Development And Fitness Consequences Of Onshore Behavior Among Polar Bears In The Southern Beaufort Sea Subpopulation, Kate M. Lillie Aug 2018

Development And Fitness Consequences Of Onshore Behavior Among Polar Bears In The Southern Beaufort Sea Subpopulation, Kate M. Lillie

All Graduate Theses and Dissertations, Spring 1920 to Summer 2023

Polar bears (Ursus maritimus) are experiencing rapid and substantial changes to their environment due to global climate change. Polar bears of the southern Beaufort Sea (SB) have historically spent most of the year on the sea ice. However, recent reports from Alaska indicate that the proportion of the SB subpopulation observed onshore during late summer and early fall has increased considerably. Previous research suggests that the number of polar bears onshore is linked to sea ice conditions and the availability of subsistence-harvested whale carcasses, which are referred to as bone piles. My objectives were to determine the development …

When Artificial Intelligence Systems Produce Inventions: An Alternative Model For Patent Law At The 3a Era, Shlomit Yanisky Ravid, Xiaoqiong (Jackie) Liu Aug 2018

When Artificial Intelligence Systems Produce Inventions: An Alternative Model For Patent Law At The 3a Era, Shlomit Yanisky Ravid, Xiaoqiong (Jackie) Liu

Cardozo Law Review

Currently, robots, Artificial Intelligence, and machine learning systems (hereinafter referred to collectively as AI or AI systems) can create inventions, which, had they been created by humans, would be eligible for patent protection. This Article addresses the patentability of these inventions created by AI systems. We argue that traditional patent law has become outdated, inapplicable, and irrelevant with respect to inventions created by AI systems. We call on policy makers to rethink current patent law governing AI systems and replace it with tools more applicable to the new (3A) era of advanced, automated, and autonomous AI systems. Our argument is …

The Perception Of Utah Division Of Wildlife Resource’S Law Enforcement By Local, County And Municipal Law Enforcement Agencies, Wyatt Bubak Aug 2018

The Perception Of Utah Division Of Wildlife Resource’S Law Enforcement By Local, County And Municipal Law Enforcement Agencies, Wyatt Bubak

All Graduate Plan B and other Reports, Spring 1920 to Spring 2023

Like most states throughout the nation, Utah’s population has continually grown since settlement. In 2014 Utah’s population was estimated at 2.95 million and between 2015-2016 Utah had the highest percentage growth rate of any state in the nation. This profound amount of growth can be attributed to many factors that are unique to Utah; two of which are the aesthetic and recreational opportunities available to Utah residents.

Due to population growth and urban sprawl, areas commonly patrolled by Utah Division of Wildlife Resources (UDWR) conservation officers are now located closer to urban populations. Previously rural or backcountry areas are seeing …

High-Resolution Qpf Uncertainty And Its Implications For Flood Prediction: A Case Study For The Eastern Iowa Flood Of 2016, Bong Chul Seo, Felipe Quintero, Witold F. Krajewski Aug 2018

High-Resolution Qpf Uncertainty And Its Implications For Flood Prediction: A Case Study For The Eastern Iowa Flood Of 2016, Bong Chul Seo, Felipe Quintero, Witold F. Krajewski

Civil, Architectural and Environmental Engineering Faculty Research & Creative Works

This study addresses the uncertainty of High-Resolution Rapid Refresh (HRRR) quantitative precipitation forecasts (QPFs), which were recently appended to the operational hydrologic forecasting framework. In this study, we examine the uncertainty features of HRRR QPFs for an Iowa flooding event that occurred in September 2016. Our evaluation of HRRR QPFs is based on the conventional approach of QPF verification and the analysis of mean areal precipitation (MAP) with respect to forecast lead time. The QPF verification results show that the precipitation forecast skill of HRRR significantly drops during short lead times and then gradually decreases for further lead times. The …

Hydrodynamic Drivers Of Dissolved Oxygen Variability Within A Highly Developed Tidal Creek In Myrtle Beach, South Carolina, Douglas Matthew Pastore Jul 2018

Hydrodynamic Drivers Of Dissolved Oxygen Variability Within A Highly Developed Tidal Creek In Myrtle Beach, South Carolina, Douglas Matthew Pastore

Electronic Theses and Dissertations

Erosion and water quality degradation have been observed in Singleton Swash in Myrtle Beach, SC, and have been hypothesized to be related to migration of the beach-face channel. Dredging this channel temporarily fixes erosional threats to nearby infrastructure but the effects on water quality are not well understood. It is hypothesized that variations in dissolved oxygen (DO) concentration (used here as a proxy for water quality) within the water column are related to changes in vertical mixing and transport due to oceanic tidal forcing. This study utilizes current meters, pressure sensors, and optical DO probes to measure and study the …

Second Thoughts About Stun Guns, Rene Reyes Jul 2018

Second Thoughts About Stun Guns, Rene Reyes

Washington and Lee Law Review Online

The Massachusetts Supreme Judicial Court (“SJC”) recently declared that the Commonwealth’s statutory ban on stun guns violates the Second Amendment to the U.S. Constitution. The SJC had previously upheld the statute against constitutional challenge in Commonwealth v. Caetano, but the reasoning behind this holding was rejected in a brief per curium opinion by the U.S. Supreme Court in 2016. However, the guidance given by the Supreme Court in the Caetano litigation was far from unambiguous: it faulted the SJC’s reasoning without opining on the ultimate question of the ban’s constitutionality, thus leaving open the possibility that the statute could pass …

The Role Of Race/Ethnicity And Risk Assessment On Juvenile Case Outcomes, Tayler N. Shreve Jul 2018

The Role Of Race/Ethnicity And Risk Assessment On Juvenile Case Outcomes, Tayler N. Shreve

USF Tampa Graduate Theses and Dissertations

Guided by traditional and micro-level theories, the present study seeks to identify the relationship between race/ethnicity and risk factors in the Florida juvenile justice system. Central to this explanation is the understanding that racial biases and stereotypes have been shown to influence the decision-making of probation officers. The objectives are to examine the extent that race and risk factors influence court outcomes, in addition to the extent to which individual level risk factors influence court outcomes. The results provide insight into the relationship between the influence of racial biases and stereotypes of probation officers and juvenile risk assessment scoring.

No Security Through Obscurity: Changing Circumvention Law To Protect Our Democracy Against Cyberattacks, Andrew Moshirnia Jul 2018

No Security Through Obscurity: Changing Circumvention Law To Protect Our Democracy Against Cyberattacks, Andrew Moshirnia

Brooklyn Law Review

Cybersecurity is increasingly vital in a climate of unprecedented digital assaults against liberal democracy. Russian hackers have launched destabilizing cyberattacks targeting the United States’ energy grid, voting machines, and political campaigns. America's existing inadequate cyber defenses operate according to a simple assumption: hide the computer code that powers critical infrastructure so that America's enemies cannot exploit undiscovered weaknesses. Indeed, the intellectual property regime relies entirely on this belief, protecting those who own the rights in computer code by punishing those who might access and copy that code. This “security through obscurity” approach has failed. Rightsholders, on their own, cannot develop …

Data-Driven Development Of A Roadside Safety Marketing Campaign For Tree Removal – Phase I, Cody S. Stolle, Thomas Ammon, Chris M. Vargas, Ronald K. Faller, Karla A. Lechtenberg, Erin L. Urbank Jul 2018

Data-Driven Development Of A Roadside Safety Marketing Campaign For Tree Removal – Phase I, Cody S. Stolle, Thomas Ammon, Chris M. Vargas, Ronald K. Faller, Karla A. Lechtenberg, Erin L. Urbank

Nebraska Department of Transportation: Research Reports

Since the 1970s, tree crashes have been one of the most common and deadly fixed-object fatal crash types, resulting in more than 3,000 fatal crashes and 3,500 fatalities each year. While fatal tree crashes could be prevented by removing trees adjacent to the roadway, an extensive national tree removal project would be unnecessary, cost-prohibitive, and would experience significant political resistance.

The Midwest Pooled Fund Program jointly funded a research study to develop marketing methods and approaches which would focus on tree removal, replacement, or relocation in the most critical areas. Researchers conducted an extensive background investigation into tree crashes, other …

The Use Of Mythic Narratives In Presidential Rhetoric On Cybercrime, Joshua B. Hill, Nancy E. Marion Jul 2018

The Use Of Mythic Narratives In Presidential Rhetoric On Cybercrime, Joshua B. Hill, Nancy E. Marion

Qualitative Criminology (QC)

"What politicians say about crime matters, both because of the impact their rhetoric has on public opinion and the policies and motives those words often portend. This is no different when presidents speak about the relatively new area of technocrime. As with other types of crime, political rhetoric on technocrime relies on previous social constructions of the problem, which are (in part) based on myths rooted in popular culture. These myths can be used to help forward political agendas in ways that may be useful to the politician, but that do not address the causes or effects of technocrime. Using …

Characterizing Patterns In E. Coli Levels In Rio Grande River Water And Riverbed Sediments Near Albuquerque, Nm, James Fluke Jul 2018

Characterizing Patterns In E. Coli Levels In Rio Grande River Water And Riverbed Sediments Near Albuquerque, Nm, James Fluke

Civil Engineering ETDs

In this work I examined how Fecal indicator Bacteria (FIB) behave in a large environmental system (Rio Grande near Albuquerque, ~60 km distance). I addressed the questions: How do FIB levels in river water and riverbed sediments of this reach change with distance along the river and throughout one year?

I conducted year-round river water and sediment sampling for concentration of E. coli bacteria, a persistent contaminant in the area. I found that over the year, E. coli loading in river water increased along the 60 km reach and E. coli in the sediments mainly increased near the Albuquerque urban …
