The 61st Conference on Senior Engineering Design Projects. The conference was held from 9:00 a.m. to 2:00 p.m.,Tuesday, December 5, 2017 at the College of Engineering and Applied Sciences on the Parkview Campus of Western Michigan University. The College of Engineering and Applied Sciences sponsored the conference to showcase the work of its graduating seniors, who are required to complete a capstone project that puts into practice what they have learned. Many of the projects are sponsored by business and industry.

In Tahoe-Sierra Preservation Council, Inc. v. Tahoe Regional Planning Agency, the Supreme Court held that a moratorium on development imposed during the process of devising a comprehensive land use plan did not constitute a per se taking of property requiring compensation under the Takings Clause of the United States Constitution. The scope of Tahoe-Sierra, and thus its ultimate impact on Supreme Court takings jurisprudence, had been severely narrowed and redefined by the courts since the landowners first alleged a taking over fifteen years before the issue was ultimately decided by the Supreme Court. 26 USC § 280E of the Internal Revenue Code (“§ 280E”) prohibits the deduction of ordinary business expenses for businesses deemed by the federal government to be drug traffickers as defined by the Controlled Substances Act (“CSA”). The tax enactment is specifically designed to serve as a disincentive to socalled drug traffickers who might otherwise deduct “ordinary and necessary business expenses” from their taxes. However, this harms legitimate cannabis businesses by promoting unintended consequences, such as under-reported income. Every day in the United States, thousands of people are waiting in jail postarrest prior to any trial or conviction. Once arrested, these individuals frequently face harsh conditions while they are held for their first appearance to be assigned bail. Thousands of individuals wait more than forty-eight hours to first appear in front of a judicial officer who determines their bail conditions. Innocent people––people who have committed no offense except that of being underprivileged––are pressured into accepting plea bargains because they cannot pay bail. Thousands remain in jail unwilling to accept plea bargains or admit guilt but are detained nevertheless …

Statistics Canada offers yearly regional training to post secondary institutions who are participating members of the Data Liberation Initiative (DLI). Library personnel who act as DLI delegates for their institutions learn how to gain access to statistics and data products and disseminate this information to researchers. This conference presentation focuses on Fanshawe College, the first Ontario college to join the DLI in 2008.

In the United States, someone is murdered, raped, robbed, or assaulted every 26 seconds (Federal Bureau of Investigation, 2015). Violent victimization is a uniquely disorienting dilemma because it is the result of harm from another human being. Extensive research has shown that crime victims’ complex emotional and psychological needs are not adequately fulfilled by the dominant retributive system of justice. The other paradigm of justice that has received extensive consideration from theorists and scholars, with research that now covers multiple continents and 3 decades, is restorative justice.

The short terms rental market, colloquially referred to as ‘Airbnb’ accommodation, has proliferated the Australian (and international) accommodation market. The number of rooms being made available per nights in Australia via sort term rental websites runs into the hundreds of thousands. Policy makers have generally been slow to respond to this ‘disruptive innovation’. It is particularly in strata title schemes where the legality of short term rentals is being tested. Under Title III of the Americans with Disabilities Act, no individual shall be discriminated against on the basis of disability in the full and equal enjoyment of the goods, services, facilities, privileges, advantages, or accommodations of any place of public accommodation. Currently, courts are split on whether websites are places of public accommodation under Title III. Urbanization and habitat fragmentation cause animal species to either adjust to human- dominated landscapes or suffer population loss. This paper examines the municipal challenges associated with coyotes, an animal successfully adapting to cities throughout North America. The presence of predators in highly developed areas challenges conceptual and spatial attempts to separate cities from nature. This report’s introductory sections critically examine the alienation of wildlife from the urban form. Theoretical perspectives from the discipline of animal geographies are employed to deconstruct problematic relationships between cities and animals, and reimagine a metropolis that considers the presence of nonhuman others. The advanced features of 5G mobile wireless network systems yield new security requirements and challenges. This paper presents a comprehensive survey on security of 5G wireless network systems compared to the traditional cellular networks. The paper starts with a review on 5G wireless networks particularities as well as on the new requirements and motivations of 5G wireless security. The black community in the United States has evolved out of a unique set of circumstances which have led to few black neighborhoods being able to prosper. Considering the negative influences on the black community such as wide-spread discrimination, mass incarceration, concentrations of poverty, and poor housing quality this community requires unique considerations to prosper. Given that only 10% of urban and regional planners are black, this research is meant to be a guide for urban and regional planners at large to plan in such a way that allows black communities to thrive. Global Kidney Exchange (GKE) is a program aimed at facilitating trans-national kidney donation. Although its proponents aim at reducing the unmet demand of kidneys in the United States through the trans-nationalization of kidney exchange programs, the World Health Organization (WHO) and The Transplantation Society (TTS) have expressed concerns about its potential effect on black markets of organs and transnational organ trafficking, as well as on low- or middle-income countries health systems. Commercial transportation involves all of the significant forms of passenger and property transportation across the United States. This Article covers five major areas: (1) trucking; (2) aviation; (3) limousines, taxis, rideshare services, and commercial transit; (4) autonomous vehicles; and (5) railroads. This Article surveys significant judicial and legislative developments in Georgia commercial transportation law during the period from the beginning of the 2012 regular session of the 151st Georgia General Assembly through May 31, 2017.

Malcolm M. Feeley examined cases of criminal justice reform in the United States, where reforms can be conceived and initiated in a very open structure, but implementation of the introduced reforms can be handed over to highly fragmented implementers. The story of mandatory videotaping of interrogations and accompanying changes in Japan demonstrates the reform process at the other end of the scale, where the members of the criminal justice establishment can exert a strong influence even at the conception and initiation stages, and have even stronger control at the implementation and routinization stages. This collection contains poetry introduced in a critical way via a theory-based creative nonfiction essay. The work included is a meditation on what identity means on both an intimate and a larger scale, and how the two might be affected by the choices we are faced with from a young age.
