The Children’s Bureau (CB) provides a system of training and technical assistance (T/TA) to build the capacity of state and tribal child welfare systems, with the goal of improving outcomes for children and families. During the time period of 2008-2014, this infrastructure included ten National Child Welfare Resource Centers (NRCs), five Child Welfare Implementation Centers (ICs), and a Training and Technical Assistance Coordination Center (TTACC). Individual ICs and NRCs differed in structure and content expertise, yet they served the same jurisdictions and at times provided services concurrently. An Empirical Analysis Of The Relationship Among Social Institutions And Juvenile Arrests In Virginia, Linh Thi T. Nguyen

The United States has unusually high rates of violence among developed nations, including the victimization of and perpetration by youth. Using Institutional Anomie Theory (IAT) as the theoretical framework, this study analyzes the relationships between social institutions and crime and the interactive relationships among the institutions in a sample of Virginia localities. Multivariate analyses are conducted to produce additive and multiplicative models, and simple slope analyses are conducted to clarify interaction/moderation effects. Findings yield mixed support for IAT. Localities with higher levels of monthly welfare per recipient (a measure of polity) have lower juvenile violent crime arrest rates, and welfare …

In the U.S., undocumented persons (the DREAMers) who arrived to the U.S. as children have been the central focus of legislation and debate. The purpose of this study was to assess the extent to which community colleges have implemented major post-Virginia Tech campus safety recommendations. In addition to gaining a comprehensive overview of the safety policies and practices in place, this study assessed if campus safety policy implementation levels at the community colleges correlated with institutional characteristics, and the internal and external forces that helped drive the implementation of these policies. In recent years, increasing energy demand has resulted in more loading in power transmission lines and correspondingly more electric and magnetic field occurrence. In this paper, electric and magnetic field levels around high voltage power transmission lines are measured and then calculated analytically by simulating the realistic case. Moreover, the field levels around these power lines have been predicted using multilayer perceptron artificial neural network (ANN) and generalized regression neural network models. Modern mechanisms of state surveillance reinforce gendered, raced, classed and sexed power hierarchies. Forms of control and regulation of "problem bodies" are framed as neutral or benign forms of bureaucratic bookkeeping (Dubrofsky and Magnet, 2015). This thesis explores the possible Islamophobic and Anti-Black dimensions of Counter Violent Extremism (CVE) program, a counterterrorism community outreach program initiated by the federal government in the Minneapolis-St. Paul area, which targets the Somali community. Online sex trafficking is big business. The Department of Homeland Security estimates that sex trafficking generates billions of dollars per year. The marketplace for sex has moved from the street corner to classified ad websites such as Backpage.com, and all too often the victims of online sex trafficking are minors. The National Center for Missing and Exploited Children reported an 846 percent increase in reports of child sexual exploitation between 2010 and 2015--growth the organization attributes to the availability of sex ads on websites such as Backpage.com. Section 1226(c) of the Illegal Immigration Reform and Immigrant Responsibility Act (IIRIRA) requires federal detention of certain deportable noncitizens when those noncitizens leave criminal custody. This section applies only to noncitizens with a criminal record (“criminal noncitizens”). Under section 1226(c), the Attorney General must detain for the entire course of his or her removal proceedings any noncitizen who has committed a qualifying offense “when the alien is released” from criminal custody. The tension between the competing demands of the First. Amendment’s guarantee of free expression and the Fourteenth Amendment’s implicit promise of dignity and equality has long been evident in societal debates about identity politics, in academic writing, and in disputes over regulation of campus speech. This article argues that the First Amendment generally protects campus speech that includes hurtful words, even those that verbally assault a target or are seen as perpetuating an environment that demeans or endangers women, minorities and others. Numerous cities, states, and localities have adopted police body camera programs to enhance police accountability in the wake of repeated instances of police misconduct, as well as recent reports of more deepseated police problems. These body camera programs hold great promise to achieve accountability, often backed by millions of dollars in federal grants.

But so far, this promise of accountability has gone largely unrealized, in part because police departments exercise near-total control over body camera programs and the videos themselves. (Wp 2017-02) The Great Recession And Public Education, William N. Evans, Robert M. Schwab, Kathryn L. Wagner

Economics Working Papers

We examine the impact of the Great Recession on K-12 education finance and employment and generate five key results. First, nearly 300,000 school employees lost their jobs. Second, schools that were heavily dependent financially on state governments were particularly vulnerable to the recession. Third local revenues from the property tax actually increased during the recession, primarily because millage rates rose in response to declining property values. Fourth, inequality in school spending rose sharply during the Great Recession. Fifth, the federal government’s efforts to shield education from some of the worst effects of the recession achieved their major goal.
