Tensions between the United States and the Russian Federation have broken out into a new Cold War following Russia's actions in Ukraine. Following the seizure of Crimea and the fomenting of civil war in the Donbass, Russia was punished by an international contingent of states following the American lead in sanctioning Russia and isolating it from the world stage. With the sanctions having caused a great deal of damage to the Russian economy, the Russian government struck back by attacking the 2016 US Presidential election. The purpose of the study was to investigate the relationships between US Navy T-45C flight simulation training time, actual aircraft training time, and intermediate and advanced jet pilot competence as measured by the Naval Standard Score (NSS). Examining the relationships between US Navy T-45C flight simulation time and actual aircraft flight time may provide further information on flight simulation training versus actual aircraft training to aviation authorities, flight instructors, the military aviation community, the commercial aviation community, and academia. The Strategic Implications Of The Cártel De Jalisco Nueva Generación, Nathan P. Jones

Most security analysts now view the Cártel de Jalisco Nueva Generación (CJNG) as the most powerful organized crime group (OCG) in Mexico. This article explores the strategic/security implications of the rise of this new and aggressive group by providing an in-depth historical case study. The case study shows that the CJNG is a highly resilient and geographically dispersed entity that draws upon the experience of its members, which studied under the tutelage of the Milenio and Sinaloa cartels. This article examines the merits of defining a class of offensive destructive cyber weapons as weapons of mass destruction (WMD). It analyzes the growing danger of destructive cyber weapons in the future joint operating environment and the devastating effects they may have in the physical domain. Further, it outlines evidence that specifically coded, offensive destructive cyber weapons would meet the spirit and intent of the three academic conditions for categorization as WMD. Bohemia is perhaps one of the most popularly used sources among Cuban historians because of its array of content. For the vast majority of scholars, the use of Bohemia’s content is utilized to put the nature of the Cuban Revolution in perspective. Rarely have historians ever analyzed Bohemia itself, as a publication. What is intriguing is that historians who analyze the Cuban Revolution usually conclude the leit motif of the insurrection evolved around—and was prompted by—the rupture of the constitutional order. Recent Presidential elections in Kenya (2017) resulted in a contested re-run election and demonstrated the presence of systemic corruption, a culture of impunity, and a continued rift among civil society. Deep wounds were awakened during this recent election triggering past grievances from the post-election violence in 2007-08. It is critical and timely to explore various cross-sectoral peacebuilding approaches at the national and local levels to increase the capacity of individuals to act as agents of peace. The Senkaku Islands dispute in the East China Sea stands as a major territorial dispute between the People’s Republic of China (PRC) and Japan. This dispute has periodically reemerged in the interactions between these two states between 1895, when the Senkaku Islands were definitively administered by Japan, and the present day. The dispute has undergone significant changes both in its emphasis by the PRC and Japan as well as what the dispute is about. One of the oldest humanitarian non-governmental organizations (NGOs), the International Committee of the Red Cross (ICRC) has long been a cornerstone around which all other humanitarian NGOs are built. The ICRC conforms to strict principles regarding their behavior and practices so that they can provide aid to those who need it around the globe. This paper offers a legal analysis of the United States’ failure to join the 1997 Mine Ban Treaty under the parameters of the Law of Armed Conflict. The Law of Armed Conflict sets forth the four basic principles that govern the actions in warfare while the Mine Ban Treaty prohibits the use, stockpiling, production and transfer of anti-personnel mines. Special education has been criticized for the practice of over-representing culturally and linguistically diverse students in special education programs. Asian American students appeared to be immune to this problem. However, when the demographics of the Asian racial group are disaggregated into individual Asian ethnic groups, there is evident of disproportionality. The purpose of the study was to explore how a charter school, serving predominantly Hmong students, addresses the issue of disproportionality pertaining to the Hmong population. Through an ethnographic research approach, the researcher engaged in participant-observation, interviewing three tenth-grade, Hmong male students, and five school staff members. When the Great War broke out in the summer of 1914, many German Americans living in the United States expressed renewed support and loyalty for Germany in the German-language press. While scholars have thoroughly examined the collective experiences and sentiments of German Americans in the U.S. during World War I, particularly in their press, German-American women and their press have remained largely underrepresented. Notably, however, as evidenced by the largest nationally circulated monthly women’s journal of the time, Die Deutsche Hausfrau (The German Housewife), German-American women did indeed use their press as well to convey increasingly pro-German rhetoric in support …

Scholars and politicians today fear that international student enrollment at U.S. institutions of higher education may be declining. While some attribute potential enrollment decline to domestic politics, others believe that globalization may be allowing student flows to diversify across many nations, thus limiting the U.S.’s share of students and soft-power influence. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

The observational part of the REP14-MED experiment was conducted in June 2014 in the Sardo-Balearic Basin west of Sardinia (western Mediterranean Sea). Two research vessels collected high-resolution oceanographic data by means of hydrographic casts, towed systems, and underway measurements. In addition, a vast amount of data was provided by a fleet of 11 ocean gliders, time series were available from moored instruments, and information on Lagrangian flow patterns was obtained from surface drifters and one profiling float. The spatial resolution of the observations encompasses a spectrum over 4 orders of magnitude from O(101 m) to O(105 m), and …

This cross-disciplinary research on French-Algerian relations is designed to expose the influence of historical, societal, and economic perspectives on the present and future of cultural and economic integration. Using a multi-disciplinary approach to analyze French-Algerian relations, this research comprehensively leverages seemingly unrelated factors that have impacted the transition of France-Algeria from European colonization to globalization. Digital security is an important issue today, and efficient malware detection is at the forefront of research into building secure digital systems. As with many other fields, malware detection research has seen a dramatic increase in the application of machine learning algorithms. One machine learning technique that has found widespread application in the field of pattern matching and malware detection is hidden Markov models (HMMs). Since HMM training is a hill climb technique, we can often significantly improve a model by training multiple times with different initial values. We have fabricated nanofuses from thin-film, arc-evaporation carbon for use in permanent data storage. Thin film carbon fuses have fewer fabrication barriers and retain the required resistivity and structural stability to work as a data storage medium. Carbon thin films were characterized for their electrical, microstructural, and chemical bonding properties. Annealing the thin-film carbon in an argon environment at 400°C reduced the resistivity from about 4*10-2 Ω cm as deposited down to about 5*10-4 Ω cm, allowing a lower blowing voltage. Nanofuses with widths ranging from 200 nm down to 60 nm were fabricated and tested. They blow …
