafrost) temperature measurements with a thermistor probe or thermistor string. However, its hardware and firmware architectures are quite flexible, so it can be used in other applications. The Logger has 16 channels. In addition to the internal memory, it supports microSD-cards of up to 2 GB, which allows it to store up to 41.9 million measurements for each channel. The Logger's estimated battery life is 8 years when making measurements once per hour. It has …

The reliance of 10 Utah (USA) aspen forests on direct infiltration of growing season rain versus an additional subsurface water subsidy was determined from a trait- and process-based model of stomatal control. The model simulated the relationship between water supply to the root zone versus canopy transpiration and assimilation over a growing season. Canopy flux thresholds were identified that distinguished nonstressed, stressed, and dying stands. We found growing season rain and local soil moisture were insufficient for the survival of 5 of 10 stands. Six stands required a substantial subsidy (31–80% of potential seasonal transpiration) to avoid water stress and …

This study examines the effects of Big 4 audit firm tenure on audit committee member support for the auditor in an auditor/management dispute over a subjective accounting issue. One hundred eighteen U.S. public company audit committee members participated in an experiment with audit firm tenure (short/long) manipulated randomly between subjects. Consistent with source credibility theory, the results indicate that participants in the long audit firm tenure group provide more support for the auditor in the dispute than participants in the short tenure group.
