Are Ai-Assisted Drug Technologies Addressing Or Aggravating The Opioid Crisis In The United States?, Abby O'Hern

West Virginia Law Review

The opioid crisis is a significant public health emergency, intensified by the rise of synthetic opioids such as fentanyl. Lawmakers have described fentanyl as “terroristic in nature” due to its often-fatal properties. According to the Center for Disease Control (“CDC”), an estimated 107,543 people died from drug overdoses in the United States in 2023. As fentanyl use has surged, it has increasingly shaped public health policy through harm reduction initiatives, expanded addiction treatment resources, and legislative reforms aimed at curbing overdose deaths. Constitutional Rights As Protected Reasons, Stephanie Hall Barclay

This Article proposes and defends a new theoretical model of constitutional rights. Virtually all the prevailing theories about constitutional rights envision, at some level, judges balancing the importance of various individual rights against the importance of other societal goods in tension with those rights. These theories also generally hold out the judiciary as the primary guardian of these rights, whereas the other political branches are often viewed as fulfilling a role of interfering with (or protecting) rights only as much as the judiciary will allow. The 2025 Annual Florida EMS Provider Survey provides a comprehensive overview of Florida’s EMS system, highlighting critical insights into workforce dynamics, resource allocation, medical direction, and service integration across EMS agencies statewide. Conducted from April to May 2025, the survey received robust participation from 249 agencies, covering 74.5% of licensed EMS providers. Key findings underscore regional variability in workforce recruitment, salary scales, mental health support, mobile integrated healthcare (MIH), and preparedness for mass casualty incidents.

Key areas of strategic emphasis include EMT and paramedic mental health and wellness, mobile integrated healthcare (MIH), and local quality improvement (QI) efforts. Notably, recruitment …

This study evaluates the feasibility for developing and maintaining a comprehensive tractor truck trailer database. The commercial motor vehicle (CMV) community currently lacks a cross-jurisdictional, centralized repository for commercial trailers registered in United States and Canadian jurisdictions. Existing federal databases provide information on interstate commercial motor carriers, vehicles, and drivers but exclude trailers. Similarly, IRP and IFTA do not collect trailer-level data, and trailer data is displayed inconsistently across its customer base. Approximately one fifth of violations in Kentucky during inspections from 2020 to 2022 were attributed to trailers, including worn tires, inadequate brakes or improper registration. The rise of …

Mental health emergency response has become a highly scrutinized topic following the Black Lives Matter movement and several notable incidents of mental health emergency service users being killed by police responders. Qualitative interviews were conducted with mental health emergency service users to better understand the experience of using mental health emergency services, garner critical feedback of the service, and explore recommendations to improve future response. A total of 23 participants conducted interviews and detailed 40 incidents of mental health emergency service utilization. These interviews were then coded and analyzed. Mobile crime alert platforms promise to enhance personal and public safety by delivering frequent notifications about nearby dangers—claims that, until now, have not been experimentally tested. For-profit applications like Citizen deliver real-time, geo-targeted push notifications about nearby crime incidents to over 9 million users, often operating outside the bounds of institutional oversight. Although marketed as tools to enhance awareness and protection, these platforms may simultaneously empower users through information while also potentially amplifying anxiety, heightening threat perceptions, and eroding trust in community. Coding Anti-Discrimination Jurisprudence: A Hybrid Computational Model Of The Arlington Heights Test, Kevin S. Jobe

The aim of this study is to understand the judicial reasoning process of anti-discrimination jurisprudence by utilizing a hybrid computational model. The advancement of hybrid computational legal studies that combine “law-as-code” and “law-as-data” approaches have led to promising techniques for tackling complex legal reasoning tasks as multifactor judicial reasoning standards. Following this hybrid model, this study conducts a statistical and multilayer perceptron (MLP) analysis of the judicial reasoning process of the multifactor Arlington Heights discriminatory purpose test based on an original hand-coded dataset of discrimination cases. Accidental collisions between over-height trucks and bridge superstructures are a common threat to existing bridge infrastructure. These incidents often stem from illegal over-height vehicles or truck operators' unawareness of clearance limits, posing serious safety risks and causing substantial structural damage. This study presents a comprehensive numerical investigation of the dynamic response of prestressed concrete girder bridges subjected to over-height truck impacts. Large-scale finite element models were developed in LS-DYNA, with validation conducted against experimental results. For 25 years, Romanians fought to preserve Rosia Montana, a region whose gold and silver amount to 20 billion euros. Their victory was delivered in 2024, as the International Center for Settlement of Investment Disputes in Washington, DC ruled against the Canadian company that aimed to explore the mine. This analysis sheds light on political instability, perceived government corruption, and foreign intrusion, all of which led to intense and monthslong protests that Romania hadn’t seen since its 1989 revolution, when it liberated itself from communism. America stands at the precipice of a vehicular revolution. Myriads of self-driving vehicles—often referred to as “automated vehicles” or “AVs”—are already rolling out across the nation, and innovators assert that AVs will make our roads safer, less congested, and more economically productive. However, reaching these dreams of self-driving utopias will require more than just technological progress. The uses of traditional vehicles are heavily regulated by hundreds of thousands of state laws that ensure public safety, health, and order. Modern end-user applications that are highly compute- and data-intensive, while being extremely latency- and accuracy-sensitive, are increasingly reliant on distributed computing. This paradigm spans a range of architectures, from cloud computing to in-device processing. Cloud computing, though scalable, often incurs high latency and cost, constraints that are particularly problematic for time-sensitive applications. In contrast, in-device computing on end or IoT devices is limited by resource constraints, making it inadequate for many complex workloads. Edge computing presents a compelling alternative by bringing computation closer to data sources, thereby reducing end-to-end latency and improving responsiveness. Scripted For Surveillance: Parole Revocation Hearings And The Performance Of Procedure In New York, Kelsey G. Greeff

This thesis examines parole revocation hearings in New York as complex performances that extend carceral control beyond prison walls. Drawing on a composite vignette from the Bronx parole court, it analyzes the interplay between procedural reform, constitutional due process, and neoliberal governance. Using a dramaturgical framework informed by Michel Foucault’s discourse analysis and Judith Butler’s theory of performativity, the study identifies four interrelated processes: the judge as director, who orchestrates hearings according to institutional priorities; normalization, where repetition embeds structural inequality as routine; type-marking, the classification of parolees into predefined roles through accumulated records and cues; and the extension of …
