This article takes the position that any lingering ambiguities surrounding the militarization and weaponization of outer space should be analyzed via the joint scope of the Outer Space Treaty and the Law of Armed Conflict. This article pulls key provisions from Additional Protocol I to the Geneva Conventions because of Additional Protocol I’s application in international conflicts and affirmation of the four Geneva Conventions. Studies of European colonialism in the Western Hemisphere have shifted focus from areas of direct European/Native American contact, to investigate Native American groups outside of direct European contact. During Spanish colonization of the Southeastern United States (AD 1520 to AD 1715), the Big Bend region of the Ocmulgee River Valley, in Georgia, located about 160 kilometers from Spanish occupied coast, was inhabited by a Native American polity from the Late Prehistoric into the Mission period. This location is ideal for studying indirect contact.

รูปแบบการขนส่งทางถนนที่เหมาะสมสำหรับการกระจายพัสดุสายพลาธิการของกองทัพอากาศ, ณัฐพร คำพวง

การศึกษาวิจัยนี้ มีวัตถุประสงค์เพื่อศึกษารูปแบบการขนส่งทางถนนสำหรับการกระจายพัสดุสายพลาธิการของกองทัพอากาศ และเพื่อเปรียบเทียบรูปแบบการขนส่งทางถนนระหว่าง การขนส่งแบบ Milk Run โดยผ่านทุก ๆ หน่วยในภูมิภาค, การขนส่งแบบ Milk Run โดยแบ่งเป็นหลายเส้นทางในแต่ละภูมิภาค, การขนส่งผ่านศูนย์กระจายพัสดุ และการขนส่งผ่านศูนย์กระจายพัสดุ ร่วมกับ Milk Run เพื่อหาแนวทางเลือกที่มีความเหมาะสมกับการกระจายพัสดุไปยังหน่วยในแต่ละภูมิภาค โดยใช้สถิติการขนส่งพัสดุปีงบประมาณ 2559-2560 นำโปรแกรมระบบสารสนเทศภูมิศาสตร์ (GIS) มาช่วยในวิเคราะห์การหาตำแหน่งที่เหมาะสม สำหรับใช้เป็นจุดกระจายพัสดุของแต่ละภูมิภาค รวมถึงนำการหาระยะทางขนส่งที่สั้นที่สุด (Optimal Solution) มาช่วยในการจัดเส้นทางการขนส่งพัสดุในรูปแบบ Milk Run ของแต่ละภูมิภาคอีกด้วย จากการศึกษาพบว่า รูปแบบการขนส่งผ่านศูนย์กระจายพัสดุ ร่วมกับ Milk Run ทำให้การขนส่งพัสดุในภาคเหนือมีต้นทุนต่ำที่สุด ซึ่งจะสามารถลดต้นทุนการขนส่งลงได้ 18.04 %, ภาคตะวันออกเฉียงเหนือ รูปแบบการขนส่งแบบ Milk Run โดยแบ่งเป็นหลายเส้นทางในภูมิภาค ทำให้การขนส่งพัสดุมีต้นทุนต่ำที่สุด ซึ่งสามารถลดต้นทุนการขนส่งลงได้ 2.04 %, ภาคใต้ รูปแบบการขนส่งผ่านศูนย์กระจายพัสดุ ทำให้การขนส่งพัสดุมีต้นทุนต่ำที่สุด สามารถลดต้นทุนการขนส่งลงได้ 27.79 % และภาคกลาง ภาคตะวันออก และภาคตะวันตก การขนส่งพัสดุในรูปแบบเดิม (Direct Shipment) มีต้นทุนการขนส่งถูกที่สุด

การศึกษานี้มีวัตถุประสงค์ เพื่อศึกษาความชุกและปัจจัยที่เกี่ยวข้องกับการเกิดโรคกลากบริเวณลำตัว ขาหนีบ และเท้าในทหารที่ฝึกในหลักสูตรการรบแบบจู่โจม วิธีการศึกษาเป็นการศึกษาแบบเชิงพรรณนา ณ จุดเวลาใดเวลาหนึ่ง ศึกษาในทหารที่ฝึกในหลักสูตรการรบแบบจู่โจม โรงเรียนสงครามพิเศษ จังหวัดลพบุรี ในช่วงเดือนเมษายน - พฤษภาคม พ.ศ. 2561 จำนวน 305 คน โดยใช้แบบสอบถามเกี่ยวกับปัจจัยต่างๆ การตรวจร่างกาย การตรวจ direct examination และการเพาะเลี้ยงเชื้อรา ทำการวิเคราะห์สถิติด้วย Multiple logistic regression ผลการศึกษา พบความชุกของโรคกลากบริเวณเท้ามากที่สุดร้อยละ 5.9 รองมาบริเวณขาหนีบพบร้อยละ 3.0 และบริเวณลำตัวพบร้อยละ 0.3 ปัจจัยที่มีความสัมพันธ์กับการการเกิดโรคกลากบริเวณเท้าอย่างมีนัยสำคัญทางสถิติ คือ ปัจจัยประวัติโรคกลาก คือ การเคยได้รับการวินิจฉัยจากแพทย์ว่าเป็นโรคกลากบริเวณเท้า ในช่วง 6 เดือนที่ผ่านมาก่อนนี้ (p-value = 0.036) และปัจจัยการทำงานบ้านและงานอดิเรก คือ การสัมผัสดินโดยเท้า (p-value = 0.033) ส่วนโรคกลากบริเวณขาหนีบไม่มีปัจจัยใดที่มีความสัมพันธ์กับการการเกิดโรคกลากบริเวณขาหนีบอย่างมีนัยสำคัญทางสถิติ สรุปได้ หากมีมาตรการป้องกันด้านสุขอนามัยส่วนบุคคลที่เหมาะสมร่วมกับมีการตรวจร่างกายในระบบผิวหนังก็จะสามารถลดการเกิดโรคและผลกระทบต่างๆ ที่ตามมาได้

การศึกษาชิ้นนี้นำเสนอการใช้เครื่องมือทางเศรษฐกิจของจีนในการต่อรองระหว่างประเทศ ซึ่งมีคำถามสำคัญคือจีนใช้เครื่องมือทางเศรษฐกิจในการต่อรองระหว่างประเทศในเชิงผลประโยชน์หรือเชิงยุทธศาสตร์อย่างไร และการใช้เครื่องมือนี้ส่งผลอย่างไร โดยจะชี้ให้เห็นว่าในเบื้องต้นจีนได้ใช้เครื่องมือทางเศรษฐกิจเพื่อพัฒนาประเทศไปสู่การเรืองอำนาจโดยสันติ การพัฒนานี้ทำให้จีนกลายเป็นมหาอำนาจทางเศรษฐกิจในภายหลัง และยังสร้างคุณูปการทางเศรษฐกิจกับชาติต่างๆทำให้ชาติต่างๆเข้ามาพึ่งพาทางเศรษฐกิจกับจีน เมื่อเกิดการพึ่งพาที่ไม่เท่าเทียมกันเช่นนี้ จีนได้ใช้เครื่องมือทางเศรษฐกิจเพื่อต่อรองเมื่อเกิดความขัดแย้งกับประเทศคู่พิพาท การศึกษาชิ้นนี้ได้หยิบยกญี่ปุ่นขึ้นมาเป็นกรณีศึกษาโดยชี้ให้เห็นว่าการที่เศรษฐกิจญี่ปุ่นพึ่งพาสินแร่ที่มีธาตุโลหะหายากจากจีนนั้น การพึ่งพาที่ไม่เท่าเทียมกันได้ทำให้จีนใช้เครื่องมือทางเศรษฐกิจในการต่อรองเมื่อเกิดข้อพิพาทเกาะเซนกากุ/เตียวหยูเพื่อให้ญี่ปุ่นปฏิบัติตามข้อเรียกร้องของจีน การศึกษาชิ้นนี้ยังหยิบยกไต้หวันขึ้นมาเป็นกรณีศึกษาโดยชี้ให้เห็นว่าจีนพยายามที่จะใช้เครื่องมือทางเศรษฐกิจภายหลังการเลือกตั้งไต้หวันปี 2000 และปี 2004 และจีนยังให้ประโยชน์ทางเศรษฐกิจแก่ชาติต่างๆ อันเป็นเครื่องมือในการแข่งขันการแย่งชิงความสัมพันธ์ทางการทูตระหว่างจีนกับไต้หวัน ดังนั้น การพึ่งพาทางเศรษฐกิจกับจีนจึงเป็นทั้งประโยชน์และโทษที่รัฐพึ่งพิงจะต้องระวัง อย่างไรก็ตาม การใช้เครื่องมือทางเศรษฐกิจของจีนก็ไม่ได้ประสบผลสำเร็จตามที่จีนต้องการเสมอไปเพราะการใช้เครื่องมือทางเศรษฐกิจนี้ไม่เพียงก่อให้เกิดทัศนคติที่ไม่ดี แต่ยังชี้ให้เห็นถึงความย้อนแย้งระหว่างการสร้างความหวาดระแวงกับการเรืองอำนาจโดยสันติด้วย

การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษากรอบแนวคิดขีดความสามารถกำลังพลของกองทัพบก สมรรถนะครูทหาร และการพัฒนาสมรรถนะ 2) วิเคราะห์สภาพปัจจุบันและสภาพที่พึงประสงค์ของการพัฒนาสมรรถนะครูทหารของโรงเรียนเหล่าตามแนวคิดการเสริมสร้างขีดความสามารถกำลังพลของกองทัพบก 3) เพื่อวิเคราะห์จุดแข็ง จุดอ่อน โอกาส และภาวะคุกคามของการพัฒนาสมรรถนะครูทหารของโรงเรียนเหล่าตามแนวคิดการเสริมสร้างขีดความสามารถกำลังพลของกองทัพบก 4) เพื่อพัฒนากลยุทธ์การพัฒนาสมรรถนะครูทหารของโรงเรียนเหล่าตามแนวคิดการเสริมสร้างขีดความสามารถกำลังพลของกองทัพบก ผู้ให้ข้อมูลแบ่งออกเป็น 3 กลุ่ม คือ ผู้บริหารโรงเรียนเหล่า ครู-อาจารย์โรงเรียนเหล่า และผู้ใช้ผลผลิตของโรงเรียนเหล่าจากกองทัพภาคที่ 1-4 รวมกลุ่มผู้ให้ข้อมูลทั้งสิ้นจำนวน 484 คน โดยการสุ่มแบบแบ่งชั้นและการสุ่มอย่างง่าย เครื่องมือการวิจัย ประกอบด้วย แบบสังเคราะห์ข้อมูล แบบประเมินกรอบแนวคิด และแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ร้อยละ ค่าเฉลี่ย ความถี่ ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหาผลการวิจัยพบว่า (1) กรอบแนวคิดประกอบด้วย 3 องค์ประกอบหลัก ดังนี้ 1. ขีดความสามารถกำลังพลของกองทัพบก ประกอบด้วย ขีดความสามารถในการปฏิบัติภารกิจในสงคราม (War) และขีดความสามารถในการปฏิบัติภารกิจนอกเหนือจากสงคราม (MOOTW) 2. สมรรถนะครูทหาร ประกอบด้วย สมรรถนะด้านการจัดการเรียนการสอน สมรรถนะด้านความเป็นครูทหาร สมรรถนะด้านคุณลักษณะทางทหาร สมรรถนะด้านความรู้เทคนิคเฉพาะเหล่า 3. การพัฒนาสมรรถนะ ประกอบด้วย การฝึกอบรมขณะทำงาน ได้แก่ การมอบหมายงาน การสอนงาน การฝึกงาน และการฝึกอบรมนอกงาน ได้แก่ การอบรมสัมมนา และการอบรมผ่านสื่อออนไลน์ (2) สภาพปัจจุบันในภาพรวมอยู่ในระดับปานกลาง ด้านที่มีค่าเฉลี่ยมากที่สุด คือ การพัฒนาสมรรถนะด้านความรู้เทคนิคเฉพาะเหล่า และด้านที่มีค่าเฉลี่ยต่ำที่สุด คือ การพัฒนาสมรรถนะด้านความเป็นครูทหาร สภาพที่พึงประสงค์ในภาพรวมอยู่ในระดับมาก ด้านมีค่าเฉลี่ยมากที่สุด คือ การพัฒนาสมรรถนะด้านความรู้เทคนิคเฉพาะเหล่า และด้านที่มีค่าเฉลี่ยต่ำที่สุด คือ การพัฒนาสมรรถนะด้านความเป็นครูทหาร (3) จุดแข็ง คือ การพัฒนาสมรรถนะด้านความรู้เทคนิคเฉพาะเหล่า จุดอ่อน คือ การพัฒนาสมรรถนะด้านการจัดการเรียนการสอน โอกาส คือ ด้านสภาพสังคม ด้านเศรษฐกิจ และด้านการเมืองและนโยบายของรัฐ ภาวะคุกคาม คือ ด้านเทคโนโลยี (4) …

The Castillo de San Marcos is the oldest stone fortification on the North American mainland, a unique site that integrates Florida’s Spanish colonial past with American Indian narratives. A complete history of this fortification from its origins to its management under the National Park Service has not yet been written. During the Spanish colonial era, the Indian mission system complemented the defensive work of the fort until imperial skirmishes led to the demise of the Florida Indian. During the nineteenth century, Indian prisoners put a new American Empire on display while the fort transformed into a tourist destination. The Castillo …

Most literature on the Civil War focuses on soldiers, battles, and politics. But for every soldier in the United States Army, there were nine civilians at home. The war affected those left on the home front in many ways. Westward expansion and land ownership increased. The draft disrupted families while a shortage of male workers created opportunities for women that were previously unknown.

On the surface, caring and the military appear to be opposites. The stereotypical image of the military giving and obeying orders does not conjure up images of leaders caring for their subordinates. In reality, caring for subordinates and caring for the mission could help leaders form stronger relationships with subordinates, because subordinates may have confidence that their leaders will not recklessly send them into harm’s way. Subordinates may develop confidence in their leaders based on their leaders’ care during non-combat environments. Yet, empirical studies of caring in the military are sparse. Many existing U.S. counter-terrorism policies, including those governing targeting and detention, rely on an empirical assumption that terrorist groups are primarily military organizations. This assumption may be appropriate in the case of al-Qaeda, but it fails to describe terrorist groups that engage not only in warfare but also in governance and state-building such as the Islamic State, a self-declared “caliphate” that—at the height of its expansion in 2014—claimed sovereignty over an estimated 34,000 square miles and 10 million civilians. This thesis sought to explore the effect of participation in party politics on terrorist organizations through a comparative case study of Hamas in the Palestinian Territories and Hezbollah in Lebanon. The project was inspired by the existing literature on party-terror linkages and inclusion-moderation theory. The methodology used to test this relationship required analysis of the histories of the two organizations to identify each organization's years of participation and non-participation in party politics. This critical interpretive study explores the relationship between public policy and visual culture. Drawing from five areas of research literature on (1) policy feedback theory, (2) the spectacle, (3) art and visual culture, (4) Black feminist theory, (5) and critical philosophies of resistance, images of contemporary antiracist activism are conceptualized as a form of policy feedback. This thesis examines youth and rave culture from the late 1980s to the present. It considers the history as well as the global and local impact of rave. I provide a visual ethnographic study from 1999-2014, based on my work as a commercial photographer of the Perth, Western Australian scene. While critically reflecting on existing subcultural research this thesis adds another dimension – the effect that global corporations have had in reshaping subcultural practices, specifically the commodification of rave culture in the form of the contemporary electronic dance festival.

Walter Benjamin and Bertolt Brecht's short-lived project for a critical theory journal, Krise und Kritik, foundered in 1931 on the shoals of positivism. Since then, a series of anti-foundational challenges to traditional critical theory has fragmented the landscape of critical theory and, especially, critical praxis, leaving us disarmed today, in these unprecedented times. This essay offers a way forward by means of what it calls “counter-critical theory”: a critical method that indexes the original impulse of critical theory, but liberates it from its foundation in order to allow for a more open-ended and permanent re-examination of how power circulates …

The State is undergoing a crisis of legitimacy owing to its inability to cope with novel problems of weapons proliferation, transnational threats including climate change, a fragile global financial infrastructure, cultural influences carried by electronic communications, and an undemocratic regime of human rights law. These fatal inadequacies are summoning forth a new constitutional order, the latest in a series of century-spanning archetypal regimes that have arisen since the Renaissance and the collapse of feudalism. Global efforts by states to cooperate through international rules in combating cyber threats have generated mixed results, at best. In this paper, we examine the architecture of the Proliferation Security Initiative (PSI) as a possible model for future cybersecurity cooperation among interested states. We identify several features of PSI’s architecture (rather than its substantive focus on non-proliferation) for further analysis, including PSI’s low entry costs, tiered structure, and flexibility, as well as its leveraging of both territorial jurisdiction and state consent. The U.S. Constitution vests the president with “executive power” and provides that “The President shall be Commander in Chief of the Army and Navy,” while it endows Congress with the power “To declare War.” These provisions have given rise to two major questions about presidential war powers: first, what should be the president’s role in taking the country to war, and, second, what are the president’s powers to direct its conduct. Historian Michael Beschloss’s new book, “Presidents of War,” examines how presidents have responded to each of these questions across two hundred years of U.S. history.

English poetry of the Great War is famous for its (sometimes naive) patriotism, its black humor and satire, and its ability to paint the ugly reality of twentieth-century war in a way that has haunted readers and influenced subsequent writers ever since. The poet and memoirist Robert Graves (1895–1985) wrote a revealing poem in 1918 that summed up his war poetry and his war experience. “The Patchwork Quilt” combines curious images of domesticity and femininity—“patterned silks and old brocade / Small faded rages in memory rich,” curious, because they’re not the images you’d expect in (especially male) “war poetry”—with the …

Toward Conflict Or Compromise? How Violent Metaphors Polarize Partisan Issue Attitudes, Nathan P. Kalmoe, Joshua R. Gubler, David A. Wood

We know much about how opinion leaders drive mass partisan polarization with position-taking cues but little on how different message types polarize citizens, and who responds most to those messages attributes. This article contributes new insights by investigating how exposure to common violent metaphors interacts with audience personality traits to polarize partisans on issues. Building from research on conflict orientations, we theorize that aggressive rhetoric primes aggression in aggressive partisans, motivating greater intransigence on party positions. As a consequence, aggressive partisans are pulled further apart on issues, thereby reducing prospects for compromise. We find support for our predictions in two …

Many Western militaries now actively engage with various social media platforms. The starting point for my dissertation research was this question: how does the military use social media? Considering the Canadian Armed Forces’ use of Twitter as a case study, I collected over 14,000 tweets from four Twitter accounts of the Canadian Armed Forces (CAF), the Canadian Army, the Royal Canadian Navy, and the Royal Canadian Air Force with some tweets as old as September 2012 and the most recent tweets from December 2015. Despite being located within a relatively close geographic area, the Anishinaabeg of the eastern Great Lakes basin had different experiences of, and responses to, attempted and actual dispossession between 1820 and 1865. This research explores these experiences and the exercise of colonial power through the dispossession of six groups: the Lake Erie Anishinaabeg, the Walpole Anishinaabeg, the “American” Anishinaabeg who migrated into Upper Canada and Canada West, the Chippewa of Lakes Huron, Couchiching, and Simcoe, the Potaganasee Ojibwa of Drummond Island, and the Manitoulin Anishinaabeg. This dissertation examines the treatment of venereal disease (VD) in the Canadian Expeditionary Force (CEF). The Canadians had one of the highest rates of infection during the war with 15.8 per cent of servicemen being diagnosed with VD. These figures generated concern among Canadian officials about the negative impact this could have on both public health and opinion. Overseas officials needed to develop policies and procedures to control the spread of the disease. When strict disciplinary measures did little to address the issue, the military experimented with more lenient ones rooted in science and medicine. Even with these measures in …
