The WATS Journal: An Online Journal from West Africa Theological Seminary
The Pentecostal and Charismatic outpouring that began during the Nigerian Civil War of 1967-1970, popular referred to as the Nigerian Civil-War Revival, introduced new elements into the experience and practice of Christianity in the country. It was a revitalizing force characterized by a renewed emphasis on prayer, holy living, Bible study, and evangelism. It was also marked by spiritual phenomena such as the baptism of the Holy Spirit with the evidence of speaking in tongues and the operation of spiritual gifts, particularly healing and prophecy. Physicians, Nurse Practitioners And Odsp Applications: Towards A New Model Of Partnership With Community Legal Clinics, Nicholas Hay

When completing the Ontario Disability Support Program (ODSP) application for their low-income patients, physicians and nurse practitioners are met with the difficult task of mapping their clients’ unique medical conditions onto an unfamiliar legal test. Accordingly, an inordinate number of ODSP applications are denied at the outset because the information healthcare professionals provide in the application is insufficient. While some blame physicians for this shortcoming, interviews conducted by the author with healthcare professionals reveal their side of the story and offer insights into how community legal clinics can work with healthcare professionals to improve the legal and medical services low-income …

Clinical programs have incorporated systemic advocacy in various ways for decades; indeed, for many clinics systemic advocacy is a philosophical and practical imperative. For those legal clinics with students working, taking credit, or volunteering, incorporating meaningful systemic advocacy programming brings with it a host of challenges. This article, framed as a conversation between two women involved with clinical legal education in Windsor, Ontario and Saskatoon, Saskatchewan, was born out of the practical frustrations and joys of this work. The article illuminates the theoretical, pedagogical, and administrative challenges of meaningfully incorporating students into the day-to-day realities of systemic advocacy. Although the …

Governments, law reform commissions, and legal services have long advocated for the value of increasing public understanding of the law. While many private law firms and public agencies in the justice sector provide legal information and education to their clients and the community, legal aid commissions are statutorily required to do so. Commissions provide Community Legal Education (CLE), legal information, advice, and representation to people who cannot afford private lawyers. CLE can help people address or avoid legal problems. It has the potential to reduce the need for more intensive and costly legal services and minimize the stress associated with …

A Current Assessment Of Legal Aid In Ontario, Frederick Zemans, Justin Amaral
Journal of Law and Social Policy
This article explores the development of legal aid services in Ontario over the past two decades. The authors find that per capita inflation-adjusted spending on legal aid services by the federal government has been in long-term decline (albeit with periodic upturns) with resulting negative impacts on access to justice for those in need of legal assistance. At the provincial level, since cuts made in the mid-1990s, financial eligibility guidelines have remained out of line with real measures of poverty, such as Statistics Canada’s low-income cut-offs, and per capita funding has only recently increased. This article addresses a practice commonly known in the child welfare community as “kinship diversion,” where a child welfare agency informally places children with relatives as an alternative to foster care. While evidence predominantly shows that abused and neglected children have better outcomes when they are placed with relatives when they cannot remain safely at home, serious concerns about these children’s safety and well-being arise when the placement with relatives is informal. Indeed, it is often not understood that these same relatives can be approved as foster parents and can receive essential financial assistance and supportive services to help safely …

Newcomer Women And The Workforce: A Critical Policy Analysis Of Employment And Labour Legislation In Ontario, Anuja Jeeva
Social Justice and Community Engagement
This research aims to explore the potential impact of changes in Ontario labour legislation on newcomer women in the workforce, particularly with the changes to both the Employment Standards Act, 2000 and the Labour Relations Act, 1995, under the 2017 legislation of the Fair Workplaces, Better Jobs Act (Bill 148). The research stems from the concern that newcomer women are overrepresented in low wage, temporary, precarious employment, and is informed by studies about the issues newcomer women face in finding stable, secure employment, and the societal forces involved in shaping policy intended to address those issues. From 2013-2018, we taught a collection of interrelated law and social work clinical courses, which we call “the Unger clinic.” This clinic was part of a major, multi-year criminal justice project, led by the Maryland Office of the Public Defender. The clinic and project responded to a need created by a 2012 Maryland Court of Appeals decision, Unger v. State. It, as later clarified, required that all Maryland prisoners who were convicted by juries before 1981—237 older, long-incarcerated prisoners—be given new trials. This was because prior to 1981 Maryland judges in criminal trials were required to instruct the jury …

During the 2000s a common view in government circles was that governments were over-investing in primary industry research and innovation. In agreement with this view, the Western Australian (WA) government lessened its support for primary industry research and innovation over the last decade. The impacts of this reduced support are seen clearly in the Department of Primary Industries and Regional Development (DPIRD). In 2008–09 its agricultural staff count was 1518, yet by the end of 2017–18 this will be under 800, with remaining staff working mostly in regulation, biosecurity and corporate services rather than research. A "renaissance” is often described as a cultural rebirth, a movement ushering in a modern age and leaving behind the old ways of doing things. There is every indication that we are entering a technology-driven renaissance in the legal profession. Artificial intelligence (AI), “big data,” document automation, e-discovery tools, cloud-based case management systems, and communication and collaboration tools are just a few of the ways that technology is transforming the practice of law in the twenty-first century.

The dominant paradigm guiding mental health professionals responding to major disasters is the field of 'disaster mental health', which historically focused more on psychological factors than social factors, privileging individual over collective interventions. However, resilience to complex events is a result of multiple drivers, such as social networks and local culture, that must be considered together in the assessment and planning process. This paper adopts a multi-disciplinary perspective for disaster response, applying a social-ecological approach to disaster risk reduction which has been developed through practice and a review of the literature. The Economic And Fiscal Impact Of A Microgrid In Downtown Cleveland, Ohio, Andrew R. Thomas, Mark Henning, Kirby Date, Robert A. Simons

This report relates the results of an investigation into market conditions for a proposed microgrid in downtown Cleveland, Ohio, as well the potential for additional jobs, income, and tax revenues that might accompany such an enterprise. Power interruptions have been estimated to cost commercial and industrial customers more than $100 billion each year in the United States.1 Because microgrids can reduce or eliminate power disruptions, the proposed microgrid could position Cleveland to capture growth among those industries that experience relatively greater losses when power outages occur. This includes momentary interruptions, which account for a “substantial portion”2 of such costs. The …
