Ginning Up Economic Growth? Evaluating The Effects Of County-Level Alcohol Sales, Nathan Smith

The academic literature on the topic of legal alcohol sales is vast; from the effects on crime to population health outcomes. The economic development impact of alcohol sales, however, remains relatively unexplored. This research examines county-level data from the State of Arkansas between the years 2009 and 2014 in a cross-sectional time-series regression analysis to determine whether economic development benefits exist that can be attributed either directly or indirectly to legal alcohol sales. Ultimately, this study finds that alcohol sales are positively and significantly related with food service and accommodation employment as well as higher per capita personal income.

An Analysis Of The Effect Of State Aid Transfers On Local Government Expenditures, John Perrin

This paper seeks to determine the effects of state budget changes on local government expenditures; particularly, how changes in state funding provided to local governments affects local government expenditures. The hypothesis tested is that state funding is a significant factor on local government expenditure. To evaluate this, two levels of analysis were conducted. The first was a paneled fixed effects regression analysis of data for all fifty states from the years 2000 to 2013, in which changes to local expenditure were measured by the effects of multiple fiscal and socioeconomic variables. She shows that not all high-paying jobs require STEM skills; that not all good-paying, highly skilled STEM jobs require college degrees; and that "soft skills" are important for STEM as well as other high-paying jobs.

Research does not sufficiently address how fire lieutenants in the central United States experience leadership development. Leadership development training, coaching, and mentoring are important processes that prepare followers to become effective leaders in public safety organizations. The intent of this qualitative research study was to explore the lived experiences and stories of fire lieutenants to obtain a clear understanding of how transformational leadership training was perceived to affect their careers. According to the Colorado Judicial Branch, 78 problem-solving courts operate in the 20 judicial districts in Colorado. The Summit County and Eagle County drug court programs are located in Colorado's Fifth Judicial District and have not been previously studied. Evaluating treatment programs for effectiveness contributes to social change because it ensures individuals in need of treatment are receiving the proper services. The Eagle County drug court program had 117 participants and the Summit County drug court program had 33 participants. The Summit County Drug Court used 2 cognitive behavioral therapies: moral reconation therapy and strategies for self-improvement and change. The …

U.S. Food and Drug Administration (FDA) recalls of medical devices are at historically high levels despite efforts by manufacturers to meet stringent agency requirements to ensure quality and patient safety. A factor in the release of potentially dangerous devices might be the interpretations of nonnormal test data by statistically unsophisticated engineers. Researchers have documented the high prevalence of crime in society and the need for programs to assist in the reduction of crime. Social cognitive and criminal lifestyle theories were the two major theoretical frameworks applied to this study due to their focus on the influence of cognitive change on behavioral modifications. A lifestyle approach in such programs reshapes criminal thoughts and transforms criminal behaviors. Gun violence on college campuses has gained the attention of campus leaders, leading to an active shooter policy and procedure development and implementation. There was little awareness within the campus leadership of a college in the Southeast United States on the college's active shooter policy and procedures. Purpose

The purpose of this study was to provide insights into developing effective crisis responses within the cruise industry. Particularly, this study tested the effects of different crisis responses on individuals’ safety perceptions and cruise travel intentions. This study also tested how individual characteristics; such as past cruise experience and demographic characteristics, may affect the communication outcomes.

Originality/Value

Using an interdisciplinary approach, this study applied crisis communication theories to a cruise travel context. The findings of this study can be directly applied to develop effective crisis responses for hospitality practitioners, which exemplify the essence of translational research.

This content analysis of multiple mass shooting cases examines a crisis genre that is not as frequently studied as other crises such as natural disasters or organizational exigencies. Though just as rich with stakeholders’ communicative exchanges and neatly traversing the three crisis stages, mass shootings have yet to be fully elaborated. This report provides a synthesis of issues addressed by state legislation regarding automated vehicles (AV); AV technologies are rapidly evolving and many states have developed legislation to govern AV testing and deployment and to assure safety on public roads. Topics include license and registration, operator requirements, insurance and liability, infrastructure, vehicle testing and operations, commercial vehicle operations and privacy.

States are interested in supporting AV because the expected benefits include increased safety, increased capacity, and decreased congestion. On the afternoon of February 26, 2012, George Zimmerman (Zimmerman) drove through his neighborhood when he spotted a "suspicious black male" and decided to inform the authorities. Seventeen-year-old Trayvon Martin (Martin) was walking home after purchasing a bag of Skittles at a nearby 7-Eleven. Instructed by a police dispatcher, Zimmerman was to stay in his vehicle and avoid Martin. Zimmerman ignored the dispatcher's instructions and decided to approach Martin. Zimmerman consequently entered into an altercation with Martin, who was unarmed. Moments later, Zimmerman shot Martin, and claimed self-defense. The architecture of incarceration has undergone many well-documented changes since the late 18th Century. However, one of the constants has been the architectural symbolism of incarceration itself, and the role it plays in communicating ideas about punishment and control. In this thesis, I examine one of the most fundamental logics of control within this architecture that has largely gone unquestioned: verticality. Specifically, my interest lies in the role that verticality plays in the form of the prison gun tower, which I link to other measures of vertical dominance, such as the aerial drone, and the fortified hilltop. Disasters begin and end locally, but anecdotal evidence suggests that national disaster policies significantly influence state and local approaches. The federal government influences local and state emergency management through national emergency management doctrine as well as providing considerable grant programs to local and state governments who adopt the federal policies. The study attempts to explore some effects of this policy dichotomy.

A survey along with selective interviews were conducted of local and state emergency management officials in North Carolina to examine the impacts of select federal preparedness grants. From 70 surveys and 6 interviews, the following findings were identified. There …

In response to this fear, sex offender registries were created as a method for monitoring convicted offenders and for providing communities with a sense of security by publicizing information about potential predators nearby. Recidivism is a complex phenomenon. Greater than 65 percent of incarcerated adults return to jail within three years. While numerous empirical studies focus on factors that contribute to recidivism, there is limited existing research that examines decision-making as one of these factors. The purpose of this study is to address this gap in the literature and develop an understanding of the influence of decision-making processes on inmates and correctional officers and deputies in the California criminal justice system. In Secret Government Searches and Digital Civil Liberties, Neil Richards tackles the issue of what he describes as “secret government searches”—namely, examples of government surveillance that remain a secret to the search target. These can be physical or digital, carried out with a warrant or without, and unknown to everyone but the government or facilitated by a private company that is prohibited from notifying the target.
